Iraq is a dysfunctional society and has been so for a very long time
Iraq dysfunctionality didn't just start in 2003.

Private militaries used to have a field day as corporations sort to protect their oil fields. After the 7 sisters decided to share the oil fields among themselves.

This is the same place DRC is today as private corporations have realised, they can no longer rely on government.

This only leads to a breakdown in law and order as the citizens get angrier over the occupation.

Iraq is more divided today than it ever was and the sense of stability you see today is phantom.

Congo will not overcome those problems in our lifetime hence why i said NEVER.

First of all Iraq descended into chaos in 2003 after the capture of Saddam Hussein.

By that time Congo had already been in chaos literally for decades.

Secondly, Iraq is gaining stability, these days the citizens even have the luxury of holding protests against their govt.

That point tears down your claim that Iraq will NEVER.

Basically if Iraq can overcome, so will Congo.

The term NEVER cannot be used in such absolute certainty as you did. Even the most powerful shaman cant do that, neither did Nostradamus.
