So he got the radio of the coast guard or something who then radioed the commander of the warship. The commander admitted the error and said it was done in error


Now question is which naval commander did the radio folks communicated with?

All possibilities point to the SAN because they would be the first choice of contact naturally.

Secondly given how south Africa love Hollywood-ing their SANDF, they would have rushed and print the news of how the German navy goofed and how they themselves are expert.

This statement leaves more questions to be asked!! If it wasn't the South Africa National Defence Force, it shouldn't take over two weeks to clarify who took the misfired shots. What does it take SAN Defence Force spokesperson to say Germany fired the shots?
