INIBEHE EFFIONG’S MISADVENTURE AND THE MISLEADING GOSPEL BY FEMI FALANA & HIS TWELVE DISCIPLES

The peaceable and tolerant disposition of Governor Udom Emmanuel has propelled all manners of insidious calumnious campaigns against his person and his government. For example, the allegation that the Governor is ordering the security clampdown on dissenting voices is very baseless and rather laughable. But that itself can best be answered by the court of public opinion, where every member of the public can see in Mr Emmanuel, a transparent and accommodating leader who has eschewed political bias in his administration of the State. This perhaps explains why a lawyer, Leo Ekpenyong, could throw caution to the wing and go all out to attack the personality of the Governor, accusing him of bribing some judges to secure judgement in 2019 in favour of Senator Chris Ekpenyong who had defeated Senator Godswill Akpabio.

Today, it is quite sad and embarrassing that the plot by convicted lawyer Inibehe Effiong through outdated tactics to delay justice on the defamation suit against Barr Leo Ekpenyong can receive the signatures of 13 lawyers in the guise of suing the Chief Judge of Akwa Ibom State, His Lordship, Justice Ekaette Obot over a demand that is purely administrative.

It is evident that Femi Falana, SAN, and his co-lawyers do not mean well for Barrister Inibehe Effiong. Otherwise, they would have been more concerned about teaching him how the court works outside Facebook and other social media where his legal practice flourishes more to the point that he was already assuming the status of a self-appointed solicitor general on Facebook. It was this illusion that blinded him into daring a legitimate law court presided over by a State Chief Judge.

It is worthy of note that on July 27, the court was entertaining the last witness brought by the prosecution counsel, and a certain reporter with Premium Times, Saviour Imukudo was caught video recording the session with his mobile phone. Everyone knows that this is clearly wrong and the judge ordered the journalist out of the Courtroom. Inibehe rejected all forms of persuasions to continue his cross examination of the prosecution’s witness, insisting that the court was an open court and had no right to walk out a journalist who claimed had the right to record proceedings. When he ran out of ideas on how to go about his case, he turned his nozzle on the policemen in the courtroom, alleging that he feels unsafe among police officers.

Inibehe Effiong knew that the day in question was the day the NLC in Akwa Ibom joined in the solidarity strike with Academic Staff Union of Universities, ASUU, and as such security around the court premises and on Wellington Bassey Way, was a bit more intensified to forestall a breakdown of law and order. Between Inibehe and the other members of the public who monitored the proceedings, who ought to have been afraid to see policemen? How can Inibehe be ordering the judge to rescind his decisions as if he was talking to a school boy? Imagine telling the Judge to rescind his decision on the reporter and to order the policemen out of the court?

The action of Inibehe’s cheerleaders to sue the Chief Judge of Akwa Ibom State raises teething questions about the sincerity and intent of the legal team. These are supposedly renowned lawyers who know court proceedings at their fingertips, and know that the pocket lawyer and Facebook solicitor was wrong to challenge the court and the Chief Judge by his utterances before the Judge despite repeated pleas and warnings by His Lordship that he should respect the sanctity of the court. When all efforts to remind him that he is a lawyer, and that he was in court not on facebook failed, he was convicted of contempt.

Do Femi Falana, SAN and his legal team know that their client, Inibehe Effiong does not know how to use a simple expression like "as the court pleases?" Possibly he is the only lawyer in his generation that such expression sounds strange to?

Be that as it may, if the convict was uncomfortable with his sentence, the proper thing to have been done would have been to approach the appeal court to appeal the verdict of the lower court. This is a known norm of the court. Alleging that the chief judge refused to give them the certified true copy of the judgement, shows how much they have lowered the sanctity of the justice temple. But these are people who should know, and of course, who know that the a judge is not responsible for issuing the certified true copies of judgements. This is strictly an administrative function, domiciled with the court registrar. Where then is the basis of suing the Chief Judge of Akwa Ibom State on this?

This leads to more questions for Femi Falana and co: Are they doing this because it is in Akwa Ibom State? In all of Femi Falana's outstanding legal practices, where is it recorded that he sued judges in Yorubaland for delivering judgements that are not in his favour? Or is Akwa Ibom State another guinea pig for wrong precedence? Except, the lawyers are implying that what is good in courts and for judges in Yorubaland is not good for court and judges in Akwa Ibom State. Otherwise, this watery suit against the Chief Judge of Akwa Ibom State by this team of lawyers is a height of embarrassment to their legal profile.

We should not even forget that the case Inibehe Effiong was coming to defend is a weighty defamation of the governor of Akwa Ibom State, where his client, a loquacious lawyer, Leo Ekpenyong alleged that Justice W.O Akanbi and Justice Ebetu were bribed by
Governor Udom Emmanuel to the tone of $1.5m, to procure judgement in favour of Dr. Chris Ekpenyong in the 2019 senatorial elections. If Mr Inibehe Effiong is bereft of defense lines for his client, then he should not resort to these well-rehearsed dramas to delay the course of justice. How long will such a drama last? This cannot save him and his client in the evidently bad case.

Sadly, we are witnessing insults by an emergency lawyer who wants to use one attack on a judge to cover an earlier attack on other judges. And senior lawyers are supporting them because it is in Akwa Ibom State.

In as much as we agree with Falana and co that Mr Inibehe Effiong had no budding tutelage as a lawyer, his ignorance does not mean that anything goes in court because it is in Akwa Ibom State. Judges in Akwa Ibom State deserve as much respect as their colleagues in other parts of Nigeria, including the ones that are highly revered in Yoruba land. If a lawyer cannot insultingly question the authority of a judge to give orders in courts elsewhere in Nigeria, then such should not be tolerated in Akwa Ibom State.

We are counting days for Mr. Inibehe Effiong to exhaust his sentence so that the substantive case of defamation against Mr Leo Ekpenyong, instituted by His Excellency, Mr Udom Emmanuel could resume in court. We advise Inibehe against further deliberate delays of justice on the matter again by similar unskilled innovations of court delays. Not even the ill-motivated suit against the Chief Judge of Akwa Ibom State by Falana and his 12 disciples can stop justice from being done on the matter. The suit is a wrong gospel by Femi Falana, SAN and his twelve disciples. Such wrong gospel cannot win any legal soul in their favour and that of their drowning client, Mr Inibehe Effiong. All we want is that justice should be served, and timely too. We are waiting patiently.

A’IBOM GOVT CALLS FOR SYNERGY WITH CHINESE GOVERNMENT TO BOOST AGRICULTURE, EDUCATION

Akwa Ibom State Government has called for synergy with the People’s Republic of China to boost education, agriculture, and basic infrastructure which will create job opportunities for people in the state.

Governor Udom Emmanuel, while playing host to the Chinese Ambassador to Nigeria on Friday. Cui Jianchun,at Government House, Uyo, acknowledged the Nigeria-China bilateral relations over the years.

The Governor emphasized the need to collaborate with China in areas peculiar to the needs of the state, noting that the partnership in education and agricultural sector will build concrete foundation for investment in the area of nuclear technology in future.

“We have not reached that level that you want to take us into the nuclear power yet, we are still at the basic level.

“If you want us to draw collaboration first of all let’s feed our people through agriculture which I know you have done a whole lot.

“Let’s start from agriculture, let’s start from the basic social services, let’s first of all build basic infrastructure, education, before we get to an advancement where our people will have a clearer understanding of the ingredients and what could be the challenges, the benefits and probably the environmental impact of what nuclear technology will do”, the governor noted.

Identifying population as a major factor to boost domestic economy, the governor commended the Chinese Ambassador for collaboration with Akwa Ibom State Government, pointing out that the synergy with the state will open a new vista of growing the State’s economy, in terms of technology transfer, human resources, and skills development.

“Those magical touch you have introduced into your economy specifically your domestic economy, we also have the population, because what created the advantage initially for China is the population because with the population, you created a major domestic economy where consumption was matched with needs.

“It will be in history that during your time as the 14th Ambassador that you created that synergetic cooperation between what we have in Akwa Ibom State and what you can also offer in terms of technology transfer”.

Earlier, the Chinese Ambassador to Nigeria, Cui Jianchun, who is the 14th Chinese Ambassador to Nigeria assured Akwa Ibom State Government of a cordial bilateral relations, noting that he seeks to improve on his predecessor’s efforts in fostering trade-relations with the state.

The Chinese envoy, accompanied by the Managing Director of China National Nuclear Corporation (CNNC) and Deputy Managing Director of CCECC Nig Ltd, declared that the Nigeria-China GDP strategy will be based on 5 ‘GIST’ and will address some socio-economic challenges in the state, saying, “My predecessor has done a lot for the two nations, for me I want to plan new trade for both countries so we need new strategies and this strategy is called 5 ‘GIST’ Nigeria-China Strategy".

Mr. Jianchun, who commended Governor Udom Emmanuel for his developmental strides in the state, called on the state government to leverage on the availability of oil, gas and power plant, to build a nuclear power plant in the state, saying, “this state Akwa Ibom you have the capability to build a nuclear power plant, in the whole country only Akwa Ibom and Kogi to build a nuclear power plant, so I think you can leverage on this advantage for the future”, he noted.

Making contradictory statements and desperate media stunts in a bid to run down the soaring profile of the PDP Governorship candidate, Pastor Umo Eno, has clearly shown Mr Akan Okon as undeserving of a public office.

A senior citizen in the state, Elder Emmanuel Udosen in a reaction statement, described the forgery case instituted by former Commissioner, and defeated Governorship aspirant, Mr Okon

He said Mr. Okon’s petition against the PDP Governorship candidate, Pastor Eno is lacking in substance and coherence, hence ought to be discountenance by sane minds.

Elder Udosen’s statement titled; "ITU/IBIONO IBOM POLITICAL QUEST AND THE QUAGMIRE IN AKWA IBOM POLITICS", expressed worry that a man who should know better is rather making mockery of himself by his recent actions.

Udosen who leads a group, Friends of Umo Eno League (FUEL) having x-rayed Akan Okon's reply to the statement of defense in the case he instituted against Pastor Umo Eno, found it difficult to understand how an aspirant would forge two certificates with pass grades in only 4 subjects respectively.

Udosen who has served in the Justice sub-sector of Nigeria explained that he has seen and touched forged certificates, and drew the conclusion that about 99% of those who forge their certificates allot very high grades to themselves and clear all subjects at a sitting and not the reverse.

Elder Udosen pointed out that the same Akan Okon who is alleging certificate forgery against Umo Eno in one hand has turned around to admit that the certificates are actually genuine but that they belong to different people and not Pastor Umo Eno.

Akan Okon's argument is that the certificate and the verification report from WAEC are different because the serial numbers has a slash sign(/) in one but not in the other.

According to Udosen; "Assuming, but not conceding, that there is serialization error by the issuing body, how does that support forgery by Umo Bassey Eno?

He also laughed off a verification report of one faceless NGO called "Association for Advancement of Democracy in Nigeria (AADN)" where a branch office of WAEC in Ogba Estate, Lagos State denied having the PDP candidate's details in their database.

“Invariably, Akan Okon is saying there was no exams at all which gave birth to the certificates presented by the PDP candidate at the screening. In law, you don't approbate and reprobate at the same time"

Reacting to the barrage of criticism that has trailed the release of Umo Eno's certificate, Elder Udosen in his article challenged those still in doubt about the authenticity of the two certificates released to buy WAEC scratch card, type the PIN and get information about the result, rather than engaging in hearsay.”

"Now that the two certificates are already in the public domain, verification and authentication of same is not rocket science.

“All that one needs to do is to buy WAEC scratch card and type the PIN to get information about the result. I have done so in respect of the 1983 result and will advise the curious public to follow suit. So far, only the 1981 certificate will not pop up because, according to WAEC source, same is yet to be uploaded. But even at that, I believe the database of Victory High School where the master sheet of results are kept can clear every iota of doubt and same is also accessible to the public on demand.

“One will stand to wonder how the same WAEC can turn around and write to a faceless NGO denying having such particulars in their database".

He further dismissed those still finding fault in Umo Eno's certificate even while the matter is being determined in court, describing their argument as lacking in substance and coherence.

Attempts by Senator Godswill Akpabio's faction of the APC to robe in other political parties in their purported protest against the Akwa Ibom State Resident Electoral Commissioner, Barr. Mike Igini has been resisted by the Inter-Party Advisory Council, IPAC.

Recall that on Wednesday, some protesters believed to be hired by a faction of the APC loyal to Senator Akpabio, had gathered at Udo Udoma Avenue calling for the removal of Igini for not dancing to their tune.

The APC faction had claimed that aside its party, other political parties were part of the protest, a claim that has been refuted by IPAC.

Distancing itself from the statement credited to APC, IPAC called on the opposition party, APC to immediately retract the statement and issue an apology to it.

IPAC disclosed that there was never a time the APC in the state approached the Council with any complain against the INEC REC, Mr. Mike Igini, let alone discussing or agreeing on any protest of any sort against the Resident Electoral Commissioner.

The Council has therefore urged the opposition party to channel it's grievance to appropriate quarters rather than dragging it into their internal crisis.

The statement reads; "The attention of the Inter-Party Advisory Council of Nigeria IPAC, Akwa Ibom State, has been drawn to the speculation making the round that the purported protests carried out by members of the All Progressives Congress (APC) in the State seeking the removal of the Resident Electoral Commissioner, Mr. Mike Igini, was the position of all the seventeen (17) political parties in the State except the ruling Peoples Democratic Party (PDP).
We wish to state categorically that:"

"Inter-Party Advisory Council of Nigeria in Akwa Ibom State is the umbrella body of all registered political parties in the State saddled with the responsibility of playing dialogue and advisory roles on Inter-Party related matters, as well settling internal rancour between political parties"

"There was never a time the All Progressives Congress (APC), in the State approached the council with any complain against Akwa Ibom State Resident Electoral Commissioner , talkless of discussing or agreeing on protest of any sort against the Resident Electoral Commissioner, Mr. Mike Igini".

"It is however misleading, untrue and unfounded for APC youths in the State to purport that the protest was a combination of all the political parties in the State. It is for the above reason that IPAC calls for immediate and unconditional retraction of the offending statement and apologies from APC in the State, for dragging the council into their internal party affairs with Mr. Mike Igini".

"We want to place on record thet over the years IPAC has enjoyed a healthy working relationship with Independent National Electoral Commission in the State. We advise the All Progressives Congress in the State to look for ways to resolve their internal conflicts as other political parties in the state are doing without involving innocent third parties like INEC".

"APC should channel their complaints and grievances to appropriate quarters rather than dragging Inter-Party Advisory Council of Nigeria in Akwa Ibom State into their crisis".

"IPAC will continue to interface with the Independent National Electoral Commission Akwa Ibom State and other stakeholders and other law abiding political parties in the State for the growth and betterment of Akwa Ibom State and Nigeria at large"

"IPAC however calls on all political parties in Akwa Ibom State to remain calm and play by the rules governing the 2023 general elections given by INEC in strict adherence with the electoral laws. We also call on Akwa Ibom youths, women and elders to get their Permanent Voter's Card and vote for the party of their choice for a more secured future".

In another development, another group of protesters, Friday stormed the streets of Uyo, the Akwa Ibom State capital in a counter protest against the Godswill Akpabio faction of the APC with packards, drumming support for Mike Igini.

CLO SCORES GOV EMMANUEL HIGH ON PROJECTS IMPLEMENTATION

Governor Udom Emmanuel's sustained efforts on facilitation and actualisation of projects across the state has been applauded by the Civil Liberties Organization.

At a commemorative lecture Tuesday, tagged "The Role of Civil Society Organisations in Deepening Democracy in Akwa Ibom State" the group expressed satisfaction with the projects executed by Governor Emmanuel, stating that more than 50 major road projects were inspected and found to be either completed or at various stages of completion.

Presenting their report during the lecture which was also to mark the 2022 Democracy Day, held at Nigeria Union of Journalists , Press Centre, the CLO noted that the organisation had embarked on a three-month tracking of projects executed and/or facilitated by the administration of Governor Udom Emmanuel.

He explained that the CLO team visited and inspected projects cutting across Works, Health, Aviation, Environment, Education, Agriculture and Industry for first-hand information on the projects.

The resolution which was endorsed by the Chairman Franklyn Isong and read by the Secretary Barr. Christopher Ekpo, indicated that the CLO team visited the Jubilee Syringe Manufacturing Company, Kings Flour Mill, Metering Solutions Company, St. Gabriel Coconut Refinery, Lion Plywood Company, Rice Mill in Ini, the Plastic Making Factory, Tissue Making Factory, the Automobile Manufacturing Plant and 21-Storey Dakkada Towers.

"On Aviation, we visited the New International Terminal Building and the Maintain, Repair and Overhaul (MRO) Facility at the Victor Attah International Airport and Ibom Air.


"On Health Sector, the CLO visited the rehabilitated general hospitals in Etinan, Iquita-Oron, Ikot Okoro, ONNA, Eket, Ikot Ekpene, Ituk Mbang and Ikot Abasi.


"On Works, the CLO team visited the following road projects:Dualisation of 20km Uyo – Etinan Road in Uyo/Etinan LGAs;Ikot Oku Ikono Flyover in Uyo LGA;Etinan Roundabout in Etinan LGA;Dualisation of 9.5km Ring Road III Cutting across Aka Road– Oron Road – Nwaniba Road with 3 Nos Roundabouts in Uyo/Ibesikpo LGAs;Dualisation of 29km Etinan – Ndon Eyo Road with 2 Nos. Bridges and spur from Mbioto Ekpene - Ituen – Ikot Akpan Ishiet Junction in Etinan/ONNA LGA,1Km Odoro Ikpe – Ikpe Ikot Nton – Obotme – Arochukwu with 110m span Bridge through APFA in Ini among others."



The Governor, represented by the Commissioner for Works and Fire Service, Professor Eno Ibanga un his remarks applauded the CLO for her commitment to the advancement of democracy in Nigeria, adding that there is need for credible institutions like CLO to advance their roles as watchdogs to both the society and Government.

"My presence in this event underscores the value and commitment of Akwa Ibom State Government to democracy, and institutions whose work deepen the practice of democracy in our society.

"I have been following the activities of the Civil Liberty Organization and I must say that we deeply appreciate your roles in ensuring that both the Government and people of not just Akwa Ibom State but Nigeria, uphold human rights and Democratic tenets.

" We appreciate the regular participation of CLO in public hearings, contribution to bills that are deliberated by the legislature, and tracking of Government Projects. Those are very noble activities of CLO and we commend you".he added.

The keynote speaker, a Professor of Broadcasting, Political and Development Communication and the Head, Department of Film and Multimedia Studies, University of Uyo. Prof. Charles Obot, during his lecture said that the role of the CLO is to expose corrupt conduct of public officials and lobby for good governance.

He further said the should involve in political training and discipleship, teach tolerance and also protection of life's of citizens.

The paramount ruler of Udung Uko, Edidem Bassey Etim Edet, who represented the father of the day, The President-General, Akwa Ibom State Traditional Rulers Council & Oku Ibom Ibibio, His Eminence, Ntenyin (Dr.) Solomon D. Etuk, thanked CLO for their efforts to deepen democracy and promoting development in Akwa Ibom State.

He thanked them for complimenting Government efforts noting that no responsive Government can ignore the advice of CLO especially as election period draws near and urged them to work with the government to achieve greater heights.

Earlier, in his welcome address, the Chairman of Civil Liberty Organization in Akwa Ibom State, Otuekong Franklyn Isong said that there's need for civil society groups in the State to shift from the known paradigm towards an active role in ensuring good governance.

He further said that having fought for the enthronement of democracy, civil society groups must now work on the government and the people to harness participatory democracy insisting that government must be held accountable in the aspect of giving to the people the dividends of democracy.

The Akwa Ibom State Chief Judge, Justice Ekaette Obot today berated Barr. Inibehe Effiong with a threat to sue him for contempt of Court.


This followed Effiong's unruly behavior during the Court proceeding in the case between Mr. Udom Emmanuel (claimant) and Leo Ekpenyong (defendant) of charge number HU/279/2019 Inibehe Effiong who challenged the Judge's ruling, rudely told the Judge that he suspects bias in her ruling whereas, the case had long been established and cleared by the Court and was about being closed.

Inibehe who had filed a motion against the existing ruling of the Court was told plainly that one cannot raise a motion and expect it to be addressed the same day. This made Inibehe yell in Court like one who's birthright was being snatched from him.

The Judge faulted his childish behavior and at intervals, threatened to send him to jail. Irked by his action, the Justice Obot further chided the young practitioner for always being pensive, impatient and legally unstable in court, an attitude she noted was unbecoming of a legal professional. He further scolded Effiong for not being in tune with legal proceedings and advised him to do so precariously.

Despite the experienced gamut of professional advice, Inibehe Effiong was still interjecting and interrupting the Judge with objections and counter-motions without a care. Obviously worried by the nonchalance of the adamant Effiong, the Judge kept praying: "God please help me so I don't send this man to jail".

People who observed the proceedings also attested that the attitude of the young Lawyer was alien to the judicial system, describing it as a show of disregard to the Judge as well as the Court.

The case which was meant to have been closed today was further adjourned to 29th of July, 2022, for closure by the claimant.

If the recent absence of Prof Uduk in court is anything to come buy, indications are that the defence lawyer, Abasidiong Ekpeyong is planning to prevent the prevalence of justice by frustrating the conclusion of the trial, having exhausted and exploited all available legal tactics at his disposal.

All clues point to the assumption that he connived with his client not to appeal in court at the next adjourned date of 18th Wednesday where he will be expected to open his defence in the trial that has been delayed by the defence team unwilling to open his defence for a period of five months.

It will be recalled that INEC's prosecution counsel had closed its case since on the 27th of January after calling five witnesses some of whom the defence lawyer could not cross examined and had tendered several documentary evidences to prove the criminal attempt to up-turn the North West senatorial election in the 2019 election.

The no case submission filed, had been Dismissed at the on the 23rd of April sitting by the erudite Justice Bassey Nkanang for lacking merit.

At the last court sitting, the defence lawyer tested the waters when he deliberately failed to come to court with the defendant, Professor lgnatius Uduk who ought to be in court at every court sitting, given that the case is a criminal trial.

That the defendant will always be in court was one of the conditions for the bail granted him that he will make himself available throughout the duration of the trial. But at the last court sitting, the accused initially was not in court when the case was called and the matter had to be stood down for professor Uduk to be brought to the court.

It would be recalled that the professor was compelled to appear in court only after a bench warrant was issued by the court for his arrest after evading Court summons and was hiding in Abuja.

The reluctant defence lawyer pleaded to be given more time and asked for any date in the month of June but the court order for both counsel to choose a date within the next ten days.

Even though the defence counsel's dairy was free within the period, yet he refused and when both counsel could not agree on a day, the court fixed on the 18th of May for the defence to open his case and matter adjourned.

The defence lawyer and the accused may not appear in court on Wednesday as being contemplated and this may lead to the revocation of the bail earlier granted professor Uduk by the court or in the alternative, he will appear but his lawyer will not come to court to avoid opening his defence and thus compel the court to adjourn the matter again to frustrate the case.

The people of Akwa lbom state and Nigerians are waiting the outcome of this case whether the justice Bassey Nkanang will courageously do justice and it will be served timely and irrespective of position in status of the parties before the court.

Akwa Ibom State Chairman of the PDP, Rt Hon (Elder) Aniekan Akpan , who re-echoed the Party's assurances on Friday March 25, during the consultative visit of a governorship aspirant, Mr James Iniama, said the entrenched fundamental policies of internal democracy which the PDP in Akwa Ibom State has been noted and celebrated for, will be fully upheld to give credibility and fairness to all aspirants in the race.

"We will not change from our democratic ideals and we have said that the entire process will be very transparent and credible. It is not the first time we are doing this and we will not change in that direction", the chairman said.

Akpan who welcomed the Itu born estate manager and business man, James Iniama, specially lauded his campaign delegation for adhering to the party's directive on decorum as well as other aspirants for the orderly pre-primary engagement.

On his part, the guber hopeful, Iniama, while soliciting support from stakeholders of the party in his governorship bid, said he is ready to serve and make the party proud as governor if given the opportunity.

"I find great joy and fulfilment when I am given opportunity to serve. I find politics very sacrificial."

"I carry the Akwa Ibom dream, the dream that will offer equal opportunity to everyone.

Akwa Ibom State Governor, Mr. Udom Emmanuel, stated these when he swore in six new Commissioners into the State Executive Council to replace those who have left in pursuit of sundry political interests.

Governor Emmanuel, at the Banquet Hall, Government House, Uyo, said with barely a year left for his tenure to elapse, the appointees were required to bring their ingenuity to their new assignments as the administration aimed to land successfully.

The Governor used the occasion to also cautioned everyone to be wary of politicians who exhibit anti-state tendencies, political violence and inactions that tend to breach the peace in the state, but rather to make peace the centre of their conduct in the general interest of the state.

He said any politician who uses fear, threats and intimidation to seek political power in Akwa Ibom State, shall be rejected by the people and by God.

The project seeks to actualize rural and riverine area development drive of Governor Udom Emmanuel as captured in his Completion Agenda to meet the anticipated goal of tackling unemployment and expanding the economic growth of the State.

"I have assessed the level of work done. Most times when we make statements, because people are so used to political statements, they probably think that we are just talking politics. I believe that today Eastern Obolo has seen tremendous progress”, Governor Emmanuel said of the project.

Seven oil fields is at advance stage of completion, with floatation station, storage station and other facilities built in the space of seven months.

Hence, it was a common prayer by citizens of the state for God to give us leaders who are financially prudent. That prayer was answered on May 29, 2015, when Gov. Udom Emmanuel was sworn in as governor of Akwa Ibom State.

With his financial sagacity consecrated on him as a banker cum business strategist, Gov. Emmanuel has so far managed the lean resources of Akwa Ibom circumspectly.

He came to power at a time when the world was again badly hit by recession. And it can only take a man like Udom to save Akwa Ibom from the impending financial doom that was staring us in the face at that time after a near decade of monetary recklessness.

The Akwa Ibom State Caucus in the National Assembly, has shunned three if their members to adopt Mr Umo Eno as their sole candidate for the May 21, 2023 PDP governorship primaries and the 2023 Governorship election.
Akwa Ibom has 13 members in the national assembly made up of three senators and 10 house of Representatives members.
Out of the the 13, three members; Senator Bassey Albert Akpan ,Mr Onofiok Luke and Mr Mike Enyong both of the House of the House of Representatives have openly indicated their aspiration for the governorship in the coming general election.

But in a surprise move, the state caucus in the national assembly, reportedly, adopted Mr Umo Eno, as the sole candidate for the election.

A press release signed by Me Anietie Usen, what is the head of national media of Umo Eno campaign organization, the motion to adopt Umo Eno was moved by a member representing Itu/Ibiono federal constituency, Dr Henry Archibong and seconded by the member representing Ikot Ekpene Federal Constituency, Mr Nsikak Ekong.

According to the release, “the lawmakers said their decision to support Umo Eno is premised on his integrity, entrepreneurial accomplishments and strong believe in inter-governmental collaboration and partnership to complete ongoing projects of Governor Udom Emmanuel and sustain the much need peace and serenity in Akwa Ibom State.”

“The parley which took place at the Abuja residence of Senator Akon Eyakenyi saw 10 out of the 13 members of the caucus in attendance and witnessed by frontline politicians and former lawmakers of AkwaIbom origin, including Senator Effiong Bob, Senator Ibok Essien and Senator Aloysius Etok, among others. Senator Chris Ekpenyong, a serving senator, who was indisposed sent his goodwill and solidarity message through Senator Eyakenyi.”

Umo reportedly thanked the lawmakers for their support and solidarity, stating that his emergence as the preferred successor is nothing but a product of God’s grace and not his political strength and know-how.

“I am humbled by the calibre of people here. I thanked God who found me through His Excellency, Governor Udom Emmanuel. The job ahead of us going into the next phase is very crucial. We must be able to convert our State assets into job creation to stem the tide of unemployment. The general national unemployment figures are not looking good. In Akwa Ibom State, agriculture will serve as the low hanging fruits that will create quick impact which must be explored”.

1. We lament the terrible pain and hardship facing Nigerians in virtually all aspects of life. The meeting noted that life was much better in 2015 under the PDP than today under the APC as exemplified in the following Comparative Indicators obtained mainly from the National Bureau of Statistics:

A. Diesel which is critical for running of SMEs was N131.47 in 2015, it now costs above N700

B. Fuel: Official and Black-Market was N87/155 in 2015, it now costs N167/350.

C. Aviation Fuel/Air Ticket Rate on Domestic Flights was N110 per Litre/N18,000 in 2015, it now hovers around N700 per Litre/N70,000, where available. Indeed, the scarcity of fuel which has resulted in loss of several man hours is a disgrace to Nigeria.

D. The collapse of the National Grid (126 times in 7 years – (June 2015 to March 2022) and its consequences for non-availability of power is most unfortunate.

E. Kerosene (NHK) used by the ordinary Nigerian for cooking and power was N180 in 2015, it now sells at ₦450.

F. Liquefied Petroleum Gas (LPG) - 12.5kg Cylinder sold for N2,400 in 2015, is now sold at between N8,750 and N10, 000.

G. Prices of basic food stuffs are now three times higher than what they used to be in 2015. Staple foods such as rice, beans, cassava flakes are now slipping out of the hands of average Nigerians. Indeed, a Bag of Rice sold for N8500 in 2015 is now N39,000.

H. Electricity was N14.23 per kilowatt in 2015, it is now N38.530, and not even available.

I. Unemployment rate was 11.4% in 2015, it is now over 33%, one the highest in the world.

J. The poverty rate in 2015 was 11.3% but now about 42.8%.

K. Accumulated Inflation in 2015 was about 4%, it is now 15.50%; Inflation Rate was 9.01% in 2015 and now 15.7%

L. Perhaps the Exchange Rate has been one of the most disastrous. N150 to a dollar was the parallel market (patronised by most businessmen and Nigerians) rate in 2015, it is now about N580 to $1 in the parrel market and still rising.

M. Debt and Debt Servicing:
Domestic Debt of N8.4T and External Debt of USD 7.3b was incurred between 1999-2015.
While Domestic Debt of N7.63T (June 2015-Dec 2020) and USD28.57b as at Dec 2020 was incurred. External debt of USD21.27b was incurred between June 2015 and 2021.

N. National Debt to GDP Ratio was 23.41% (2016) it is now 36.88% (2022).

O. The Corruption Index has risen from 136 in 2015 to 150 now.

P. Nigeria's Misery Index, an indicator used in determining how economically well off the citizens of a country are, is usually calculated by adding the seasonally adjusted unemployment rate to the annual inflation rate, has moved from 14.75 percent in 2015 to 50.48 (2021).

Q. The major threat to the agricultural sector and food security in Nigeria is insecurity. In the northeast of Nigeria, it is estimated that no fewer than 70,000 hectares of arable farmland have been abandoned in the affected States and Local Government areas. The trend is the same all over the country. This further contributes to food inflation. The APC led Federal Government must take steps to cooperate with States to bring security down to the grassroots.

2. The Forum is surprised that in the face of these statistics of complete failure in all ramifications and areas, the APC still wants to be on the ballot in 2023.

This shows how uncaring and insensitive the APC is. IT HAS BECOME A MENACE TO NIGERIA.

3. The Forum urges Nigerians to reject the APC, a party run undemocratically by a Committee contrary to the Constitution (S.228) with Mr. President regularly issuing instructions and dictates. It is impossible for a party so disorganized to offer good governance to the people of Nigeria.

4. The meeting expressed concern and alarm over various reports and claims of incidents of stealing of crude oil ranging from 80% to 95% of production made by industry practitioners and called on the Federal Government to set up an appropriate mechanism to reverse this trend and bring perpetrators to account.

5. The PDP Governors once again decried the inability of the NNPC to make its statutory contributions to the Federation Account, inspite of Oil selling at above $110. It is patently unconstitutional for NNPC to determine at its whim and discretion when and what to pay to the Federation Account, as it is a mere trustee of the funds for the three tiers of Government: Federal, States and Local Governments. We once again, call for investigations and audit of the quantity of consumption of fuel ascribed to Nigerians and for deployment of technology at the filling stations to determine in a transparent manner the volume of consumption.

The Governors would resist any further attempt by NNPC to ascribe unsubstantiated subsidy claims to other tiers of government.

6. Furthermore, S.162 (1) of the 1999 Constitution of the Federal Republic of Nigeria as amended stipulates that “The Federation shall maintain a special account to be called “the Federation Account” into which shall be
paid all revenues collected by the Government of the Federation…”
and S.162 (10) states that “For the purpose of subsection (1) of this section, “revenue” means any income or return accruing to or derived by the Government of the Federation from any source and includes –
(a) any receipt, however described, arising from the operation of any law;
(b) any return, however described, arising from or in respect of any property held by the Government of the Federation;
(c) any return by way of interest on loans and dividends in respect of shares or interest held by the Government of the Federation in any company or statutory body”

a. As of today, 18 (Eighteen) Federation Revenue Agencies are not paying/remitting any revenue to the FAAC Account. These include (i) Central Bank of Nigeria (ii) Nigeria Maritime Administration and Safety Agency (NIMASA) (iii) Nigeria Liquefied National Gas (NLNG) (iv) Nigeria Communication Commission (NCC) (v) Economic and Financial Crimes Commission (EFCC) (vi) NPA (vii) Security and Exchange Commission etc

(b) FIRS and DPR takes cost of collection of 4% (Four percent) of Revenue collected while Customs collects 7%. In March 2022 for instance, FIRS took N15.4Billion as cost of collection and Customs took N8.4b. If these are annualised, FIRS and Customs collects about N1.84Billion and Customs N100B per annum. Obviously, some states of the Federation’s capital budget does not come close to these.

(c) Nigeria Federation has 49% shareholding in NLNG. According to the Minister of Finance during the 2020 budget performance brief at the National Assembly stated that the federation received dividend of N144billion (One Hundred and Forty Four Billion) from NLNG. These figure to the best of our knowledge was never paid into the Federation Account.

(d)) NNPC deducts N8.33Billion monthly for the rehabilitation of the Refineries in Nigeria. Till date no refinery is working.

(e) On priority projects of the Nation’s oil industry, NNPC deducted N788.78Billion for various investments between 2018-2021 without recourse to FAAC.

(f) NNPC in 2021 alone claimed to have paid over One Trillion Naira as petroleum subsidy. Indeed, the month of March 2022, N220Billion was deducted as oil subsidy with a promise that N328Billion will be deducted in April 2022. This is unacceptable.

(g) NNPC and FIRS as well as other remitting Agencies continue to apply an exchange rate of N389/$1 as against the Import and Export window of N416/$1. The extent of this leakage can be better felt, if this rate is compared to the current N570/$1.

(h) From available records about N7.6T is withheld between 2012 and 2021, by NNPC from the Federation Account. All these are said to be payments for oil subsidy.

(i) Conclusively, we believe that all these leakages in NNPC have been made possible because the President is also the Minister of Petroleum. The urgent separation of these two portfolios have become necessary

7. The Forum noted the approval by the PDP NEC of the Time Table and Timelines for Congresses and Convention of the Party and urged all party members and party leadership to remain focused and united to win power in 2023, to tackle the myriads of problems facing the country.

8. The PDP Governors congratulated the host, His Excellency, Governor Okezie Ikpeazu, the PDP Governors’ Forum Vice Chairman, for his generosity and hospitality in the hosting of the meeting.

A well-oiled campaign of calumny against the Governor of Akwa Ibom State, Udom Emmanuel, has been activated, with millions of naira already released.

A source in Uyo, the Akwa Ibom State capital, who is privy to the plot disclosed to WazobiaReporters today, that the a top journalist of Akwa Ibom extraction, who is based in Lagos, has been engaged to execute the task.

The source said; “Three weeks ago, we alerted the people of Akwa Ibom State and Nigerians to a well-oiled and financed campaign of blackmail and vile propaganda aimed at demonizing and tarnishing the image of Governor Udom Emmanuel and his administration.

“We had also revealed that the campaign was being financed by a governorship aspirant, who is still reeling with anger over his rejection as the preferred candidate by Governor Udom Emmanuel.

“We had told the world then, that he had employed the services of a top journalist of Akwa Ibom extraction, who is based in Lagos, to execute this evil and vile task.
The top journalist has commenced the assignment he was hired to do, and has on his own, recruited another popular journalist from Akwa Ibom State, who is also based in Lagos, to be the coordinating agent or the arrowhead of the evil campaign.

“The journalist has commenced his evil task, and working with other disgruntled elements, has started trolling and combing for any document they can use in their campaign of calumny and blackmail. It does not matter to them if such a document they claim to show lack of transparency, lacks such scrutiny, their charge appears to be to look for anything, just anything with a smell or scintilla of incongruity, and then run wild with their smear campaign around such a document.”

According to another source, who is close to the sponsors of the smear campaign, the aggrieved gubernatorial aspirant is “so bitter and entitled that he has refused to be guided by reason and rationality. He is determined to manufacture lies against the governor. We have told him in one of our strategy sessions that the course of action he is embarking upon would be counter-productive, because Governor Emmanuel is a nationally respected for his integrity and transparency in governance. He seems totally occupied by anger and hatred.

"We have warned him that this campaign of lies and blackmail against the governor will backfire. In the next few days, there will be a deluge or rash of negative articles sponsored by the candidate. It is sad to say the least, but we are handicapped, because we have been paid to do this."

Under the new schedule, the Sensitization tour for Uyo and Etinan Federal Constituencies will hold on the same date - Thursday March 31, 2022.

On the said date, the train of tour will first arrive Uyo Federal Constituency by 9am and thereafter move to Etinan Federal Constituency by Noon.

COMMUNIQUE OF THE SOUTH SOUTH STAKEHOLDERS MEETING OF THE PEOPLES DEMOCRATIC PARTY, HELD IN UYO, AKWA IBOM STATE ON MONDAY, 21ST MARCH 2022

On this 21st day of March 2022, Stakeholders of the South South zone of the Peoples Democratic Party, PDP, met in Uyo Akwa Ibom State and resolved as follows:

1. That the zone is committed to the enthronement of true federalism in all ramifications, both in principle and practice.

2. That the zone is worried over the prevailing state of insecurity across the country and calls for more concerted effort to enhance the operational efficiency of the security architecture. It therefore resolved that the zone reiterates it's demand for creation of state police.

3. The zone frowns at the continuous and unlawful violation of the Niger Delta Development Commission Act by the use of Sole Administrator in the management and running of the agency and calls on federal government asa matter of urgency to immediately constitute a Governing Board.

4. The zone also demands that the forensic audit of the NDDC be made public and implemented without further delay.

5. The zone is also fully in support of the provision of the Southern Governors Forum that the next President of Nigeria comes from the Southern part of Nigeria.

6. That the zone commends the PDP governors of the South South for putting the region on the world map through the development projects being initiated and commissioned regularly.

7. The zone also resolved that NNPC should recognize the region in siting infrastructural projects as being implemented in other regions.

8. The zone also frowned that despite the contributions of the zone to the economy of the nation, stakeholders are worried and frowns at the fact that there is no existent of federal presence by way of projects in the region, including the non completion of the East-West road.

9. The zone commends the government of Akwa Ibom State under the leadership of Governor Udom Emmanuel for making the hosting of the summit a memorable one .

... SORDID DETAILS OF EX WORKS COMMISSIONER'S 10% CONTRACTS SCAMS

The Uyo office of the Independent Corrupt Practices and Other Related Offences Commission, ICPC has invited the deputy chairman of the Senator Bassey Albert's Campaign Council, Mr. Ephraim Inyang to appear before it in two weeks, to answer questions bothering on professional fees of Estate Surveyors and Valuers in Akwa Ibom State deducted at source during his tenure as Commissioner for Works between 2015 to 2020.

The amount which is said to be in the region of N1.1Billion was deducted at source during his tenure, but the said amount has not reflected in the compensation/indemnity certificate issued by ArkWay Projects Ltd, the payment consultant hired by Mr Ephraim Inyang for the Works Ministry, during his tenure.

The invitation by the ICPC, comes on the heels of a petition by some estate valuers, notably Mr Godwin Timothy, an Estate surveyor and Valuer, whose firm, Godwin Timothy & Co, represented property owners affected by the Uyo-Etinan road dualisation road project, Ikot-Oku Ikono flyover, Eket remodelling Project and Mkpok-Okat-road construction project.

In the petition of which a copy was obtained by this newspaper, the Estate Surveyor and Valuer had accused the former Commissioner for Works, Ephraim Inyang and one Ubong Williams of Arkway Project Ltd in respect of Attorney fees due to consultants estate surveyors and valuers in Akwa Ibom State.

The former Commissioner for Works, had following an earlier petition to EFCC in February 2019, allegedly paid the estate valuers the sum of N100m, from the initial N1.2bn claims the had presented. The payment was said to have come after Ubong William his financial consultant had been allegedly arrested and detained by the anti-graft agency.

The petition reads in parts; "We are a firm of Estate Surveyors and Valuers with the name (Godwin Timothy and Co) retained by numerous property owners to represent them through power of Attorney at 10%(Ten percent) Professional fee on various road construction projects undertaken by the Akwa Ibom State government namely;Eket Urban Remodelling Project, Uyo-Etinan road dualisation Project, Mkpok-Okat-road construction, Ekom Iman flyover project."


Based on the above listed projects, we submitted our duly registered power of Attorney to ArkWay Projects Limited" who is the Government Appointed Payment Consultant under the State Ministry of Works that is manned by (Mr. Ubong Williams), the Managing Director/Chief Executive Officer. However, Mr. Ubong Williams resorted to paying our client (property owners) directly after deducting 10% Professional fees due to our client, same has not been reflected on the Indemnity Forms our Clients were made to sign before they were paid their compensation sum,,

It is our humble submission that the final value of valuation report submitted by the Government Valuer to ArkWay Projects Limited does not reflect the same value that is paid to our clients.

Therefore we plead that you launch discrete investigation into the activities of Arkway Project Limited and that of Hon. Commissioner for Works to unravel the fraud perpetuated in the course of payment of compensation sum.


Fraudulent actions against the former Works Commissioner, include the alleged deduction of ten percent of total released funds for properties, payments for ghost houses, payment for properties that were not affected by the construction and were never demolished, among others.

For example, it was revealed that money approved and claimed to be released to a property owner whose property was on Awa Iman road Project, was N2,525,523. But the property owner, Otobong Udo Ntuen with property code number BNP/DUA/AI/R/01A, fr available documents received only N2,272,971(Two million, two hundred and seventy two thousand, nine hundred and seventy one naira, with ten percent of the money unaccounted for.

The anti-graft agency is said to have written to Ephraim Inyangeyen demanding for the release of valuation report especially on Etinan-Ndon Eyo road Project, payment schedule on the same road project and indemnity certificate.

It is not clear why Ephraim Inyangeyen has refused to cooperate with the agency in unraveling the mystery behind the disappearance of the said 10percent of compensation funds.

Speaking with this newspaper, the CEO of Godwin Timothy & Co, Surveyor Godwin Timothy, armed with documents to back his claim, said he was miffed at the magnitude of underhand dealings allegedly pepetrated under Ephraim's watch.

He showed documents showing how compensation for fictitious properties in three villages along Etinan-Ndon Eyo road dualisation Project were paid while Mr Inyangeyen strolled as seer in the Ministry of Works.

Speaking with this newspaper on the frustrations he has encountered in his attempt to get the money for property owners who contracted him to represent them, Godwin said "the 10 percent Money belongs to owners of property affected by Uyo-Etinan, Eket remodelling and Mkpok-Okat-Onna road".

"As at 22nd february, 2016, the Nigerian Institution of Estate Surveyors and Valuers wrote demanding for the release of their money he didn't respond. Up till today the money has not been paid".

A reference to an interview in a video during his time as Commissioner was referred to this reporter, where Mr Inyangeyen was seen explaining that he was reluctant to release the 10percent to the estate valuers until he finishes paying property owners, and would do so at a later date.

When reached on phone at press time, Commissioner in the Agency for Akwa Ibom, Sola Shodipo rather invited this reporter to meet him in his office and promised to give insights on the issue.
