There are poor people in Lagos with all it's opportunities and there are rich people in Owerri with it's limited opportunities. So pray to God to bless what you do.
My suggestion,stay at Owerri, learning skills today is mostly digital and online,not location based. So use your phone or computer and internet to learn something,and be persistent and passionate about it.
