This site say it's one. If it's 4 then that's a quatrain. So 16 bars will be how many quatrain exactly. And do you do syllable count also in rap?

before I came here or knew those Facebook groups, I knew it was 1 line = a bar, and then 16 bars normally makes up a verse. then I knew NL where a quatrain makes up a bar. 16 bars equates to 64lines here.

and no, we don't do syllable count in rap except we're talking about rhymes
