Nigeria winger, Victor Moses, is expected to rejoin English Premier League side, Chelsea at the club’s Cobham training ground.
Moses’ international teammate, Kenneth Omeruo will also join him at Cobham as both players train for the first time under new manager, Maurizio Sarri.
The duo were granted extended break by the club after featuring for Nigeria at the 2018 FIFA World Cup in Russia. Moses played in all Super Eagles three games in Russia, while Omeruo featured in two games.
Omeruo, 24, is yet to feature in an official game for Chelsea since linking up with the Blues from Belgian club.

The Presidency has released details of the Buhari administration’s response to insecurity across the country.

President Muhammad Buhari has been widely criticised for his seeming poor handling of incessant killings in many states.

Hundreds have been killed mostly in northern states so far in 2018 in attacks blamed on herdsmen, bandits and local militias, Critics say the government’s responses have been mostly belated and largely ineffectual.

In February, a presidential directive for the police inspector general, Ibrahim Idris, to move to Benue state to check attacks, was ignored with no known consequence. In a statement Monday, the Presidency said it had decided to list steps taken by the administration so that widespread allegation of inaction against the president would not begin to “wear a garb of reality”.

COMBATING INSECURITY IN THE COUNTRY: LEST WE FORGET – PRESIDENCY

A popular refrain from some quarters is that the President is not doing enough to combat the insecurity that has beleaguered the country in recent times. Lest that untruth begins to wear a garb of reality, let us consider some initiatives taken under the leadership of President Muhammadu Buhari to rein in the security situation, particularly since January, 2018.

JANUARY 2018

Leadership of the police deployed to Benue State, after mass killings reportedly committed by herdsmen. This was followed by a fact-finding team led by the Minister of Interior, and deployment of Special Forces of the military, to restore law and order.
Ø National Economic Council sets up 10-man committee on farmers/herdsmen clashes, headed by the Vice President.

Ø The 1 Division of the Nigerian Army, Kaduna, launched a special operation, Karamin Goro (Small Kolanut), in collaboration with the Air Force, Police, Department of State Services, and Nigerian Security and Civil Defence Corps, NSCDC; to tackle kidnapping, robbery and cattle rustling in parts of Kaduna and Niger States (Minna-Birnin Gwari-Pandogari and Minna-Sarkin Pawa general areas)

FEBRUARY 2018

Ø The Nigerian Army commenced Exercise Ayem Akpatuma covering Benue, Taraba, Kogi, Nasarawa, Kaduna and Niger States, in order to tackle the cases of kidnappings, herdsmen/farmers’ clashes, among others.

Ø The Nigerian Air Force (NAF) inducted its first indigenous operational Unmanned Aerial Vehicle (UAV), Tsaigumi. The newly-inducted UAV has day and night capability, an operational endurance in excess of 10 hours, a service ceiling of 15,000 feet and a mission radius of 100km, and is capable of being used for policing operations, disaster management, convoy protection, maritime patrol, pipeline, power line monitoring as well as mapping and border patrol duties.

Ø The Nigerian Air Force (NAF) established a total of 10 new Units as NAF had concluded plans to set up Quick Response Wings (QRWs) across Nasarawa State, in a bid to tackle the herders/farmers clashes plaguing some states within the axis.

MARCH 2018

Ø President Buhari began sympathy visits to states that had experienced wanton killings in the country.

Ø The Nigerian Army extended Exercise Ayem Akpatuma in Taraba State by two months.

Ø The committee set up by the National Economic Council on farmers/herdsmen clashes submits report, making far reaching recommendations for peace, including ranching in five states.

APRIL 2018

Ø The Nigerian Air Force took delivery of a second batch of 2 brand new Mi-35N helicopter gunships to boost internal security.

Ø Deployed Special Force to Zamfara State to combat criminality

MAY 2018

Ø The Nigerian Police Force inaugurated a Mobile Squadron in Takum, Taraba State.

Ø The Nigerian Air Force established 3 new Quick Response Wings (QRW) in Taraba, Nasarawa and Benue States respectively, and deployed Special Forces personnel to these new bases. (Taraba State QRW is located in Nguroje; Nasarawa State QRW in Doma; and Benue State QRW in Agatu).

Ø Inspector-General of Police Ibrahim Idris ordered the deployment of 200 policemen, and 10 patrol vehicles to Birnin Gwari (Kaduna-Zamfara axis) to tackle armed banditry in the area.

Ø President Buhari approved the establishment of a new Battalion of the Nigerian Army, as well as a new Police Area Command, in Birnin Gwari LGA of Kaduna State, as part of measures to scale up the security response to the banditry affecting the area. Chief of Army Staff, Lt Gen. Tukur Buratai, has since flagged off the new Battalion (2 Battalion Forward Operating Base, FOB) in Kanfanin Doka Village, Birnin-Gwari, Kaduna State.

Ø The Defence Headquarters assembled a Special Military Intervention Force comprising more than 1,000 personnel, drawn from the Army, Air Force, Navy, Police, DSS and NSCDC, to respond to the security challenges in the North Central and North West. On May 8, 2018, the Force launched Operation WHIRL STROKE, as a full-scale military operation to completely restore law, order and stability in the affected communities. The Whirl Stroke Operational Force Commander is Major General Adeyemi Yekini.

Ø Chief of Army Staff inducted a mix of 49 Toyota Land Cruisers and Innoson gun trucks, at the HQ of the 133 Special Forces Battalion of the Nigerian Army at Azare, to support the ongoing OPERATION LAST HOLD in Northern Borno.

Ø NAF launched newly-constructed accommodation for the 205 Combat Search and Rescue Group (CSARG) — established in 2017 to provide aid and operational assistance to wounded and distressed troops serving in combat units — in Kerang, Plateau State.

Ø The Air Task Force of NAF commenced Operation THUNDER STRIKE to attack selected locations of Boko Haram Terrorists in the North-East.

Ø The Nigerian Army commissioned its new Forward Operating Base in Epe, Lagos State

JUNE 2018

Ø NAF deployed combat helicopter to its 207 Quick Response Group (QRG) in Gusau, Zamfara State to support the fight against armed banditry in the town and its environs.

JULY 2018

Ø President Buhari approved the establishment of Operation WHIRL STROKE II, for deployment in Zamfara and Kaduna States.

Securing the length and breadth of the country is a continuing commitment. It is one of the key pledges of the Buhari administration, which it is carrying out night and day.

In May 2015, when the administration emerged, the security situation was in tatters. It pulled up its bootstraps, rolled up its sleeves, set to work, and the Boko Haram insurgency was beaten back. It was eventually degraded.

Other security challenges are being tackled and will subsequently become history. Not doing enough, as some critics claim, is not part of the deal, nor is it reality, no, not by any stretch of the imagination. A lot is being done, and success is guaranteed.

Fayose’s spokesperson, Lere Olayinka, was quoted as saying that the governor is not afraid and would not abscond from the country.

The EFCC had tweeted on Sunday that it would get at Fayose when he hands over power in October to answer questions on the $1.3 billion fraud allegations.

Fayose, of the Peoples Democratic Party (PDP), is slated to hand over power to Kayode Fayemi, who won Saturday’s governorship poll in Ekiti after he defeated Prof. Kolapo Olusola-Eleka of the PDP.

The state was APC until 2014 when Fayemi, then governor from 2010-2014, lost his first re-election bid to Fayose.

Mr Fayose won the June 2014 election in a landslide, defeating Mr Fayemi in all the 16 local government areas of the state.

The Flying Eagles are now a relieved team after they headed out to Mauritania this morning for a final U20 AFCON playoff after fears over a possible FIFA ban had initially held them back.

The county’s U20s were to have left for Mauritania on Tuesday but the trip was put on hold over fears that Nigeria would be banned from international competitions over a lingering leadership crisis at the NFF.

The team will fly out on board Air Cote d’Ivoire from Abuja.

Coach Paul Aigbogun said before departure they are confident of a result in Mauritania, who have so far eliminated Morocco and Guinea in the 2019 U20 AFCON qualifiers.

“We can’t be over confident but we know what we have to do,” he said.

“The most important thing is that we are leaving for the game after some uncertainties.

“The team are focused on the game and do what we need to do.”

The team are expected to arrive in Mauritania Friday with the qualifier the following day.

…Alleges thugs would be given cover by security to disrupt polling units and collation centres


Ekiti State governor, Ayo Fayose on Monday evening alleged that the All Progressive (APC) has brought hundreds of thugs to saturate all hotels in Ekiti with an alleged plan to cause problems at both the polling units and collation centres during the July 14 poll.

Fayose alleged further that the thugs were allegedly hired by APC governors from neighbouring states and they would be given cover to cause problems during the July 14 poll in polling units and collation centres with a view to give APC room to manipulate the poll.

Governor Fayose also alleged that the APC in cohorts with Independent National Electoral Commission (INEC), have written results for the July 14 poll, particularly in Ado Ekiti, the state capital with highest votes, Ikere, second largest city with votes and some rural areas.

He quoted the figures allegedly written by APC and INEC, saying : APC and INEC have already apportioned figures as predetermined results they would declare after the poll. In Ado Ekiti for example, the apportioned 237,27 for APC, and 14,853 for PDP, and did the same for Ikere and many other local government areas, ” he said. Alleging further, governor Fayose said: “It is with great concern that I want to update the nation and international community that Ekiti is already saturated by thugs of APC which we believe the security agents would provide cover for during polls.

” Our hotels in Ekiti are jam packed with various thugs who are coming to cause problems at the polling and collation centres. They are going to get police cover and will cause mayhem during polls. Because APC had already written results in nine local government areas of Ekiti State.

” We urge the security agents to do everything it can to ensure peaceful election, shooting and intimidating people at collating and voting centres will not augur well with us in this state.

” I want ask and plead with the security agencies to allow Ekiti people to make their choice of next governor in peace. The level of desperation by the APC in Ekiti is second to none. We will not look away and allow our rights to be taken way. I call on Ekiti people to remain resolute and strong, we must follow them bumper to bumper and not allow them to rig the election. The power of the people is greater those of us in power. I call on the Federal Government to disallow any act that can set this state on fire.

The Nigeria Police on Tuesday clashed with members of the Peace Corps during its 20 anniversary in Abuja.

Reports have it that police officers stormed the venue where Peace Corps had organized for its rally and press briefing.
It was gathered that police officers came when Dickson Akoh, the national commandant of the corps was briefing journalists and started shooting guns and tear gas in the air. People scampered for their lives but no casualty was recorded.

Meanwhile the erstwhile senatorial aspirant for Akwa Ibom North East, on the platform of the Peoples Democratic Party (PDP), said it was wrong for Nigerians to place the blame solely on the shoulders of President Muhammadu Buhari without attributing same to the National Assembly.

Etim, who spoke with newsmen, in Abuja, after the Supreme Court terminated his senatorial ambition, said the Federal lawmakers had not done anything to arrest the security situations in the country beyond summoning the Inspector General of Police, Ibrahim Idris.
Said he, “Looking around the country today, we have security challenges but it is wrong to blame it on President Buhari alone. The legislators are equally not doing what they need to do to change the situation.

“Legislators have their own share of the blame. It is not enough to summon the Inspector General of Police but there should be a strong oversight on the activities of security agencies, to enable them know where the problem is coming from.
“The National Assembly should undertake and oversight function to find out the problem and come up with possible solutions.” Etim suggested.

Meanwhile, the former lawmaker has also called on his supporters to put behind them the judgment of the Supreme Court which favoured his political opponent, Bassey Akpan, and worked with him towards 2019 general elections.

As the federal government prepares to commence the implementation of its 2018 budget, Moody's Investors Services Limited, one of the leading global rating agencies, has stated that the capital expenditure portion of the fiscal plan is unrealisable.

Moody's Senior Analytical Advisor for Africa and the institution's leading analyst for the region, Aurélien Mali, said this in a chat with THISDAY and pointed out that at most, only about 50 per cent of the capital expenditure could be implemented.
Nigeria's 2018 Appropriation Act of N9.12 trillion was signed into law about three weeks ago. It provides N2.01 trillion for debt service, N3.51 trillion for recurrent expenditure and N2.87 trillion for capital expenditure, up from N2.36 trillion in 2017.

The capital spending accounted for 31.5 per cent of total federal government expenditure in 2018. According to Mali, the perennial delays in passing the country's budget for three years in a row was a demonstration of the institutional weakness in the country.

He said, "Budget is very important for allocation of resources and infrastructure development in the economy. So, delays to such an extent, three years in a row, is very unfortunate.

"To be perfectly clear, it was a large budget, but everybody knows that even though in nominal terms the capital expenditure increased, it is going to be under-realised and around 50 per cent mostly.
