American business community formally welcomed President Muhammadu Buhari to the United States at the end of his first work day in the country.

Corporate Council on Africa (CCA), a coalition of about 180 companies, and the U.S. Chamber of Commerce, jointly hosted a special dinner in honour of the President at the Washington DC office of the Chamber on Monday.

President Buhari was received by the executive vice-president of the Chamber, Myron Brilliant, and Paul Hinks and Stephen Hayes, chairman and chief executive officer of CCA respectively.

Welcoming Buhari and some 260 entrepreneurs, top executives and diplomats to the very convivial event, Mr. Brilliant said the U.S. business community is eager to build on the President’s vision of peace and prosperity and, support his push to expand non-oil sectors of the Nigerian economy.

“We encourage you to work with the United States business community in partnership because we share that vision, we share that aspiration and we certainly have the aspiration to increase the percentage of our investment in your great country,” Mr. Brilliant said.
Along the same lines, Paul Hinks commended Mr. Buhari’s exemplary leadership and stated that CCA and the Chamber recognize that Nigeria stand presently on the verge of tremendous opportunity.

“We both want to facilitate trade and investment between the US and Nigeria in key areas like security, power, agribusiness, health, ICT, infrastructure, transportation, oil and gas, and things like the factory Proctor and Gamble is building in Nigeria,” he said.
In an equally gracious response, President Buhari acknowledged the “excellent political relations” between the two countries as enshrined in the US-Nigeria Bi-national Commission.

He said that his administration will foster similar deep business ties between the two countries by creating “necessary environment for future investment in Nigeria”.

Mr. Buhari invited American business leaders to take advantage of opportunities in Nigeria, promising that his administration will be attentive to the needs of genuine investors by easing visa procedures and promoting “accountability and good governance, respect for rule of law, strict compliance with and observance of contractual agreements”.

He touted the country’s population and market size as well as vast natural resources and skilled workforce as Nigeria’s competitive edge over other business destinations in Africa and, as advantages American investors can tap into.
Mr. Buhari emphasized the need for the private sector to assume a greater role in economic development in Nigeria as the country “takes steps to a non-oil based economy”, adding that Nigeria has enormous economic potentials that require heavy funding which cannot be sourced locally in Nigeria alone.

He called on multilateral agencies such as “Overseas Investment Corporation and the US Export-Import Bank to increase investment and funding of such businesses on favorable terms.”

President Muhammadu Buhari on Tuesday in Washington urged American entrepreneurs to use the opportunities offered by the liberal trade and investment climate in Nigeria to do profitable business.
Buhari, who gave the advice at a business forum organised by the United States Chamber of Commerce and The Corporate Council on Africa, said that his administration would continue with the Federal Government’s privatisation programme in various sectors of the economy.
According to him, the privatisation exercise will be expanded to include the nation’s aviation, telecommunication, energy, gas, solid minerals, health, and infrastructure development sectors.

“It is my intention to create the necessary environment for future investment in Nigeria.
“We are the most populous nation and largest market in Africa with vast human and natural resources and blessed with abundant young skilled workforce
“We are, therefore, proud candidates to become the destination of choice for United States investments in Africa. I will work assiduously to welcome new investors tour country.
“I would like to remain you all that we are continuing in major privatisation programme with sectors ranging from telecommunication energy, gas, solid minerals, aviation, health and infrastructural development, but with improved moral architecture.
“We will also simplify visa procedures based on the principle of reciprocity.
“May I, therefore, seize this opportunity to formally invite the American business community to take advantage of our liberate trade and investment climate to do profitable business in Nigeria.”

The President, therefore, called on the business communities in the United States and Nigeria to exploit the excellent political relations between the two countries to expand trade and investment as well as enter into joint venture projects in priority sectors of the Nigerian economy.
He identified the power generation, gas, agriculture value chain, mining, health, tourism, among others, as the sectors needing expansion.
He said: “While I recognise the pivotal role of government in facilitating and promoting economic growth, the private sector must assume an increasing role as part of the engine of growth.
“We will welcome genuine investors, who are willing to come to Nigeria for solid mineral exploitation.”
He pledged that his administration would carry out its key campaign promises including the creation of employment opportunities for millions of Nigerian youths.

“Generating employment was one of my key campaign promises. I will do my best to keep this promise.
“There is no other way to expand economic opportunities and create employment opportunities for millions of our youths than boosting domestic manufacturing, undertaking infrastructural development and industrialisation.
“Let me repeat, Nigeria will partner with genuine investors who are willing to join us to achieve our economic objective and at the same time realize handsome returns to recoup their investments
“There is more to Nigeria than oil. This is why I will continue to stress the need for increased United States investments in our non-oil sector.
“In this respect the present administration will be attentive to the needs of the business community and pursue policy that will strengthen the sectors that drive the growth.”

Buhari reassured that his administration would reduce waste in the management of the Nigerian economy through prudence, accountability, and good governance as well as respect for the Rule of Law, strict compliance with and observance of contractual agreements.
According to him, Nigeria has huge economic potential that required heavy funding that cannot be sourced locally.
“In this regard, I want to use this platform to encourage United States foreign investment and funding agencies such as Overseas Investment Corporation and the United States Export–Import Bank to increase access to capital and funding of such businesses on favourable terms.
“Nigerian potentials are already being exploited,” he said.
In his remarks, the Chairman, Corporate Council on Africa, Mr Paul Hinks, expressed the readiness of American investors to do business with the new government in Nigeria.

He, therefore, invited Buhari to chair the council’s summit scheduled to hold in Ethiopia in November.

How would you assess the Central Bank of Nigeria’s Cashless Nigeria initiative so far?

It is an interesting question that often comes up. If you look at factors like how many Point of Sale terminal we have installed in Nigeria over the past four years and you compare it to other African countries, you can only say we have achieved much success. Really, we are nearly at par with South Africa. South Africa issued the first Visa card about 30 years ago, and in only four years we have come at par in terms of the number of places you can use your cards. So that is in the driving success. But this is stage one. But the stage two which is in the area of laying out infrastructure and choosing how that infrastructure is going to be used, there is still opportunity. Yes infrastructure is there but how do you drive the utility? How do you ensure it is used to the point that everybody gets benefit? So I think the works that need to be done now have to do with driving utility. And for me, the key area in terms of driving utility has to do with helping banks to develop products that really meet their customers’ needs. You would see that the card programmes that have the most usage are those that were designed to meet specific needs. And how do you help more banks to do that? Specifically, one key area in Nigeria is the issuing of credit cards. We have prepaid debit card that has to do with spending your own money. But credit card has to do with having a line of credit. What we have seen is that because there is a huge opportunity in this area, the best designed card programmes get great utility. So how do we help more banks to do this? You see for instance that Diamond Bank won an award for its credit card programme. And one of the comments from the head of transactions banking in the bank is that we need more banks to issue credit cards. And the reason is that the more banks issue credit cards, the more awareness is created and the more consumers are able to have better understanding of it and this lead to more utility.

Can you enumerate other main factors slowing down the use of credit card in Nigeria?

We facilitate our clients (banks) to issue both debit prepaid and credit cards. There are really some strength in the use of credit cards from the experience of the banks that have issued them. I would say that the challenge is not about issuing credit cards but in getting people to understand that these cards can be issued appropriately, and how to ensure that the banks that will issue them are comfortable in terms of how they are going to manage the risks around it. Diamond Bank and other banks have proved that it can be done. However, there are still things that are coming through in the industry like the Bank Verification Number. The BVN will make banking industry to know that Ade Ashaye in one bank is the same Ashaye Ade in another bank. All these things will help to provide more information that will make risk managers in banks to be a little bit more comfortable. And it is really down to your appetite to take and manage risks.
