A Federal High Court sitting Lagos has struck out the Freedom of Information suit filed by the incorporated trustees of the Media Right Agenda (MRA), demanding information about the controversial armoured BMW cars purchased for former minister, Stella Oduah, when she was in office.

MRA had filed the action seeking to compel the Nigerian Civil Aviation Authority (NCAA) and the Attorney-General of the Federation to disclose information on the procurement of the controversial BMW cars bought for former Aviation Minister, Princess Stella Oduah.

MRA had sought a relief to the effect that the failure and or refusal of NCAA to disclose or make available to the applicants the information requested in their letter dated October 21, 2013 amounts to violation of applicants’ right to access to information established and guaranteed by section 1(1) and section 4(a) of the Freedom of Information Act 2011.

The letter had requested for NCAA’s annual budget, the public procurement plans, procurement record for the purchase of two BMW 760 LI vehicles, evidence of advertisements to that effect, a list of bids tendered, copies of bid evaluation meetings, pro forma invoice of those documents as well as documents showing delivery of procured vehicles among other things.

They insisted that the information requested for, apart from not being exempted from disclosure under the FOI Act, bothers on an issue of national interest, public concern, social justice, good governance, transparency and accountability.

The NCAA, in its objections, said that the applicants did not meet up with certain condition precedent before instituting an action against the respondents. He also argued that the FOI applications failed to issue the 30 days notice required by section 24(2) of the Civil Aviation Act 2006 among other objections. He then urged the court to strike out the suit for lack of jurisdiction.

Justice Ibrahim Buba, in his decision, ruled that the information requested went outside the contemplation of the Freedom of Information Act.

He also held that the requested information is a published material that falls under the exception stated in section 26(a) of the Freedom of Information Act and that the budgetary allocation for the referred procurement process was contained in the 2013 budget of the Federal Government of Nigeria.

I don't care what excuse the SA government is using as a bases to embarrass Nigeria. We are gonna get every single of our kobo back. And I suggest we start with MTN. MTN has more subscribers in Nigeria than the entire population of SA put together. The make more money in their Nigerian operation almost doubling that of their operations else where but the provide one of the poorest network services and not having the single courtesy of listing on Nigerian stock exchange. Simple suggestion, NCC should fine MTN approximate of 10 to 15 million dollars for poor services to their consumers and the amount shld be paid to the federation account simple. We get our money back through mtn and SA keep the one the have with them and everyone is happy.

(CNN) -- Ebola is no laughing matter, especially not at airports or on planes, where screenings have gotten tighter.

So, when a man on a flight on Wednesday may have joked that he had been to Africa and had the deadly disease, he received a special escort off the plane.

Four officials in blue plastic hazmat suits boarded U.S. Airways Flight 845 to retrieve him after it landed in Punta Cana in the Dominican Republic.

"I was just kidding," he could be heard saying in a video posted to social media. "I ain't from Africa!" he continued, as he walked with the officials down the aisle of the plane.

The Dominican officials had met the plane coming from Philadelphia on the tarmac "due to a possible health issue on board," U.S. Airways said in statement.

"We are following the direction of, and strictly adhering to, all Centers for Disease Control and Prevention (CDC) guidelines in place for airlines in response to the Ebola virus," the airline said.

Before the men came aboard in their bubble-like suits, a flight attendant prepared passengers for what they were about to see. Sit down and listen, she told them.

"It's going to look worse than it is," she said over the PA system. The glow of cell phone cameras filled the cabin and videos of what happened later hit social media.

The attendant spared the passenger who made the comment no indignity. She had seen nothing like this in 36 years of flying, she said.

"I think the man that has said this is an idiot, and I'll say that straight out, and if you hear me that's fine," she announced. Then she introduced the men wearing hazmat suits over bulky breathing apparatuses.

Passengers reacted with astonishment, anger and fear.

"You can't make this stuff up," a passenger can be heard saying in the online video.

Others covered their faces and scooted away in their seats."Don't touch this guy," someone could be heard saying.

A boo or two went through the cabin as the man walked by. Once he was off, the officials checked the plane then gave it clearance.

CNN has not been able to confirm the comment the man allegedly made, but according to local media reports in the Dominican Republic citing the airport's director of operations, it was:

"I have Ebola. You're all screwed."

MONROVIA, Liberia (AP) — The Liberian man infected with Ebola who brought the disease to the United States will be prosecuted when he returns home for lying on his airport screening questionnaire, Liberian authorities said Thursday.

With an Ebola epidemic raging in West Africa, passengers leaving Liberia are being screened for fever and are asked if they have had contact with anyone infected.

On the form obtained by The Associated Press and confirmed by a government official, Thomas Eric Duncan answered "no" to questions about whether he had cared for an Ebola patient or touched the body of someone who had died in an area affected by Ebola.

Duncan left for the U.S. on Sept. 19 to visit family and became sick a few days after he arrived.

He is currently in isolation at a hospital in Dallas, Texas, and is listed as being in serious but stable condition.

Days before he left Liberia, Duncan had helped carry to a taxi a pregnant woman who later died of Ebola, according to neighbors. Her illness at the time was believed to be pregnancy-related.

At the time Duncan left for the U.S., it's not clear if he knew of the woman's diagnosis.

Officials have said Duncan was showing no symptoms when he boarded the plane and he was therefore not contagious.

Ebola can only be spread through the bodily fluids of people showing signs of the disease.

"He will be prosecuted" when he returns to Liberia, Binyah Kesselly, chairman of the board of directors of the Liberia Airport Authority, told reporters.

He said that people like Duncan and Patrick Sawyer, a Liberian-American with Ebola who traveled to Nigeria and infected people there, have brought a "stigma" upon Liberians living abroad.

Nigeria’s Minister of Health, Onyebuchi Chukwu, on Wednesday accused the foreign media of exaggerating cases of Ebola outbreak in Nigeria while leaving Spain and America out of a list of Ebola-hit countries.

Speaking after the Federal Executive Council, FEC meeting, Mr. Chukwu said it is wrong for the foreign media to lump Nigeria with the three other countries –Guniea, Sierra-Leone and Liberia — worst hit by the
Ebola disease.

Mr. Chukwu said foreign media houses are playing games with their reports on the Ebola Virus in Nigeria.

“The foreign media are playing games with the world with the reportage of the Ebola virus. Out of the over 1,000 cases that died only five is in Nigeria, but they lump us together with Guinea, Sierra Leone, Liberia with higher cases because we are all in West Africa,” Mr. Chukwu lamented.

As at August 22, the World Health Organization reported that the four West African countries including Nigeria recorded 1, 528 cases of Ebola and 844 fatalities.

Of the over 1, 000 confirmed Ebola cases in West African region, Nigeria recorded 13 confirmed cases, out of which five people died, seven were discharged and one is still receiving treatment at the Ebola
Emergency Treatment Centre in Lagos.

In Sierra Leone, there have 804 confirmed cases and 353 deaths; Guinea has, 443 confirmed cases and 264 deaths; Liberia has had 269 confirmed cases and 222 deaths.

The minister also said the foreign media based their reportage of the outbreak of the disease in West Africa on Nigeria’s minute cases.

American based news outfit, CNN, had on its August 15 Ebola reportage, itemised Nigeria first on the list of countries with Ebola.

“Ebola has infected at least 2,127 people in Nigeria, Guinea, Liberia and Sierra Leone since the outbreak began this year,” CNN reported.

Mr. Chukwu, feeling dispirited about the mode of reportage considering the lower number odf cases recorded in Nigeria, said countries like the United States of America and Spain who have citizens infected with the virus, needed to be put on the list of Ebola –hit countries.

“When they want to report on the Ebola virus they start with Nigeria first. Why are they not including Spain and the United States that has two cases too?.” Mr. Chukwu said.

Nigeria was Ebola free until the Liberian-America, Patrick Sawyer, brought it into the country.

jam04: I am currently putting up some write-ups regarding the wrong info i have read regarding cat fish breeding in Nigeria and i can boldly say 95% of the info shared are false and misleading. but not to derail your thread i will answer your question as truthfully:

1 Cost of pond depends on area, land and type of pond you intend to have. By type of pond, i mean earthen, concrete or tarpaulin ponds

2 Cat fish have sizes: we have fingerlings, juveniles and post juveniles. I always advise potential farmers to go for juveniles since most of them don’t have facilities to handle fingerlings. Healthy juveniles cost between 25-30 naira

3 This is where gullible investors fall prey. Before you go into cat fish farming, make sure you know your market or better still make sure you know your buyers and what type of size they buy. For instance it will be difficult for you to get a buyer for a 500g fish if your market environments demands for a 1kg fish and vice versa. however, on average, you should be able to get a size above 1kg within 5 months PROVIDED you fed them well and they are raised with the best and healthy practices

4 I could see you really know what you want and this your question will make those that deceive others shiver in here..lol. i have heard where they will tell you, 'each fish will consume 200naira worth of feed for 6 months and you will attain above 1kg'. Oh my God!!! How is this feasible? Definitely it is not and yes i said it is NOT feasible because different factors and condition determine the response of fish to feed at any particular time. Factors like water quality (turbidity,ph,temperature..e.t.c), stress and health. What i generally advise is to set aside considerable amount for feed. for 1000 pcs of fishes and your target is 1kg and above fed for 6 months, i will advice you keep 250,000 for feeding.

5 This is another good question. Cat fish price varies from place to place, in some places 1kg sized fish goes between 500-520 while in some places we have 460-480. but also have this in mind that not all the 1000 pcs will survive and also not all with attain 1kg averagely. However, if they are well fed and raised under the appropriate conditions, you should have above 850kg at the end of the day. So if you do your maths with the price range i give above, you will still make profit. Profit margin however depends on the pond type you choose. Concrete and tarpaulin ponds consume more money than earthen ponds because of the need to change water.

I have always advised potential investors to seek for a one-on-one training with professionals before they venture into raising cat fish. Do not rely on what people say that you only need to read their manual and you are all set to go, it is disastrous as it is a cheap and easy ploy to deceive you into buying their training manual. I am not dis-crediting their manual but what i go against is the assumption that the manual is the only thing you need to read before you start your own farm. Also, make sure you have an onsite assessment of a fish farm by yourself and don’t assume things in your head.

As you can see form the attached pic,these fishes are 5months and 2 weeks old and their average weight is 1.3kg-1.6kg

A female Nigerian doctor has died at the Ebola Emergency Treatment Centre in Lagos.

A statement by Dan Nwomeh, the spokesperson for the Minister of Health, Onyebuchi Chukwu, said the doctor was one of the primary contacts of Nigeria’s index Ebola case.

Mr. Nwomeh said the doctor, a consultant, was also the most senior doctor who participated in the management of the Liberian American, Patrick Sawyer.

The death of the senior consultant brings the number of Ebola casualty in Nigeria to five with the index case inclusive.

Mr. Nwomeh said two other patients currently receiving treatment at the isolation wards are stable and well catered for.

The US government has commended the Nigerian government and its health authorities for their handling of the Ebola virus since it broke in Lagos last month.

The US’ commendation came on the back of more good news yesterday that four more patients who had contracted the disease had been discharged and declared free of the infectious disease.

With their discharge, this brings the total number of people who have been given the all clear to five.
A total of 12 people were struck with the virus in Nigeria, including the index case Patrick Sawyer, of which four have died, five have been discharged while three remain in the isolation ward at the Infectious Disease Hospital, Yaba, Lagos.

However, all hopes that the US would send the ZMapp experimental drug to Nigeria were dimmed yesterday when the US government ruled out the possibility, saying there were insufficient quantities of the drug available.
Making this known when he visited the Minister of Health, Prof. Onyebuchi Chukwu, in Abuja, the US Ambassador to Nigeria, James Entwistle, informed reporters that what was needed was to focus primarily on isolation and the screening of patients or those suspected to have contracted the virus.

According to Entwistle: “We’ll see down the road what is possible. But there are no huge quantities now. And we think the focus now needs to be on exactly what you are doing: the isolation wards, screening, and especially important that now your government is doing a very good job on this, that is contact tracing.”
The envoy said he just came back from the US late last week, adding, “I was in Washington, of course, for the US-African Leaders Summit and I came over to see the minister right away as soon as I got back into town to discuss our anti-Ebola cooperation.

“I was in the room in Washington when Vice President (Joe) Biden and President (Goodluck) Jonathan talked about the Ebola crisis, talked about our partnership, and pledged the total cooperation between your government and my government on this issue.

“So I just came over to see the minister this morning to talk to him about that and you’ve all seen the headlines over the weekend. This is an issue where we have to keep working hard. It may last for a while but there are some encouraging signs.

“The Emergency Operation Centre (EOC), I understand, is working well. The isolation ward, I understand, is working well. So this is an example we have, as part of the broad partnership between our two countries, just keep collaborating and cooperating and keep working hard.”

While commending Nigeria for effectively curtailing the spread of the Ebola virus, Entwistle stated: “I noticed that when I flew back on Thursday night into this country, before I left the plane, I filled out a questionnaire.
“I was very impressed because I even had to put my seat number which is a very good idea. So if you ever have to trace the guy sitting next to me you know where I am. So I have been impressed by these things and I encourage the government of Nigeria to keep at it as I know they will.

“I always say we have a broad partnership between our two countries which means we do things together as equals to make the world a better place. I can’t think of a more important example today than our Ebola cooperation.”

Chukwu, on his part, said the visit came at the right time considering the need for collaboration between the two countries, specifically on the Ebola virus.
Chukwu said as the representative of the US government, the envoy will assist in various ways in the prevention of the virus from spreading further.

The minister referred to the US ambassador as the spokesperson for the US government in Nigeria, adding, “So he came to me as the chief public health officer of the country, because that is what the Minister of Health is, to exchange views with me on the collaboration with America.

Four Patients Discharged

The minister also disclosed that four additional patients were yesterday discharged and declared free of the infectious disease.
In a statement in Abuja, Chukwu said the development was a good omen for Nigeria, taking into cognisance the devastation the virus had caused in Guinea, Sierra Leone and Liberia.

There are conflicting reports over the fate of 17 Ebola patients who vanished after a quarantine centre in the Liberian capital Monrovia was looted.

An angry mob attacked the centre in the city's densely populated West Point township on Saturday evening.

A senior health official said all of the patients were being moved to another medical facility.

But a reporter told the BBC that 17 had escaped while 10 others were taken away by their families.

More than 400 people are known to have died from the virus in Liberia, out of a total of 1,145 deaths recorded by the World Health Organization.

Assistant Health Minister Tolbert Nyenswah said protesters had been unhappy that patients were being brought in from other parts of the capital.

Other reports suggested the protesters had believed Ebola was a hoax and wanted to force the quarantine centre to close.

The attack at the Monrovia centre is seen as a major setback in the struggle to halt the outbreak, says the BBC's Will Ross, reporting from Lagos.

Health experts say that the key to ending the Ebola outbreak is to stop it spreading in Liberia, where ignorance about the virus is high and many people are reluctant to cooperate with medical staff.
'All gone'

Mr Nyenswah said after the attack that 29 patients at the centre were being relocated and readmitted to an Ebola treatment centre located in the facility of the country's John F Kennedy Memorial Medical Center.

However, Jina Moore, a journalist for Buzzfeed who is in Monrovia, told the BBC that 10 people had been freed by their relatives on Friday night and 17 had escaped during the looting the next day.

Rebecca Wesseh, who witnessed the attack, told the AFP news agency: "They broke down the door and looted the place. The patients have all gone."

The Emir of Kano, Muhammadu Sanusi II, has stated that he has no account on facebook, twitter, or any other social media.

Mr. Sanusi’s stance was contained in a statement on Thursday by the Emirate Council.

The statement, signed by the Dan Majen Kano, Munnir Sanusi, urged people to dissociate from posting statements on social media using the emir’s name.

Mr. Sanusi also said that fraudsters open the accounts in other to demean the person of the emir by posting provocative and misleading statements.

“Recently, the people operating the facebook account announced to the public that the emir is issuing free Hajj seats to some four hundred Nigerians which is not coming from neither the emir nor the Kano emirates,” he said.

He also said a twitter handle in the name of the emir was frequently used to publish libellous statements in Mr. Sanusi’s name.

The U.S. Department of State has said that no Ebola-related travel restrictions have been issued by the agency for Nigeria, Guinea and Sierra Leone.

A “factsheet” issued by the state department on its response to Ebola virus, said the agency only issued a travel warning on August 7, 2014 against non-essential travel to Liberia.

“Due to a lack of options for routine health care services, the Department of State ordered the departure of family members residing with embassy staff in Monrovia to begin August 8, 2014.’’

It said U.S. government employees in Liberia would remain on active duty at the embassy and additional staff members are being deployed to assist Liberia in addressing the Ebola outbreak.

The state department, however, said the U.S Centre for Disease Control and Prevention, CDC, issued alerts for the four West African countries affected by Ebola.

The countries, include Liberia, Guinea, Sierra Leone and Nigeria.

On Nigeria, CDC had issued “a level two alert”.

The level 2 alert notifies travelers of the Ebola outbreak in Nigeria and to inform them of measures they can take to minimise risks of contracting the disease.

According to the state department, U.S. embassies in Guinea, Liberia, Nigeria, and Sierra Leone will remain open and will continue business as usual.

“We remain deeply committed to supporting regional and international efforts to deliver health care as well as contain and control the transmission of the Ebola virus,” the U.S. Department of State said.

It added that the U.S. government was monitoring the situation closely and would update its response and travel recommendations as needed.

The State Department said the U.S. is working with the WHO and other international partners to help West African governments respond to and contain the outbreak of the Ebola virus.

According to the World Health Organisation, WHO, the death toll from the outbreak has risen to over 1000, with more than 1,711 cases.

The Deputy Governor of Enugu State, Sunday Onyebuchi, who is facing impeachment for, among others, operating a poultry farm in his official residence, collapsed Wednesday morning while testifying before the seven-member panel investigating the allegation of gross misconduct against him.

The deputy governor collapsed a few minutes to noon and was rushed to an undisclosed hospital by members of his family, including his wife, Nneka.

The incident forced the panel to suspend proceedings till 2 p.m.

The State House of Assembly had on July 24 initiated impeachment proceedings against Mr. Onyebuchi whom it did not only accuse of rearing chicken, but also disobeying the state governor, Sullivan Chime.

Mr. Onyebuchi had arrived the Court premises, accompanied by his counsel and aides while he was invited to give evidence few minutes later.

However, after about three hours, the embattled deputy governor reportedly slumped and his wife and others came to his rescue.

Peter Eze, a member of the legal team defending the deputy governor, said he collapsed about five minutes after the Chief of Staff to the Governor, Ifeoma Nwobodo, and Commissioner for Justice, Anthony Ani, arrived at the court.

He explained that Mr. Onyebuchi was immediately taken out of the hall to a hospital for medical attention.

It could not be ascertained what led to his collapse.

The panel appointed by the State Chief Judge, Innocent Umezulike, had summoned Mrs. Nwobodo and Mr. Ani on Tuesday.

The National Health Research Ethics Committee of Nigeria has approved the use of an experimental Ebola drug, Zmapp, for treatment of patients infected with the virus.

The committee, which comprises research scientists, is a national body under the Federal Ministry of Health.

The endorsement is contained in a statement issued to journalists by Clement Adebamowo, Chairman of the committee on Wednesday in Abuja.

“It is ethical to use these treatments in the current situation without first submitting an application to National, State or
Institutional Health Research Ethics Committee for prior review and approval.

“In addition, the Committee waives the current requirement that international shipment of any biological samples out of Nigeria should be preceded by the establishment of a Materials Transfer Agreement.

“This waiver is to promote rapid international response to this global emergency,” the statement said.

In the statement, the Nigerian National Code for Health Research Ethics emphasised that all innovative and non-validated treatments should be carefully and adequately documented.

According to the statement, the documentation can form the basis for clinical trials of the efficacy and side effects of the treatment according to established scientific principles.

In the statement, the ethics committee enjoined all agencies, development partners and research scientists to follow the guideline for the rapid resolution of the current emergency.

“The guideline will contribute to preparedness in case of future occurrences and contribution to scientific knowledge.

“It must be noted that all Phase O and Phase I Clinical Trials that may subsequently be designed for treatment of this infection can be approved only by the National Health Research Ethics Committee,” it said.

The decision by the committee is coming on the heels of Tuesday’s approval by the World Health Organisation, WHO, on the use of experimental drug, Zmapp, for treatment of Ebola patients.
