I think the only african country with a centre is Ghana.
Total cost depends slightly on the country where you'll be writing.
Rough estimate is about USD1200 for step 1, I think about 1500usd for step 2 ck.
You can only write step 2 CS in the states. Not sure of the cost.
And I absolutely have no idea about step 3 as it's the least of my worries now.
