Floch is a fascist.
He has a clouded belief of what Erwin was. He solely saw Erwin as a devil and believes that's the way to win. He knows nothing about Erwin or the way of the scouts.

Floch helped turn his people into Titans, staged a very bloody military coup, purposely harmed innocent civilians in Liberio, he executed all those who questioned his leadership including the volunteers who helped Paradis to fight Marley.

The whole point of Floch's Character is that he's acting under a false belief of what he thinks Erwin is. That is why even when he says "Give Your Hearts" it's just a bland motto to him as it comes from someone who neither knows nor understood the meaning

For your information, the Flash movie they are showing to early viewers is still the Cinemacon version_ the version with unfinished CGI not the complete movie that will release on 16th June.

This Cinemacon version doesn't have end credits scenes and it was tweaked a bit to hide the big reveals like the original ending, this is just for marketing purposes.
