Salkida Freed! Nigerian Journalist Ahmad Salkida who was declared wanted by the Nigerian authorities is free in Nigeria. Sources close to the Nigerian military confirmed that Salkida was released at about 5:30pm Nigerian time on Tuesday Salkida was received by Nigerian Security agents in Abuja Airport, & handed over to Nigerian Secret Police SSS who released Salkida unconditionally Tuesday afternoon. Salkida voluntarily returned to Nigeria from his base in the UAE after being declared wanted for alleged links with Boko Haram. Dr,Muhammad Sanusi Barkindo FNIM, (Wali Adamawa) OPEC, Secretary-General and Iran's oil minister to discuss global oil market conditions and crude prices has started in Tehran, the ministry's official reported on Tuesday. "The meeting between the OPEC official and Minister (Bijan) Zanganeh started a few minutes ago. Barkindo arrived in Tehran on Monday night," SHANA, the ministry's information service,said. Members of the Organization of the Petroleum Exporting Countries will meet on the sidelines of the International Energy Forum (IEF), which groups producers and consumers, in Algeria on Sept. 26-28.They are expected to seek to revive a global deal to stabilise oil output levels. Non-OPEC member Russia, the world's top oil producer, is also expected to attend the IEF.Hit by global oversupply, oil prices LCOc1 collapsed to as low as $27 per barrel earlier this year from as high as $115 in mid-2014, but have since recovered to around $47. Ekiti to decentralise state, LG workers’ payments Ekiti State Government has hinted that it may stop the central payment of state and local government workers’ salaries, saying local governments will be encouraged to pay their workers. Governor Ayodele Fayose spoke in Ado Ekiti, the state capital, during a meeting with directors of finance and accounts, directors of administration, chief internal auditors and others from across ministries, departments and agencies in the state. Fayose, in a statement by his Chief Press Secretary, Mr. Idowu Adelusi, in Ado Ekiti on Sunday, also warned public servants against signing documents without thoroughly going through them. According to him, any negative fallout from a signed document would be blamed on any officer that signed it. The meeting was convened to find solutions to the problems associated with generating wholesome nominal and pay rolls by MDAs in the state, the statement added. The governor frowned on a situation where people, who had left the service or died, still had their names on the nominal roll. “Why should we be spending our scarce resources wastefully? We are no longer going to tolerate the issue of buck passing, where someone will claim he is not the one that generates the nominal roll and so does not properly go through it before preparing the pay roll. “Henceforth, the nominal and pay rolls must be properly scrutinised by the internal auditors before being signed. The system has adequate checks and balances already in place and if not for collusion by concerned public servants, no sharp practices could take place. “It is advisable that every officer properly goes through any document before signing such, as the person who endorses any document is going to be held responsible in case of any issue,” he said. The governor, after listening to complaints by internal auditors that they did not have computers to be able to verify the soft copies of pay rolls sent to them from the Accountant-General Office, directed that all the officers should by next week be sent on computer training and afterwards be provided with personal computers. Earlier, the Deputy Governor, Dr Kolapo Olusola, said in the course of staff verification conducted last year, a lot of anomalies were discovered in the system. FG Calls Disparaging Comments By US Congressman Sadly Out Of Tune With Reality The Federal Government has described as sadly out of tune with reality the published letter from US Congressman Tom Marino to Secretary of State John Kerry, asking the US to withhold security assistance to Nigeria on the strength of some imaginary infraction by the Buhari Administration. In a statement issued in Abuja on Sunday, the Minister of Information and Culture, Alhaji Lai Mohammed, said Congressman Marino was poorly informed about the issues he commented on, wondering why he did not take the pains to get first hand information from the US Embassy in Nigeria or any other credible source before engaging in what is nothing but a ‘propaganda of his own imagination’. The Minister said by asking the US to refrain from selling warplanes and other military equipment to Nigeria based on a faulty premise, the Congressman has demonstrated a poor understanding of global security issues. ‘’Insecurity anywhere is insecurity everywhere. Had Congressman Marino understood this, he would not have made the kind of call he made concerning the US security assistance to Nigeria. The Boko Haram insurgency that Nigeria has decisively dealt with under President Muhammadu Buhari is not just a Nigerian problem but a regional and international crisis,’’ he said. Alhaji Mohammed said Congressman Marino definitely did not have Nigeria in mind when he wrote that the US should withhold security assistance to Nigeria until President Buhari ‘demonstrates a commitment to inclusive government and the most basic tenets of democracy: freedom to assemble and freedom of speech’. ''An Administration that operates purely on the basis of respect for the rule of law and a strict adherence to constitutional order is not one to deny the citizens of their constitutionally-guaranteed rights. This Administration therefore does not need the goading of Congressman Marino or anyone for that matter to do what is right. ''Concerning running an inclusive government, had Congressman Marino done his home work before dispatching his letter, he would have realized that no part of the country is left out in the distribution of political appointments, for example, or in the appointment of Ministers, which was done in accordance with the Constitution that mandates that the President must appoint at least one minister from each of the 36 states and the Federal Capital Territory. ''Had the Congressman sought information from credible sources before engaging in a flight of fancy, he would have been presented with a comprehensive information on the appointment of CEOs for Federal Government’s parastatals, agencies and commissions that shows that the appointments were almost evenly matched along the line of the six geo-political zones in the country: With the North West having 51, North Central 46, North East 45, South East 41, South West 45 and South South 45,’’ he said. ‘’The Congressman may wish to note that each geo-political zone comprises 6 states, with the exception of North West (7) and South East (5).’’ The Minister described Congressman Marino’s description of the Administration’s anti-corruption efforts as ‘selective’ as a tired argument that clearly shows that the US lawmaker must have appended his signature to someone’s concocted line. ''That line was invented by those seeking to cause an unnecessary distraction from the Administration’s anti-corruption efforts, and it has been roundly rejected. Congressman Marino’s decision to exhume the dead postulation without an iota of proof is a reflection of whose side he has taken in the ongoing efforts to rid Nigeria of corrupt elements. Needless to say that the anti-corruption battle will continue unhindered, irrespective of whose ox is gored. And in this fight, only the guilty needs be afraid,’’ he said. Etche Roads: Wike lied - Semenitari The Acting Managing Director/Chief Executive Officer, Niger Delta Development Commission, NDDC, Mrs. Ibim Semenitari, has debunked claims made by the Rivers State Governor, Mr. Nyesom Wike, that the Commission was not involved in the recovery of dilapidated road infrastructure in Etche local government of the state. Semenitari stressed that not only was Mr. Wike playing to the gallery, but was hiding the fact of his failure to tackle the bigger challenge of insecurity plaguing Rivers State. Semenitari, who was reacting to Mr. Wike’s claims on Thursday that NDDC had claimed undertaking the construction of the Igwuruta-Chokocho-Okehia road, said the governor should emulate the Cross River State Governor who commended NDDC for its intervention on the Calabar-Itu Road. “As an interventionist agency, NDDC stepped in to recover the roads between Igwuruta and Umuechem, as well internal roads in that community, and the Oil Mill-Igbo-Etche-Chokocho road, which is a critical connection between the bigger Port Harcourt market and the produce spots in Etche. NDDC, working under the directives of President Muhammadu Buhari, GCFR, stepped in to arrest the deterioration in road infrastructure in Etche as to eventually boost economic activity in the area and give its inhabitants a lease of life. Checks can be made on those roads as to the veracity of NDDC’s scope and quality of intervention.” Semenitari further stated that NDDC would drive those projects to completion despite Wike’s attempts to possibly stall them. “The facts which Mr. Wike sought to turn head-down, are clear. NDDC is working on the Igwuruta-Umuechem, Umuechem internal roads, and the Oil Mill-Igbo-Etche-Chokocho road. Wike is not happy that the Federal Government through the Commission is giving Etche people such critical intervention, and so, would prefer where the roads’ users continued in their suffering.” Semenitari added: “We are miffed that Mr. Wike is yet to come to terms with the severe challenges ravaging the state. Surprisingly, rather than commit himself to true governance, Wike, like that proverbial Emperor who watched while his empire burnt, plays politics with the welfare of Rivers people. We thought that the degenerating insecurity in the state should cause Mr. Wike sleepless nights until there was solution. Unfortunately, Mr. Wike chooses to engage in speech-making as though there was a speech contest. “Wike is not bothered that under his watch in little over a year, Rivers State has become a killing field. Wike is not bothered that there is capital flight and mass movement of people and that corporate entities are deserting Rivers State. “While we do not intend to engage the governor in any speech contest, NDDC will not be deterred in pursuing the overall development of every segment of the Niger Delta region. The boys pictured above were arrested Wednesday for posing as ladies on facebook and then raping two ladies they invited to visit them at Atekong in Calabar. The young men also videotaped the act and then asked the ladies to pay N30k or they will release the video clip on the internet. According to the eyewitness, the ladies went in search of the money but later decided to report the matter to police who got the young men arrested. The picture of the boys below this write-up used female names and pictures to make friends with some girls on Facebook. The innocent girls were invited to meet with the supposed "friend", when the girls got to the address at no. 1 Atekong in Calabar. The boys handed their phone to a girl to go bring in the girls. As soon as the girls entered the house the girl who ushered them in disappeared. The two girls were raped by five boys, videotaping their acts and later asked the girls to pay them 30k or the video will be uploaded to the net. They showed the girls clips from their escapades with other girl s and how much they paid. As the girls went out in search of the money, they decided reporting the case to law enforcement agents and they were picked up. 4 BRIGADE TROOPS CONTINUE FIELD TRAINING "EXERCISE CROCODILE SMILE" WITH FREE MEDICAL OUTREACH AND ARREST OF SUSPECTS Troops of 4 Brigade Nigerian Army on field training exercise nicknamed "Operation CROCODILE SMILE" have continued the military training with humanitarian activities, patrols, response to distress calls and arrest of suspected criminals in various parts of Delta State. The troops have continued to carry out free Medical Outreach at Otonyasere Community in Sapele, Delta State, in which over 500 persons have so far attended including adults and children. During the ongoing exercise, diagnosis were carried out, medication and drugs were given, some laboratory investigations were conducted out and blood pressure was checked freely to interested persons thronged the area. The medical personnel also gave health talk on good healthy living, HIV Aids, Lassa fever awareness and sensitisation and oral hygiene. Recall that the troops also carried out similar exercise at Central Area at Otonloye Community near Olu of Warri's Palace Delta State on 29th August 2016 and continued today. It is expected that over 1,000 would benefit from the exercise in that centre alone at the end of the day. Yesterday, while on patrol at Otefe, Ethiope West Local Government Area of Delta State, troops responded to a distress call. It was discovered that some criminals dressed in military uniforms, suspected to be cultists were harassing and intimidating the students at the area. The troops promptly responded in record time and arrested the 3 culprits dressed in naval uniform. The impostors are currently undergoing interrogation. In a related development, troops have also arrested 5 suspects, (4 males and a female) at Ozoro Isoko North Local Government Area, Delta State same day. Exhibits recovered from them include 1 Locally made Single barrel gun, some cartons and parcels containing wrapped substances suspected to be marijuana. Similarly, the troops also carried out a raid on suspected criminal hideouts at Urudhe and Ala Square, Ozoro community of Isoko North Local Government Area of Delta State yesterday, Monday 29th August 2016. During the raid, the troops arrested 3 suspects; Messrs Noble Alaba, John Aidagho and Edejoro Joel. The troops also went further to raid another suspected criminal hideout, which happened to be the residence of Mr. Jesse Omuye (now at large), a notorious criminal in Irri community, Isoko Local Government Area of Delta State. The wife, Mrs. Jessy Omuye, who is also a suspected accomplice in her husband's nefarious activities has also been taken in for questioning. The troops also arrested one Mr. Ogbe Akbotu in possession of Locally made single barrel gun, cartons and jerry cans containing substance suspected to be marijuana in powered form mixed alcohol, otherwise known as "Monkey tail" and 6 mobile telephone handsets. The 56th Annual General Conference of the Nigerian Bar Association came to an end August 26, in Port Harcourt with the bar making pronouncements on major issues of national importance. One of the new commitments as articulated by the new President of the Association, Mr. Abubakar Mahmoud, SAN, is to reinvent the association by reclaiming its moral high ground through a campaign for ethical rectitude by members of the bar. “The NBA under my watch will fight judicial corruption. We shall make the legal profession unattractive for corrupt lawyers,” he said. This is reassuring considering the evidence that senior members of the Bar have become complicit in cases of corruption and money laundering, leading to the Economic and Financial Crimes Commission, EFCC, arraigning two members of the inner bar for acts of corruption. A Bar populated or directed by people perceived to be rogues and vultures cannot play the role of priests in the temple of justice. The EFCC appreciates the NBA’s acknowledgement of the Commission’s strategic place in the fight against corruption in Nigeria and the modest achievements that it has recorded so it. It also welcomes the suggestion for reform. As the Acting Chairman, Ibrahim Magu has repeatedly started in his public pronouncements, the agency is open to suggestions that will improve its operations as it cannot pretend to have a monopoly of ideas on how to fight corruption. Nevertheless, the Commission views with concern, the call by the NBA president that the EFCC be stripped of its prosecutorial powers. According to him, “We need to define its mandate more narrowly and more clearly... I strongly recommend that the EFCC be limited to investigation… while prosecution should be handled by an independent resource prosecution agency”. The Commission’s discomfort over this seeming innocuous proposition, stem from the fact Mahmoud was silent on the reason for his position. More importantly, the Commission cannot comprehend how the redefinition of EFCC’s mandate in narrow terms, ultimately whittling it down, fits into the clamour by Nigerians and the vision of the President Muhammadu Buhari administration for a vibrant and courageous anti-corruption agency. Instead, Mahmoud’s suggestions appears perfectly in sync with a cleverly disguised campaign by powerful forces that are uncomfortable with the reinvigorated anti-graft campaign of the EFCC and are hell-bent on emasculating the agency by stripping it of powers to prosecute with the tame excuse that an agency that investigates cannot also prosecute. The question Nigerians must ask the Mahmoud-led NBA is, what is wrong with EFCC prosecution? Mahmoud is in a position to answer this question. He was the Attorney General of the Federation’s counsel in the trial of former Delta State governor, James Ibori at the Federal High Court, Asaba, a case which EFCC lost in questionable circumstances. But the same ingredients from that case were used to fetch Ibori a 13-year jail term in London. Mahmoud is also the Commission's counsel in the appeal against the infamous perpetual injunction from arrest and prosecution by former Rivers State governor, Peter Odili, which is still pending before the Court of Appeal in Port Harcourt, many years after it was filed. It is too much of a strange coincidence that the suggestion to strip the EFCC of its prosecutorial powers is being floated few months after the Commission, in unprecedented fashion arraigned some senior lawyers for corruption. For the avoidance of doubt, the Commission has recorded more convictions in the last one year than all the states and federal ministries of justices combined. Against this background, the current campaign appears to be self serving, intended to create a cabal of untouchables who can be investigated but may never be prosecuted. The EFCC however wishes to reassure Nigerians that there will be no sacred cows in the renewed fight against corruption in Nigeria. A visibly angry Gov. Ifeanyi A visibly angry Gov. Ifeanyi Ugwuanyi of Enugu State visits Ndiagu Attakwu community in Akegbe Ugwu, Nkanu West Local Government Area of the state, where suspected Fulani herdsmen killed a catholic seminarian and injured 4 persons. The governor condemned the dastardly act in its entirety. He vowed that those who pepertrated the heinous act will not go unpunished, adding his administration will not tolerate the wanton destruction of lives and property in the state by the herdsmen. The governor stormed the hersdmen settlement inside a thick forest apparently to express his displeasure over the heinous act, only to discover that the herdsmen had fled. The governor prayed for the repose of the seminarian and quick recovery of the survivors. The Catholic Bishop of Enugu, Dr. C.V.C Onaga who visited the grief-stricken community, also condemned the attack and expressed sadness over the incident. He prayed for peace and unity of the country, calling for a permanent solution to the menace of the herdsmen in the country. Police Officers To Undergo Lie Test PRESS BRIEFING RECRUITMENT OF TEN THOUSAND (10, 000) PERSONNEL INTO THE NIGERIA POLICE FORCE COMPULSORY POLYGRAPH ( LIE DETECTOR) TEST FOR PROSPECTIVE CANDIDATES The Nigeria Police Force will subject successful candidates in the ongoing recruitment exercise to compulsory polygraph test (lie detector Test) this test will be in addition to the general background check, biometrics, medical, physical examination, aptitude, oral and psychological tests. The Police will also conduct a thorough verification of all documents submitted by prospective candidates. 2. The Inspector General of Police IGP Ibrahim K. Idris gave this directive while reviewing the recruitment exercise so far and expressed satisfaction with the progress made in recruiting Ten thousand personnel into the Nigeria Police Force. The IGP said that no candidate will be admitted for training at the Police academy and colleges without undergoing these prescribed tests. 3. The Polygraph test is aimed at ensuring that candidates are not of questionable character and their behaviours conform with standard rules of behaviour expected of an officer to be recruited into the Force. 4. The Police Academy and other training Colleges across the country will be equipped to carry out the necessary tests.
