The panel set up by the Nigerian army to investigate allegations of human right abuse levelled against some of its personnel on Friday said the US expressed dissatisfaction with its first report.


Nuhu Angbazo, chief of military/civil affairs, disclosed this during a press conference at the army headquarters on Friday.

Angbazo said based on the reaction of the US authorities, a special panel was set up to probe the allegations.

“Army headquarters conducted an investigation and disseminated the report to all relevant authorities, including the USA authority through the DA Washington,” he said.

“The USA, however, conveyed dissatisfaction with the report and requested that a more comprehensive inquiry be conducted. Thus a special BOI was constituted to investigate the allegations.”

The panel had been set up to investigate alleged human rights abuse levelled against the military by Amnesty International (AI).

In a report released earlier in the week, the panel had said the army was not guilty of the accusations but AI faulted the report, saying it was not thorough and also not independent.

However, Angbazo said findings of the panel showed how the process of investigating the detainees could be affected due to an inadequate number of investigators in the camps.

The panel’s report also revealed a small number of military police officers in charge of the detention camps in comparison with a large number of detainees.

“For example, at the Giwa Barracks detention facility, there was only one investigator allocated to a Boko Haram suspect,” the panel stated.

“We note that this limits the capability to extract max info from the suspects. Furthermore, this is contrary to global best practice of using a team of investigators including those from other relevant agencies to interrogate a suspect to determine culpability or otherwise.

“The board was concerned about the inmate to military police ratio especially in Giwa Barracks Detention facility, which holds high-profile inmates.

“The small number of handlers does not allow for relief of duties. This could result in fatigue or stress with predictable effects on the appropriate handling of detainees.”

It further noted that at the Giwa Barracks also, “there were 3,824 detainees… with 29 handlers monitoring the detention facility.”

The board also found out that a common feature evident in all the detention camps was the delay in the legal processing and trial of the detainees even as they were usually not allowed access to legal representation.

It regretted that releasing the detainees that had been cleared as having no case to answer is usually difficult due to lack of synergy between relevant agencies

“We note that this lack of coordination led to duplication of efforts which further compounded the congestion problem in these detention facilities,” the report further read.

On the alleged killing of some members of the Independent People of Biafra (IPOB), the board noted that contrary to the allegations, key parties it met on the issue said there were no reports of such killings.

“The board interacted with the Anambra state governor, commissioner of police, state director of Department of State Service and some residents,” it added.

“They testified that no one was killed during the incident at Onitsha bridgehead. However, the police report showed that 14 people were arrested on the day.”

Which sane government would fold it's arm and watch shiites and IPOB metamorphos into a full blown terrorist group before taking action considering the fact that we are still battling Bokoharam and Niger delta militants?

The Nigerian army's responsibility is to protect the lives and properties of nigerians and defend the sovereignty of the country. They have oga save done just that and sane people like The National Committee of Yoruba Youth (NCYY), and the Coalition of Civil Society Groups against Terrorism in Nigeria, consider the action of the military as a prompt response to potential terrorism and a perfect job.

Amnesty international and it's allies can keep whining about human rights abuses but will hypocritically turn a blind eye when the United States and other western nations commits atrocities. The US drone program has killed more civilians in Pakistan than the taliban they claim to be fighting. When Iraq was invaded, civilian casualties were on the maximum. Till today Libya is the battling the after effects of the invasion led by the United States. Amnesty international won't see all that but they are quick to sponsor law suits against younger democracies like ours. Who will sue the USA for war crimes? Hypocrites

I had once posted this on this forum but got little or no reply..I had a problem with a lady who claimed she was pregnant for me.when i came back to abuja from my business trip she came with a scan result dated 25th of November which read a pregnancy of 16 weeks and 5 days and the sex was male..the last time we meet was between 23rd to 27th of August last year.so i had already seen a doctor who did the calculation based on the information given above and he said the child is not mine.,yet the lady is still insisting its mine.

In the course of the yoruba defence, they cliamed the AWORIS were the first occupant of lagos state and the aworis migrated from ife...so how do we explain the ikweres that migrated from nkwere in present day imo state, the etches that migrated from ngor okpala present day imo state, the asas in rivers that migrated from the asa community in imo state,the egbema in river state that were wickedly divided from there kits and kin in imo,or the day light robbery of oyigbo that belongs to old imo now abia ceded to river state,or the attempted hijacking of opobo founded by an igbo son from nwangele imo state....Are we now safe to still maintain that all this igbo speaking communities in the imaginary south south region are not igbos, but the oba who cliamed hes from benin a yoruba oba?
Lastly,the yorubas in this forum are good at demining the igbos as not contributing anything to nigeria in terms of revenue but are quick to cliam lagos into there region as the highest revenue earner even when the lagos delegates to the last confab made it clear that they are a different region from the south west and there senators are advocating a different status for lagos state outside the yoruba arrangement..now backed with the oba...can we now say our yoruba brothers are now attache by force? if the revenue generated by lagos an obvious benin land, how come the igbos became parasites with oyigbo an igbo land been the largest oil producing community in rivers state,the oil at egbema rivers,ndoni,etc are not part ofigbo contributions?
My conclusion remains that,since the oba has said that lagos is not a yoruba territory,its now official that lagos remains anon yoruba territory's far as there are no ibgos in river and delta states, no oshogbo,ekiti,or ibadan man should come to this forum again and cl;iam or bragg with lagos but focus on there 5 states and make comparisons from there....for this is THE BOOMERANG OF DIVIDE AND RULE

Shekau is always far away from the active theatres so the possibility of catching him in a gunfight our military is used to is slim ..A target like Shekau will need good Intel and precision munition to take out and both of which our military currently does not have ..The current assets in our Airforce like the Alpha jet are too noisy (that means Shekau can hear them from miles away before they arrive for a strike) and worse still they don't carry guided precision munition that can take him out from let's say 30 kms away .
