Huawei Harmony OS is already out and running on Phones

Now Huawei have engaged Vivo, OPPO,Xiaomi, OnePlus, and etc to be on the same ecosystem.
This means almost 400M phones yearly.

That is a big market that will be attractive to app developers because of a more than 50% market share of all phones sold in the world.

Samsung could not succeed with it Tizen OS because it only had a small % of the market that was not attractive to App developers
Same goes for Microsoft.

This is the reason why Trump wants Apple to move its manufacturing from China.
