Joint venture money is not solely Nigeria money. It is jointly owned by IOCs and NNPC.

They make an argument why JV account should be exempted and it was accepted.

Why all the uneccessary brouhaha.

Note: TSA is not a product of legislation. It is a policy that came to be through executive order of the president. That means the president has the full power and right to exempt any agency within the executive. It is the same reason the National Assembly and the Judiciary refuse to join TSA and there is nothing the President can do to force them to join because the policy can only be forced on public institution under executive control.
