Which also has to do with the quality of Stream been pushed to the client, but in the case of PipulTV i believe they are also transcoding which means even though they are pushing HD streams from their side the stream quality getting back to the customer will depend on the network strength. Now this will reduce the issues of buffering drastically to a bear minimal but might not eliminate totally. But still it's something

Who owns those channels? The people responsible for the broadcasting are the broadcasters. Pipul TV or whatever are just relaying the channels.

Buffering mainly has to do with network stability not the streaming services.
Besides I can offer you many apps to stream as much channels as you like but you have to pay for the data.
