Who said they encircled Kiev? They are advancing from Belarus which is close to Kiev. The first set of military deployment to Kiev were destroyed they had to retreat. Russia also does not control Ukrainian air space. Many of their aircraft was downed that's why they only carry out air strike at night

The point is everyone including Putin expected a quick victory over Ukraine but that is not happening. Facts on the ground indicated Russia have not be able to capture a major city instead their tanks, fighter jets and armoured vehicles all destroyed in Ukraine. They are sending reinforcement
