ECOTERRORS:Can't you see the angle the OP is taking? it is so simple nah, the refinery required to TAM at least by the end of last year. It seems no contract was awarded and no payment was made since the last announcement by NNPC in February 2015, yet the refineries, all 4 are st to work by July. From other reports it seems the refinery were simply denied crude oil thus the units are mothballed. I suspect they had no plans to meet even the 2016 date, as they will come with another story if Jonathan was still in power |
bushdoc9919:At 450,000 bopd,of the four refineries, they have the capacity to deliver 32 million litres per of petrol considering 45% conversion rate, with further cracking you can get more. That is if the 4 plants work at 100% capacity and you should also expect 12 - 16 million litres of diesel daily amongst other fuels. 19 million litres of petrol you quoted is barely 60% capacity utilisation. If our daily consumption is officially 40 million, we don't need to import more than 8 million litres to meet the shortfall while another refinery is under construction. Dangote's refinery can be given crude to refine for NNPC, and be paid his normal margin. |

IsraeliAIRFORCE:They planned to force subsidy removal whether we like it or not afterall if Jonathan won the last election he won't seek another term. One thing people should note is fuel prices is lower in the US compared to most European countries because oil is abundant in the USA. I don't understand why we should necessarily pay world prices with abundant oil reserves. It's even a sick idea to be importing majority of our fuel consumption. |

Flets:I already told you are lost case, half education is more dangerous than stark illiteracy. In your urge to defend the people scamming you you forget that TAM refers to maintenance and you don't wait for your plant to breakdown before start the planning. In fact the planning start immediately one TAM is finished. TAM is not what you do every year, maybe once in 4 - 5 years, can you tell us how many time TAM has been done on the refineries in the last 6 years? Engineering and contracting time is not a major timeline for a plant you don't intend to upgrade, expand or debottleneck. With a good SPIR in place you simply check your spares level in store and order enough to restock to normal level. Most plants i know usually have enough spares in store to carry out a successful TAM without any extensive wait for spares. You can even use the Capital spars for TAM while replacement parts are yet to arrive. NNPC never mentioned it intends to expand the capacity of the plant so why award them such huge timeline? If there was no fire damage or theft or major damage all necessary spares will be delivered in 6 months and the standard period for TAM remains 20 - 60 days. During the last subsidy debate in 2011, the last Minister of petroleum mentioned that the plant is operating at 30% capacity and work is on-going to increase utilization. Yet in 2015 you come here to justify a never ending TAM, i still maintain you should be in comedy. |

Flets:You are lost case, so only Nigerian refineries were designed with the oldest process technology in the world meanwhile a 1963 refinery in Italy is one of the most efficient in Europe today. I say you are really a comedian, so after all the information you claim to have, you can still compare a car with yearly model change to refinery equipment that basically remains the same for decades with possible material update in spare parts during TAM. I am currently working on TAM project for a petrochemical plant built in 1980 and the OEMs have their molds in possession of successor companies. All replacement spares we need can be delivered in 6 months and shutdown is planned for 70 - 90 days. New equipment to be replaced will be delivered in 9 - 12 months. Silly, stronger message is sent by refusing to collect it or return it back to NASS account and then argue on the floor. Once it is collected and in his possession the wardrobe allowance becomes his own and can spend it as he deem fit. Donating it to charity does not change the fact that he was paid huge allowances as a senator, negating his initial outburst on twitter. The news is if he starts donating his basic salary to widows and needy. |

I would suggest the 5K be tied getting a job that will pay minimum of another 5K per month, then it becomes a subsidy for businesses that want to expand. That is like subsidizing production of goods and services instead of consumption. Alternatively, it should be tied as a stipend for cleaning public places, tending parks or attending training in vocational skills centers and for a few months after while searching for a job or setting up a business, such as welding, machining, agricultural practices etc. Only people who are seriously physically challenged should get the stipend without any conditions |
