It becomes a monopoly if the government extends such support to a particular individual or company and cripples his/its competition internally. USA and other countries are protecting some companies against competition from other countries in Huawei vs Apple, Tiktok vs Facebook.

But then, go read up on Antitrust cases when a company gets too big to kill competitors through monopoly and unwholesome tactics:
