Faithful007: you see, the problem is that they don't come in all at once to request a permanent base. most of the tucano deal involved infrastructure, weapons, training and support roles. this roles would last for sometime. the details of the contract state "Under the contract, Embraer and SNC will provide ground training devices, mission planning systems, mission debrief systems, spares, ground support equipment, and alternate mission equipment. The contract also involves the delivery of contiguous US interim contractor support, outside of continental US (OCONUS) contractor logistic support and field service representatives for OCONUS support". you know that foreign military personnel usually starts with foreign contractors. remember that US presence in Somalia started with 50 personnel. all those logistic support would take a while, and since we paid for it, we wouldn't be suspicious about it. also I don't think Nigeria has much experience with guided munition. I don't know if the alpha jet bomb strikes are done with guided bombs, but I do not think so. so there is a high probability that foreign contractors could be here for sometime, and it could translate to military personnel. lastly, the kainji airbase extension is for what reason exactly?
I admit you make very good points, but a permanent foreign base in Nigeria is unlikely.

Kainji is Nigeria's main training base. Alpha jets are based there. That's also were most of the Alpha Jet upgrades and reactivations are done.
Faithful007: I agree with you. its not about intel. but the runway extension might be for the ability to land c5 galaxies with troops. don't you notice Nigeria is the only major country fighting terrorism without US presence. with IS having lost a lot of ground, in the middle east, the next hotspot might be the sahel.

The fact about the matter is, Nigeria would never allow a foreign military base in the country.
The Nigerian president that would make the mistake of doing that would be impeached and imprisoned.
The United States already has a huge military presence in Africa, with permanent bases in Kenya, Djibouti and Niger. They can also use French bases in Chad, Ivory Coast and Mali.
This would be a very important system for the Nigerian Air Force. Although we currently have the ATR-70 which is currently undergoing deep upgrades in Germany and the King Air ISR, I think this system would give us more of an edge in surveillance.

The most important thing is numbers, how many did we actually get. A lot of sources say 35 units. 35 units is too small, we should look at a minimum number of 77 units.
NuclearBomber: Satellite imagery and spy planes are very useful intelligence tools but they alone are not extreme. Military Bases are always big, so to get point location viewing or accurate mapping of arms dump, depots, positions, fortifications, etc in any military base; a human intel component is needed. And the best ways to achieve that is through disguise under contractors, joint trainnings, programs, visits, etc. You get that.
You most likely haven't seen or read through US diplomatic cables.

The US doesn't need to be on ground to know what we have in our bases, apart from the fact they can literally know where each aircraft is stationed in Nigerian bases with satellite imagery, they can very easily get Intel from the ground with having any physical presence.
