The problem with this is that the yoruba moslems will always be sellouts. Haven't you noticed that the yorubas that usually speak out are 80% Christians. It's difficult for the yorubas to take decisive action against the north because at the end the yoruba moslems will sabotage it.

Speaking against Herdsmen will hurt Buhari and the north and hurt his presidential ambitions so he'll rather watch his people get butchered daily than hurt his political ambition.
