Firm loses fortune in phoney dealOutdoor giant Afromedia is battling to handle its most difficult brief ever — how to retrieve a fortune invested in a phoney deal.
The Economic and Financial Crimes Commission (EFCC) is helping.
The anti-graft agency has arrested a Lagos businessman, Alhaji Mohammed Gobir, for allegedly defrauding the foremost outdoor advertising company of cash estimated to be N1.7 billion in various currencies.
Gobir was picked up at his Ikoyi home and put in detention.
A source in the commission said: “The mega heist allegedly fetched Gobir $3,500,000, N514,457,151.87, $2,102,740, and 51,000 pounds sterling at various times.
“Gobir, a 55–year-old father of two, was picked up by EFCC operatives early Saturday at his Ikoyi residence and is still being interrogated at the Lagos office of the anti-graft agency.
“The suspect allegedly defrauded the advertising company through a phoney investment deal.
“The suspect was allegedly introduced to Afromedia sometime in 2008 by their private placement consultants, Synergy Capital Advisory Limited, as a high networth investor who was willing to inject N1,000,000,000 into the company, through the acquisition of shares.
“Based on his touted pedigree as potential investor, Gobir cozy up to the management and in no time became chairman of the Business Development Committee of the board of directors of the company, a position which he later used to defraud the company.
“Having earned the trust of the company owners, Gobir started demanding large amounts of money, which he termed as business expenses to international consultants, Royal Exchange Burue in the United Kingdom in order to facilitate and secure investments from his bank in the UK, Natwest Bank London.
“The company gave Gobir $1,000,000 in cash and paid for his travel expenses on a first class return ticket to UK where he would meet with the purported investors, which investigation later showed never existed nor were the meetings ever held.”
The commission said the fraud was uncovered when the group managing director of Afromedia followed Gobir to London on a business trip.
The source added: “On one good day after the suspect had collected several amounts of money and made several trips to the UK to meet with the purported investors, the group managing director of Afromedia accompanied him to the UK for another round of meeting ostensibly to close the deal.
“But as soon as they landed in the UK, Gobir made a telephone call in which his travel companion overheard him scream aloud, saying his assets were seized by UK anti-money laundering authorities.
“He even showed the GMD an email sent to him for the alleged seizure.
“The suspect confessed to the MD of Afromedia that his money( $250,000,000) was seized by the British authorities five years earlier for alleged money laundering and that he was currently financially handicapped and he needed a bailout of $3,817,000 to get the European Union Money Laundering Waiver Certificate.
“The suspect later presented a “waiver certificate”, to the company and promised to pay them the monies he had collected.”

The Police have explained why they have not prosecuted those indicted in their report on the investigation into the alleged forgery of the Senate Standing Rule 2015.
They attributed the failure to prosecute the Senate forgery case to a civil suit by a group seeking an injunction to stop the matter in court.
The police stated that the group had approached the court to stop further investigation into the case, thus stalling actions on the report.
The Force Public Relations Officer, Olabisi Kolawole, explained that the police were waiting for the court’s decision on the case.
Kolawole was asked to explain what was delaying the prosecution of the Senate forgery case and its status.
She said, “Police investigations are ongoing on the matter. However, there is a civil case in court by some group to seek an injunction to resist the police on further investigation. Police are waiting for court’s decision on the case.”
Kolawole was apparently referring to a preliminary objection against the police case filed by the Enugu East senator in the National Assembly, Mr. Gilbert Nnaji, asking the Federal High Court in Abuja to restrain the police and the Attorney-General of the Federation from taking further steps on the investigation of alleged forgery in the Senate’s rules.
Nnaji, through his counsel, Mr. P. J. Nwokolo, had urged Justice Gabriel Kolawole to, among others, restrain further investigation of the allegation in a suit, marked FHC/ABJ/CS/646/15, which was filed before the release and sending of the police report to the AGF’s office for further action.
The police investigation had indicated that a forged 2015 edition of the Senate Standing Orders was used for the conduct of the elections of Bukola Saraki and Ike Ekweremadu, as Senate President and Deputy Senate President respectively, shortly after the proclamation of the 8th Senate on June 9, 2015.
The forgery investigation arose from a petition by Senator Sulaiman Hunkuyi of the All Progressives Congress from Kaduna State.
The petitioner had alleged that some parts of the 2015 Senate Orders were different from the one ratified by the 6th Senate in 2010, which was used by the 7th Senate, as Standing Orders 2011.
The police, in the course of their investigation, had on July 6 questioned some members of the 7th and the 8th Senates as well as some management employees of the Senate, including the Clerk of the National Assembly, Alhaji Salisu Maikasuwa.
A study of the controversial 2015 Senate Standing Orders, Rule 3, as contained on page four of the document, which has to do with the election of presiding officers, showed that it was different from the 2011 Senate Standing Orders.
Rules 3(e) (i) and (ii) had been included in the 2015 document to accommodate electronic voting and secret ballot, whereas secret ballot and ballot papers were not specifically mentioned in the 2011 Standing Orders.
The PUNCH had exclusively reported on August 19 that there was a confusion over the final report of the police investigation into the alleged forgery of the Senate Standing Order with conflicting claims by both the police and the justice ministry on the status of the report.
While the police insisted that they had sent the report to the Ministry of Justice for possible prosecution of suspects, the ministry official said the report had not been received.
A source however had confided in The PUNCH that the police had yet to return the report to the ministry.
The police had sent an initial report to the office of the Attorney General of the Federation for proper legal advice but the AGF office had sent the report back to the police, asking them to conduct a better investigation into the allegation.
In the initial report, the police confirmed that “some group of senators” criminally amended the Senate Standing Orders 2011 to produce the 2015 edition.

The suspected fraudster, Samson Irefin was picked up by operatives of the EFCC in the early hours of Friday September 11, 2015 in the premises of a new generation bank in Abuja, as he attempted to collect the sum of N500,000 which he had demanded from his victim to “Kill” the case.
The sting operation was made possible by the courage of the would-be victim who contacted the EFCC after Irefin made his approach, claiming he has influence in the EFCC to get him a soft-landing. But convinced he had done nothing to warrant investigation by the EFCC, or a ransom to be spared the ordeal of investigation, alerted the Commission, where he was advised to play along.
From that moment, Irefin was under close watch, with his every move being monitored by the anti- graft agency, culminating in his arrest this morning.
The suspect will be charged to court after investigation is concluded.
His arrest however brings to the fore the antics of some fraudsters who have been going about, defrauding members of the public by demanding for money to stop the EFCC from investigating petitions supposedly written against them.
The Commission has consistently warned members of the public not to fall prey to these fraudsters as no inducement can stop an investigation by the EFCC. It has also repeatedly called on members of the public to promptly report any solicitation, by either genuine or fake EFCC officials, to the nearest EFCC office or police station.

Incest: Travails of 14-year-old girl raped by dad for three years •Dad said he must take my virginity – Sister, 16At the end of a rugged street in Ikotun area of Lagos, house No 40, a gated storey building stands shoulder to shoulder with other houses, bearing the signs of age and numerous tenants.
But in this building inhabited by an elderly landlord, Mr. Sikiru Okunola along with his elderly wife, Bose, and their tenants, one of the greatest crimes a father can commit against his own child, has happened.
Pa Okunola and his wife, who were both alarmed when they were hinted about an incestuous act of one of their tenants, summoned his children, 14-year-old Bisi and 16-year-old Biola to confirm from them whether it was true that their father had been violating them.
The two girls, who showed signs of advanced puberty, sat down on one of the landlord’s couches. Biola, the fair and the older girl seemed guarded and a little quiet as she sat down in a pair of shorts. Her darker sister, Bisi, on the other hand, sat down with a resolute expression.
As Bisi sat with her palms together, wedged in between her knees, she could have passed for any other innocent adolescent girl. Unfortunately, that innocence has been snatched from her by none other than their bricklayer father, Omoyori Adebayo.
It all began in 2012, when Bisi was in Basic Five. She has just been promoted to Junior Secondary Class 2.
Bisi sighed when she launched into her story, as her demeanour did not betray any particular emotion. This was a story she was dying inside to share.
The first time she told this story to a neighbour she confided in, she was told never to tell anybody again. The second time was just a few days ago before our correspondent’s visit, when the case became a family issue. She and her sister were surrounded by unsympathetic family members, who simply told them to let the matter go and forgive their father.
Bisi said, “One night when I was in Primary Five (Basic Five), I realised I could not breathe in the middle of the night and I woke up, I saw my daddy lying on top of me.
“I first thought it was a dream. But when I realised that I was actually awake, I pushed him away from me. He had removed my pants. I could not say anything. But I could not sleep again. I was so afraid of falling asleep.
“Since that day, I have caught him on top of me many times than I can count. He never says anything. When I wake up, I just push him away and he goes back to sleep. I usually tell him, that Daddy, this is an abomination. But still, he continues doing it.
“Sometimes I only know he had done something to me when I wake up and feel pain in my private part. Other times, I just know when I see sperm coming out of my private part.”
Bisi’s case has become an addition to the rising statistics on child sexual abuses perpetrated by victims’ fathers in Nigeria.
Like an epidemic that continues to defy solutions, cases of fathers sexually abusing their children continue to crop up, staring the country’s laws in the face.
Adebayo, a Kogi-State indigene, lives in a one-room apartment with his three daughters. He leaves some money for their feeding anytime he goes out to do his bricklaying job.
The girls’ mother died a few years ago
The youngest of the girls has been taken in by one of their father’s siblings after the family got wind of what was happening.
But Bisi and Biola insisted their father had not touched their sister before.
Bisi said she and her elder sister could not tell anybody what was going on in their house. But when she could no longer contain the secret, she had to tell a neighbour.
“When I told our neighbour, she said I should not tell anyone about it. So, I could not speak out against my daddy. I feel sad that my father sleeps with me all the time. I don’t understand why one’s father would be doing such a thing,” Bisi said.
But it seems such secrets do not stay hidden for long.
Within the compound, a neighbour, whom the girls befriended was about to send Biola on an errand one afternoon. As she opened the door to their apartment, she noticed the girl hurriedly hid a paper.
It was a diary; a chronicle of her agony.
The curious neighbour took the paper from the girl and read what she wrote in it. The content was simply shocking.
Here is Bisi’s diary note, verbatim:
“D THING WEY DADDY DO ME”
“One day, it was on Sunday nite. Dat was 7 June 2015. He called me and told me dat he like me so much and he told me dat he want us to be dating. I said no dat am not interested and he said dat anything wey I need I should tell him and later he told me dat I should sleep beside him, dat he want to tell me something in the dead of the nite.
“I said no, later he asked dat I am a virgin, I said yes, he now told me dat na dat nite I go disvirgin. I was so scared dat nite. I don’t know what to do. I am very confused and he said dat I should not tell anybody d thing wey he told me. Dat night, he came and sleep beside me and start romancing me. I quickly wake up. I did not sleep go. I just close my eyes but there is one particular person dat know my mind. So, I explain everything to him so he told me dat everything will be okay and he now told me dat I should promise him dat I should not tell anybody so I promise him.”
Biola explained that since the day her father told her he wanted to “disvirgin” her, she had caught him in the night a number of times rubbing her breasts.
“I used to sleep beside him on the bed but I usually noticed that when I woke up in the middle of the night, his arms would be wrapped around me. Since then, I decided to sleep on the floor.
“There were days I would open my eyes and see my daddy rubbing my breasts and every part of my body. The first time it happened, I pushed him away suddenly and I stood up. Then he went back to bed. He did not say anything. But I could not sleep anymore. We usually sleep on the floor while he sleeps on the bed.”
The girls’ stories sounded much like an unbelievable nightmare but they insisted that they were telling the truth.
Their case came up after one of the neighbours, whom the girls had confided in, told their elderly landlady about what the girls had been going through.
Mrs. Okunola later confronted Adebayo, who instantly denied the allegations.
He said his children were only trying to destroy his reputation simply because he called the younger girl a bed-wetter.
Since the visit of this correspondent in company with the Executive Director, Esther Child Rights Foundation, Esther Ogwu, who is handling the case, Adebayo has not returned home.
When our correspondent spoke with him on the phone, he said he was not trying to run away.
“I have only been busy at the site where I work. I am not trying to run away. Since my wife died, I have been struggling so hard to cater for these children. I am really surprised that they would lie against me this way. One of them (Bisi) was bedwetting and I decided to punish her. That is why she and her sister are telling all these lies,” he said.
Despite promises to come back home and appear before authorities, he still has not as of the time of filing this report.
His landlady (Mrs. Okunola) said she and her husband were shocked to hear the girls’ allegations against their father.
“Unfortunately, we cannot send him out because that would also mean sending the girls packing as well,” she said.
Ogwu said at the moment, the concern was about the health of the girls. She said the girls would be taken for tests at the Mirabel Sexual Assault Referral Centre in Ikeja, Lagos to determine the extent of the treatment they would need.
According to her, there are signs of the usual intimidation of the girls by the family. The child rights activist said, “We have got reports that some family members have told the girls to say that everything they told us was a lie.
“We are concerned about the emotional and psychological damage that might have been done to the girls. Their physical health is just a little of the problem.
“In any case, no matter where the father runs to, the law will take its course on the matter.”
The case has been reported at the Office of the Public Defender of the Lagos State Ministry of Justice and at the Ikotun Police Division.
'Epidemic level’ of child sexual abuses by fathers
In recent times, there has been an upsurge in cases of children being sexually abused by their fathers, which experts have likened to an epidemic.
On September 7, 2015, The PUNCH reported how a 41-year-old trader, Emeka Igwe, habitually raped his seven-year-old daughter and gave her N10 as a reward after each encounter.
His actions had so corrupted the girl psychologically that the girl had become addicted to masturbation.
In August 2015, the police in Lagos also arrested a 37-year-old lotto agent, Ajiboye Oluwaseyi, for allegedly raping his two daughters ─ a six-year-old and a four-year-old ─ and his stepdaughter, 15, in Lekki area of the state. Like Bisi, the step-daughter had also been raped many times before she opened up to a neighbour.
Oluwaseyi was arrested on August 19, after his wife from whom he had separated, reported the matter to the police.
In June 2015, a 14-year-old Senior Secondary School year one student of Araromi Isoju Grammar School in Ikorodu, Lagos State nearly committed suicide after her 48-year-old father, Adeboye Waheed, raped her twice, taking her virginity in the process.
The father was arrested by operatives attached to the Zone 2 of the Nigerian Police, Onikan.
In April 2015, a 47-year-old man, Solomon Ojo, was arraigned in an Ota Senior Magistrates’ Court, Ogun State, for allegedly raping his daughter.
Also in February 2015, a 45-year-old man allegedly raped his 11-year-old daughter in Bauchi.
Thirty-six-year-old man, Aminu Ajao, was arraigned before an Ebute Meta Magistrate’s Court, Lagos, for allegedly raping and impregnating his 14-year- daughter in January 2014.
All these cases point to a growing ‘epidemic’ which experts say need to be checked urgently through diligent prosecution.

A middle aged woman, Gloria Sule, has been allegedly duped by a fake spiritualist, Francis Kalu, after she allegedly paid N2.1m to him to prepare charms for her to become famous in the Nigerian movie industry.
The incident, which happened in Lagos State, western Nigeria, has pitched Gloria against Kalu after the charms failed.
Apart from allegedly defrauding her, Kalu invaded her privacy by stripping and bathing her under the false pretence of empowering her spiritually.
Trouble started after Gloria discovered that she had been duped.
When she requested for the refund of her money, Kalu refused and the police had to be contacted to wade into the matter.
According Gloria, she was introduced to Kalu whose shrine is located at Abule Ado area of Lagos.
During the encounter, Kalu asked her to request what she wanted to achieve in life and she told him that she needed spiritual empowerment to become a popular movie star.
Kalu promised to fulfill her dream and told her that she would pay the amount and thereafter she would embark on spiritual exercise to equip her.
He told her the rituals involved him stripping and bathing her with some spiritual materials which she agreed after paying the money.
To convince her, Kalu gave her a time frame when she would accomplish her desire.
Gloria waited in vain as all the promises failed and the police had to be invited to arrest Kalu. After investigation, he was charged to Ejigbo Magistrate’s court.
The police at Area ‘M’ Command, Idimu, that arrested Kalu charged him with breach of contract, invading her privacy, fraud and stealing under the Criminal Code.
When Kalu was arraigned in court, he pleaded not guilty.
The presiding Magistrate, Mrs J.O.E. Adeyemi granted him bail with two sureties in like sum
He was remanded in prison custody at Kirikiri pending when he would fulfill his bail condition.

Cyriacus Izuekwe A self-styled prophet, Muyiwa Adesoye, has been arrested and charged before a Magistrates’ Court sitting in Ejigbo for allegedly deceiving a 17-year-old auxiliary nurse in order to have sex with her in Lagos State, western Nigeria.
Akure, Ondo State-born Adesoye allegedly prophesied to the victim (name withheld) that she had spiritual husband who usually had sex with her in the night which had hindered her progress in her career.
Adesoye, who resides at 35, Adedayo street, Abaranje in Ikotun area, informed her that she needed to be delivered through prayers so that her future will be brighter.
He also informed her that such prayer and deliverance involved him having sex with her in order to anoint her private part.
Adesoye also allegedly told her that she would pay him N25,000 for him to embark on the prayer and warned her to do so to avoid further threat to her future.
The victim accepted and allegedly paid the money and gave him her two phones and a gift.
P.M.NEWS gathered that Muyiwa took the young nurse to a popular hotel located at Abule Odu in Egbeda area and had sex with her several times.
After the sex romp, Adesoye allegedly gave her soap to use to take her bath everyday.
After the victim, who was introduced to Adesoye by her friend realised that she had been conned, she told her parents what happened and the matter was reported to the police at Area ‘M’ Command, Idimu.
Adesoye was arrested and charged to court with obtaining sex, unlawful carnal knowledge under false pretence and stealing under the Criminal Code.
He pleaded not guilty and the presiding Magistrate, Mrs J. O. E. Adeyemi granted him bail in the sum of N100,000 with two sureties in like sum.
The court ordered that one of the sureties must be a land owner and show affidavit of means.
He was remanded in prison custody at Kirikiri pending when he will perfect his bail condition.

ENUGU State Police Command has charged to court Chief Wilfred Ogbodo, 78, for allegedly raping a nine year old daughter of one of his tenants in Enugu.
Ogbodo allegedly committed the act after he invited the girl to his flat where he subdued her before allegedly committing the crime.
Enugu-based sexual assault referral center, Tamar SARC , has vowed to ensure that Ogbodo faces the full wrath of the law.
Narrating her ordeal to the assault referral center managed by Women Aid Collective(WACOL) and funded by Justice for All (J4A), the girl (names withheld) alleged that her landlord used threats and intimidation to subdue her before committing the wicked act.
She narrated how the suspect identified as Ogbodo, invited her to his flat, while he was alone, stripped her naked and raped her.
The girl’s words: “He used his hands first, to rub my vagina and later, his mouth to have MouthAction with me before penetrating inside me. He told me that, though his penis is big, he has to use it on me anyway, and he had sex with me in my vagina and my anus.’’
The girl said she bled profusely and the suspect tried to stop the bleeding by cleaning her vagina with his handkerchief and shirt, before his wife came in unexpectedly.
“While he was cleaning me up, the wife came knocking at the door. The wife’s knock was so loud that he later opened the door and the wife asked me, what the husband did, and I told her’’ the girl stated.
Reacting to the incident, bewildered parents of the girl expressed shock at what happened to their daughter and vowed to seek justice ensured the treatment of their child, to avoid any adverse medical effect on her in future.
They however, thanked TAMAR SARC for the treatment and counseling of their child, which they noted, was prompt.

The National Task Force on Small and Light Ammunition (NATFORCE), Ogun State Command, recently intercepted a truck loaded with expired Maggi seasoning at Ogere, Remo, Ogun State. NATFORCE officials were on a routine check for small and light ammunition when the vehicle, marked Lagos BDG 368 XL, was intercepted. The team was led by the Director of Operations, Michael Chukwuemeka.
Speaking at a press briefing at NATFORCE’s office, at Idiroko, Director of Administration, Mr Oluwatosin Akinola, disclosed that the truck contained 38 cartons of unregistered Akbar Brothers Tea from Colombia, 15 bundles (30 pieces each) of suspected substandard foreign bags, three cartons of phone accessories and two units of 40 inch plasma television. The suspects said they were taking the items to Kano State. “We have many observation points within the state, such as Igboora, Ijebu-Ode and Alamala, which is very close to Army Barracks, Oja-Odan. It is, however, because of lack of logistics and manpower we have been unable to open other observation points at Idiroko and Agbara.
“This particular arrest was made on August 16, 2015. While we were searching for small and light ammunition, which are our primary objective, when we discovered that the suspects were carrying expired Maggi food seasoning, which are not good for human consumption,” Akinola said. Akinola added that the suspects were taken to Iperu Police Station, but NATFORCE was advised to transfer the case to Sagamu Police Area Command.
According to him, the area commander ordered that the case file be transferred to Ogun State Police Headquarters at Eleweran in Abeokuta. He added: “We were also instructed to provide a towing vehicle because the truck has developed a mechanical fault. “We took the vehicle to Eleweran and after a brief meeting with the police; the police concluded that it is the jurisdiction of NAFDAC to further examine the products.” http://newtelegraphonline.com/task-force-intercepts-expired-seasoning/

A popular radio presenter with Faaji FM, a sister company of Africa Independent Television, Mr Soji Omotayo, recently escaped death by a whisker when a jealous husband attacked him with a machete. The man, a car dealer at Sango, Ado-Odo/Ota Local Government Area of Ogun State, accused Omotayo of having an affair with his wife.
The furious husband, Kunle (surname withheld), attacked Omotayo on August 22. Omotayo said that he was surprised by the attack because he and Kunle had been doing business together for years. Kunle was said to have lured the victim to his house at Sango on that fateful day, saying that he had secured a ‘publicity job’ for him. Omotayo and his Personal Assistant got to Kunle’s house around 8am and called him on the phone that they were already at his gate. The presenter left his PA inside his car and went to meet his supposed benefactor. He said: “I was ushered into his living room. When I entered, I met his daughter and wife there.
They greeted me and left the living room. I noticed that he locked the door, but did not remove the key from the keyhole. The man then asked me if my wife was in Nigeria and I said yes. He told me to call her that he just wanted to say hello to her. “What shocked me most was that after he collected the phone from me, he told my wife he purposely invited me to his house just to kill me. He told my wife that I was dating his wife.” Omotayo said that before he knew what was happening, Kunle had pocketed his phone and brought out a sharp machete from his trousers. Kunle allegedly inflicted cuts on Omotayo’s head, arm and stomach. Omotayo said: “I started shouting for help. Before I knew what was happening, another machete landed on my stomach.
I struggled with him to take possession of the machete. I pushed him away before I was able to open the door and locked him inside. Some of the residents gathered at the gate to see what was happening.” The presenter explained that it was his call for help that alerted his PA and residents of the area. He said: “My PA and his wife joined in calling for help. People rushed into the compound. Among the people that rushed to his house was Alhaji Moruf Alagbe, who invited policemen from Onipanu Police Station, near Obasanjo Farms in Ota.
The policemen took me to their station alongside the suspect.” Omotayo said that he was rushed to the hospital by one Inspector Liasu from the police station, where his head was stitched. He added: “Other parts of my body where I sustained injuries were treated. I was then brought back to the station, where some family members of the culprit had gathered. They begged me for settlement, but I told the Divisional Police Officer (DPO) that what I wanted was justice.” According to Omotayo, when he reported to the station the following day, he was shocked to discover that Kunle had been granted bail. The case was later transferred to Zone 2 Police Command, Onikan, Lagos State for further investigations.
At press time, Kunle could not be reached on his mobile phone as it was switched off. When contacted on the phone, the Zone 2 Police Public Relations Officer, Mr Lawal Adebowale, said he was driving. The Independent Corrupt Practices and Other Related Offences Commission (ICPC), has declared a staff of the Federal Ministry of Agriculture and Rural Development, Mr. Joseph Tony Ogah, wanted for defrauding the Federal Government of N36.2 million
Ogah, an indigene of Idah, Kogi State, was part of a crime syndicate that defrauded the Federal Ministry of Environment.
Preliminary findings by ICPC revealed that the syndicate used a company called Soft Alliance Disco, Limited to pay huge salary arrears totaling N36, 194, 636.00 to fictitious staff on the payment platform of the Ministry of Environment.
Ogah, 38 years old, allegedly, in connivance with the others perpetrated and benefited from the fraud as N9.4 million was paid into his account with the United Bank for Africa (UBA). A statement of accounts obtained from UBA revealed that the money was drawn from the Ministry of Environment and paid into the account (1006521816) belonging to Ogah.
The Commission, upon the findings requested Mr. Ogah to appear before it and answer questions regarding the transfer of money from another Ministry into his account, but he failed to do so.
The Permanent Secretary of the Ministry of Agriculture was requested on several occasions through letters to compel him to appear before ICPC but responses to the letters show that Ogah has absconded from his duty post for over three months now.
The Ministry, in response to the allegation and his failure to report to work, has stopped the payment of his salary and other entitlements since July 2015. Ogah is currently at large which has prompted the Commission to declare him wanted for fraud. Dark-complexioned Ogah’s last known address was Road 121, House 24, Gwarinpa Housing Estate, Abuja.

A 43-year-old man, Lawal Hakeem, said he impersonated a policeman to get money to fight excruciating hunger. Hakeem was arrested along with Abiodun Ibrahim, 32, at Mile 2 area of the Lagos metropolis by operatives of the Rapid Response Squad (RRS).
The suspect, who was found with a fake police identity card, said he used to be a policeman, but was dismissed for deserting. Hakeem, who resides at 16, Shittu Ajiron, Ajangbadi in Ojo Local Government Area, said: “I got enlisted into the police on April 4, 1989 with force number; 180939 before I was dismissed last year due to absenteeism from work after the death of my wife. Since that time, things have not been easy for me.
I was only parading myself as a policeman only to find means of livelihood.” The RRS Commander, Assistant Commissioner of Police, ACP Olatunji Disu, said his men, while on patrol duty, sighted the suspects who were in mufti and became suspicious of their furtive movements.
According to him the RRS men approached the suspects to find out their business in the area. The duo, believing that esprit de corps would get the policemen off their back, introduced themselves as policemen. But rather than allow them to go, the RRS men probed them further. During interrogation, Hakeem whipped out a police identity card, later found to be fake. Immediately both of them were arrested. On his part, Ibrahim confessed that he was not a policeman, but Hakeem’s intimate friend. He added that he was just trying to settle dispute that ensued between Hakeem and a private car driver at the spot before the arrival of the police at the scene. President Muhammadu Buhari has said that Nigeria’s civil service has a reputation for inefficiency, low productivity and corruption.
Buhari, who was represented by the Vice President, Prof. Yemi Osinbajo, stated this on Monday in Abuja at the inauguration of capacity building programmes, tagged “Structured Mandatory Assessment-based Training Programme and Leadership Enhancement and Development Programme”, for public servants.
The President said that Nigeria’s civil service was declining due to its inability to articulate a vision and develop the required capacity to implement such vision.
Buhari said, “Many, who mourn the decline of the civil service today from its days as ‘primus inter pares’ in the Commonwealth to one which has earned a reputation for inefficiency, low productivity, corruption and insensitivity to the needs of the public, fall into the error of thinking that the problem is a poverty of ideas and capacity on the part of the civil service; whereas, it is the inability to clearly articulate a vision, ensure that the service develops the required capacity to articulate and implement the various components of the vision.
“The citizen, regardless of station in life, must be respected by the governing authorities and treated with dignity.
“Flowing from these is the imperative that our society must be governed by the rule of law, administered by a trustworthy, fearless, impartial and efficient judiciary”.
He described the federal civil servants as the foot soldiers in Nigeria’s march to a great destiny, saying he believed the federal civil service would not fail Nigerians.
“An army cannot afford indiscipline, inefficiency or lack of focus, especially because the hopes and aspirations of a whole society rest on your shoulders,” the President said to the civil servants.
Buhari said the civil servants must see themselves as servants and facilitators of commerce and entrepreneurship and that they must design policies and remove obstacles to doing business in Nigeria.
Buhari said the civil service should provide answers to questions such as “What are the strategic and financial planning initiatives important in a strong private sector led, free market economy but with a robust social protection system for the poor majority?
“What are the crucial communications to make to the people in a season requiring sacrifice and perseverance on account of falling revenues or for that matter communicate the position that our anti-corruption, zero tolerance stand, is not merely a moral or ethical stand but a developmental construct that recognises that corruption if not apprehended will destroy all institutions, the economy and eventually our society?”
Earlier, the Head of the Civil Service of the Federation, Mr. Danladi Kifasi, said the objective of the programmes was to address capacity and leadership challenges in the service.
He noted that the programmes were funded from the training budgets of the ministries, departments and agencies.
He said Buhari, in the absence of ministers, had helped to restore the confidence of the civil service by depending on it for support in governing the country.
He said the service would support the incumbent administration in its bid to bring about positive change in the country.
Kifasi identified effective leadership as one of the challenges facing the civil service.
He stated, “The Leadership Enhancement and Development Programme is one of the elements of the new Leadership Development Framework for the Federal Civil Service.
“ LEAD-P will help to identify potential leaders at the various levels in the service, nurture developing leaders and enhance the capacity and capability of existing leaders.”
“Our decision to restrict foreign training and promote home-grown capacity development is what has made SMAT-P and LEAD-P possible.”
“The programmes are funded primarily from the training budgets of the Ministries, Departments and Agencies and delivered mainly by Nigerian Management Development Institutes.

THERE is high alert among the military and security agencies in the Federal Capital Territory (FCT), following intelligence report that the Boko Haram terrorists who have been dislodged by the military from their bases were planning to carry out an attack in Abuja.
Specifically, the terrorists plan to carry out their first attack on Suleja, Niger State, near Abuja, Gwagwalada, Garki, Central Business District, targeting public buildings and installations among others.
But security sources say they are on the look out for the terrorists who are penetrating Abuja, through the Bwari/Kaduna, Abuja/Keffi, Abuja/Lokoja and Abuja/Kaduna axis.
Top military source who confided in Daily Sun in Abuja, said the terrorists who have been put on checks since their last attack at the Nyanya bus terminal, have made several attempts to disrupt the relative peace in the nation’s capital.
The source who would not want to be named, told of how a number of the terrorists who tried to plant Improvised Explosive Device (IED), during the National Economic Summit were arrested and taken into custody.
According to the source, but for the determination and combat readiness of the military, the terrorists would have carried out at least 15 attacks on different parts of the FCT, since April.
The terrorists who are not giving up on the evil plans, according to sources, said their leaders are sending in their foot soldiers to spy on the city and report back to them.
The foot soldiers who reportedly take to street trading and other menial jobs when they arrive Abuja, are also said to be taking shelters at mosques, motor parks, markets and other public places at night.
To this end, the security agencies are said to have held meetings with managements of the outfits in the FCT, to alert them to the new trends of the terrorists and advised them not to allow them use their facilities as safe haven.
To effectively combat the activities of the terrorists, the army high command in Abuja, is said to have announced the redeployment of some rugged officers to head some units in the FCT, even as more Rapid Response Squad (RRS) units, have been established in virtually all the area councils in the nation’s capital to curb the menace of the insurgents.
Security is now focussed on the satellite towns where the insurgents usually take refuge on arriving the city, while several snap security checkpoints have also been established on all the entry and exit points to the FCT.
Similarly, village heads and chiefs in villages around the FCT, have been urged to be vigilant and strengthen their local security groups to look out for strangers in their domain, just as the military has cleared traders and hawkers along the ever busy Nyanya/ Mararaba road to reduce the traffic gridlock on that road. All illegal trading and makeshift structures along the road as well as in the market have been cleared to make room for proper vigilance and monitoring of strange characters and movements.
The military say the action was necessary to prevent the insurgents from taking advantage of the security lapses.
This is even as continuous raiding of spots considered to be vulnerable in the FCT, by the military and other security agencies in the city in collaboration with the federal capital development authorities are ongoing.
Similarly, plain clothes military and security personnel have been dispatched to all the Internally Displaced Persons (IDP) camps, to monitor movements of the terrorists who may want to take advantage of the camp to carry out their strike, just as leaders of all the IDPs camp have been put on alert to be on the look out for strangers and people with ulterior motives.

The youth wing of the apex Igbo socio-cultural organisation, Ohanaeze Ndigbo, has condemned the reinstatement of the dismissed Commissioner of Police, Mr. Zakari Biu.
Biu was on Friday reinstated and statutorily retired by the Police Service Commission, nearly three years after he was dismissed for allegedly aiding the escape of Boko Haram mastermind, Kabiru Sokoto.
Sokoto, who is now serving a jail term in Abuja, was convicted for the bombing of St. Theresa Catholic Church, Madalla, Niger State.
It will be recalled that no fewer than 44 worshipers of the church lost their lives on the eve of 2011 Christmas.
The Ohanaeze Youth Council accused the President Muhammadu Buhari- led Federal Government of pursuing a northern agenda.
In a statement issued by the National President of the OYC, Okechukwu Isiguzoro, on Sunday, the group said the action of the Police Service Commission had confirmed that “Buhari’s administration indeed belongs to the North and not to everybody.”
The group said, “The manner and impunity with which the Buhari administration is reversing some laudable actions and policies of his predecessor without minding the security implications calls for concern. The decision of the PSC is very worrisome and against all known norms and true justice.”
The OYC said that by reinstating Biu, President Buhari had demonstrated that he had no regard for the lives of the innocent worshipers who perished in the bomb blast masterminded by Sokoto.
The statement partly read, “Before now, we were shouting over the recent lopsided appointments made by the President, where the South-East was deliberately ignored, but the worst has come by rewarding a man who aided Kabiru Sokoto after he snuffed life out of over 44 Igbo indigenes and left over 70 others critically injured.
“Our questions are these: What effort has the present administration made to know the situation of the victims of that bomb blast? What effort has the government made to know the condition of the bereaved families, considering that most of the victims were their bread winners?

Investigation by our correspondent showed that apart from deference to party supremacy, President Buhari has largely been his own man in appointing members of his cabinet.
It was learnt that although some governors had attempted to recommend some nominees, the president is insisting on merit.
The same dilemma is confronting some influential Senators and leaders of the House of Representatives.
According to findings, Buhari is sticking to the principle of separation of powers instead of throwing the ministerial nomination open.
The discipline being employed by the president in choosing his cabinet members accounted for the delay in appointing commissioners in some states.
It was gathered that the governors prefer to compensate their loyalists, who may be schemed out of ministerial slots, as commissioners.
A reliable source said: “Unlike in the past, most governors are stranded this because the president will not ask them to nominate ministers. Some of them attempted to make recommendations but did not succeed.
“In fact, the same game is playing out with influential Senators who have found it difficult to lobby for their candidates as ministerial nominees.
“Buhari is trying to be his own man as far as the choice of ministers is concerned. The only thing he reckons with is party supremacy. He also wants to adhere to constitutional provision on the appointment of ministers.
“The governors could not have their way because Buhari has refused to ask for any office slot or favour from any governor, including his own governor, Aminu Masari of Katsina State.”
As at press time, investigation confirmed that the jostle for ministerial slot is keen in Kwara, Sokoto, Gombe, Enugu, Lagos, Ondo, Ekiti, Katsina, Kaduna, Zamfara, Akwa Ibom, Anambra, Bauchi, Niger, Delta, Edo, Kogi, and Adamawa.
Some godfathers in the affected states were said to be panicking because of recent political developments in the country, especially in the National Assembly.
Another source said: “Those who have no respect for party supremacy cannot recommend or nominate ministers. Respect begets respect.
“This is why the president is looking for credible hands whom they cannot disqualify under a flimsy excuse or the other.”
THE NATION had exclusively reported that the president is on the final lap of consultations with some leaders of the All Progressives Congress (APC).
It was learnt that the president has met with some leaders of the party on the shape of his cabinet, those who may be on board and what he intends to do.
But he is yet to unveil his list of cabinet members to the leadership of the party.
It was unclear if the President will reduce the size of the cabinet from 42 to 36 or a lower figure.
Section 147(1-3) directs the President to appoint at least 36 ministers unless the constitution is amended.
The section reads: “There shall be such offices of Ministers of the Government of the Federation as may be established by the President.
“Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.
“Any appointment under subsection (2) of this section by the President shall be in conformity with the provisions of section 14(3) of this Constitution:

Before he had a divine encounter which led to his conversion to Christianity, he was hooked on cocaine for several years. Not only that, at the peak of his addiction to hard drugs, he had to use his son as a collateral in order to obtain cocaine from a dealer when he didn’t have money to pay for the hard drug. But today, Kayode Peller is a new creature. From his addiction, he has now become a preacher of the gospel of Jesus Christ travelling to different parts of the world not only evangelizing but also campaigning against the use of hard drugs.
In an encounter with Saturday Sun, Peller, who is the General Overseer of Finger of God Ministries, with its headquarters at Agbado, in Lagos, spoke on the genesis of his romance with drugs and how he met Christ. According to the cleric, who is the second son of the renowned late magician, Professor Moshood Abiola Peller, he made money early in life, but later strayed into bad company, a situation that not only almost ruined him but would have resulted in his death. “I was born into opulence. My father, the late Professor Peller was one of the best magicians of his era. In Africa, he had no equal, while throughout the world he was the second best. He not only acquired global fame through magic, he also made a lot of money. At very early age, I started following him to circuit shows, and from there I gradually acquired magical powers. I was then referred to as Young Peller”, he stated. Peller further revealed that he later left his father’s group to stand on his own after he felt that he had acquired enough experience and tutelage. While adding that his own fame started spreading within few years of practice, Peller said he organised several magical shows not only in Lagos but across several states in the country.
“With the experience I acquired from the Federal School of Magic set up by my father, and London School of Magic, I became an instant success with fans. People were trooping out to watch my shows. Money now started coming. I became wealthy and married four wives. I also had about nine cars and also built five houses. It was at the height of my fame that I eventually got strayed into hard drugs which almost ruined my life.” Narrating the genesis of his romance with cocaine and heroine, the cleric said some friends introduced the drugs to him, telling him that it would not only help to enhance his performance on the stage, but also give him energy he required to perform at his shows. “This was how my problem started. I eventually became addicted to hard drugs. I was addicted to the extent that if I was broke, I would sell any of my belongings to satisfy my lust for cocaine. Gradually, I sold eight of my cars and four of my houses to buy cocaine and later heroine.”
However, Peller didn’t stop there as he later had to use his son, Tunji as a collateral to get cocaine from a dealer in Ibadan, Oyo State. Recalling why he took that unusual and strange action, the cleric said: “It was on one of those occasions that I was very broke. By this time, cocaine addiction was already taking its toll on my life and magic business. I was more addicted to cocaine than to my business. I even had to leave Lagos to Ibadan tricking my son in the process that we are visiting a relation. When we eventually got to Ibadan, I went with Tunji but when I was leaving after getting the cocaine, I lied to the young boy that I will soon come back to pick him. But it was not until five months after that I returned to pick the boy.” On how he met Christ, Peller said that things started getting from bad to worse for him and all his accumulated wealth were gone, but lost largely due to his unquenchable lust for cocaine. It was at that point that he became sick and had to be taken away from Lagos to Ibadan by his mum.
“I met Christ on my hospital bed on December 9, 1989 at Tamaria Hospital. Actually, it was the doctor that was to carry out surgical operation on me, Dr Tobi James that preached Christ to me before I was wheeled to the theatre. I came from an Islamic home, but while this doctor was preaching Christ to me, and the need for me to become a born again, something like a scale fell from my eyes, and at that point I came to my senses. I started crying when I looked at myself wearing ordinary bathroom slippers and not only that but also looking sickly, and ordinary. I wept bitterly. It was at that point that I realised I was living a sinful life. I later surrendered my life to Christ.” While saying that, he thanked God that the operation was successful, Peller added that after recuperating, he started worshipping at the doctor’s church, Christ Believers Gospel Church, and was a member there for four years before he set up his own ministry. On why he didn’t return to his magic practice, Peller said: “The Bible says that whosoever is in Christ is a new creature. Having found Christ, I’m now in the light, what do I have to do with darkness again? I became a preacher with Dr James’ Ministry. We later started city to city crusades where I was giving testimony about my past, and how Christ saved my life. Although some people were not comfortable that I not only dumped magic, also Islam my father’s religion, but I was not bothered – I faced persecution but Christ saw me through.” Peller, who has also set up a rehabilitation centre for drug addicts in Ijaye area of Lagos, said he was motivated to do so in order to help addicts return to normal life. “Drug addiction is worse than anything you can think of. It kills and destroys people’s lives. Many of young men today have been destroyed by addiction. With my own experience, I then made a vow that having found Christ, I will also commit my life to young souls perishing as a result of drug addiction.” Expressing his joy that he has a good testimony to share with others today, Peller said that after his conversion to Christianity, God has multiplied his blessings as he has recovered from all the losses of the past.
“Today, my joy is full. I’m very happy. Jehovah, the Living God whom I serve has increased my joy. Tunji, my son whom I used as a collateral to obtain cocaine is now a university graduate, happily married with his own family in London. I’m full of praises to God.” Insisting that magic is evil, the cleric said any genuine child of God should not have anything to do with it, adding that it is not impossible that some ministers of God use occultic powers to perform miracles in order to attract crowd to their congregation. “Right from the biblical era, this has been happening. You see genuine men of God, and you see some using evil spirits to perform wonders. It is only when you have a discerning spirit that you can know the difference. Jesus Christ even said it that it is not everybody that calls Him Lord that are genuine children of God. Magic is evil, anybody involved in it will go to hell. ToyozzieTohBad: This is one of the most sensible comments I've read in a while, as regards to President Buhari's nominations. All these selfish, stupid and aggrieved Yoruba/Igbo people should just go and sit somewhere.
Ndigbo's that are killing themselves about the appointments made so far by President Buhari are just funny. Aside the fact that we Igbos shouldn’t expect sensitive appointments from him because many of us hate him without any justifiable reason and no smart politician will give such positions to his ‘enemies’, what did all our brothers that occupied sensitive positions recently achieved for our geopolitical zone? Recall that Igbos recently occupied head positions in Central Bank and Ministry of Finance. Also, an Igbo was recently appointed Secretary to Government of the federation, Minister of power, Minister of Solid Minerals, Head of Due Process unit, Minister of Education, Minister of Aviation, Executive Director of Nigerian Communications Commission, Chief of Army Staff, Inspector General of Police, Senate President, Deputy Senate President and Deputy speaker of house of Representatives. Also recently, an Igbo was appointed the Director General of National Broadcasting Commission. The question is what did all those Igbo appointees achieved for Ndi Igbo? Even Goodluck Jonathan that you foolishly accepted as your brother during his days in Aso Rock achieved nothing for you when he was the President.
If appointments can dictate how a region should develop, Southeast would have been a paradise by now because our brothers occupied almost all the sensitive positions recently. Another thing Igbos should understand is that the federal character principle they are quoting as their basis of argument is the greatest enemy of Nigeria especially Igbos. This principle champions the promotion of tribal mindsets instead of meritocracy in Nigeria as Nigerians are always after the state of origin of every federal appointee and prospective candidates for admissions instead of their performance. It is because of same federal character that a provision was made for ‘Education less developed’ states which always make it possible for indigenes of those states to be giving more and cheaper consideration during admissions and recruitment in order to promote equity in line with the federal character. This is Rubbish! Such has caused situations whereby somebody from Anambra or Imo will score average of about 260 in JAMB UTME and POST- UTME but will be denied admission while somebody from states like Zamfara, Ebonyi or Bayelsa will score average of about180 and will be admitted in order to achieve the so called equity in intellectual distribution among all the states in line with same federal character. Same federal character is the reason why instead of criticising the performance ability of appointees, Nigerians especially Igbos will only be interested in their states of origin.
Federal character is evil. This is the hour of change and it must be jettisoned! If Nigeria must progress, we must do away with federal character and state of origin provisions and encourage meritocracy and state of residence. I don’t care where appointees come from, all I want is excellent performance. If the wailing Igbos like they should continue hating Buhari while the Niger-Deltans are busy consolidating their region and supporting his government. At last Igbos will remain the wailing loosers. It baffles me the way some of my Igbo brothers are hating Buhari without any justifiable reason. Even the Niger-Deltans that are more closer to the failed government of Goodluck Jonathan always acknowledge that he betrayed them, but the Igbos that are not in any way brothers to the failed President are killing themselves and even their conscience with baseless sentiments. Also, I have expected these misguided Igbos to understand that the Niger-Deltans who they foolishly took as their brothers during the elections are not at any point with them. These Niger-Deltans have understood that they can't make any political achievement in Nigeria without the cooperation of other tribes, and wisely began to issue their supports and cooperation to the Buhari led government while the misguided Igbos are still enslaving themselves with baseless sentiments. Believe it or not, political appointments are catalysed by intelligent lobbying and not unnecessary hatred. No smart politician will appoint his haters to sensitive positions.
I will never blame Buhari if he fails to appoint any Igbo to key positions. I am proud of Niger- Deltans and they are already reaping the fruits of their wisdom. Igbos should have a rethink!
