You said Java is easy to go if you run into bugs while Kotlin has made it easier to reduce running into bugs especially it null safety writing boilerplate lesser code unlike Java that is too verbose which tends for developer no matter his/her experience writing code will run into bugs.
In Kotlin you may write 5 codes of lines to print out while in Java it could be 30 codes of lines of the same thing.
This is what Kotlin has reduced and it shines here.

I asked what was Dope because developers tend to look for very nifty features and fancy things. Nairaland is a typical example of success by simplicity. No fanciness. No tricks. I know a lot of us scream that Seun needs to upgrade the site with new features. But I was in a village for a month with only Edge connectivity. The only website that loaded quickly was NL because it didn't have to load all those fancy JS framework that developers use to "Dope" their projects. So I'm asking again why did you say that forum is Dope?

As for when to start monetising I'd say when you have built a critical mass of returning users.

I like the color combination. The good use of icons. Font sizing and colorings. The developer also made good use of Ajax.

The website is also very simple and intuitive for me.

As for me, you don't need massive users before you start looking for investors?

The developers problem might be that he doesn't have the fund to advertise. An investment of 200k or more might change his story.

I will advice you to go with Java instead of kotlin, yes Google is trying to hard to promote it over Java but Java is more grounded and you have nothing to lose learning Java over kotlin as you can always convert your Java code to kotlin using Android studio if need be

This is another angle.

Google themselves recommended Kotlin over Java for Android application development that's why I always recommend it.

If I were to become an android app developer today, I'd take kotlin over Java.

That's just my own view sha.

I use netlify. It's the best for jamstack applications. Headless wordpress configurations. It watches for changes from my GitHub and my hosted wordpress website and makes changes automatically as things are updated. There's also the issue with redirects and sitemaps which Netlify handles very well.

When I wanted to host my portfolio website wey I never finish netlify gave me few problems but I ported to vercel and it worked one time. I'm using the free tier though.

@OP why do you want IAAS specifically?

For Laravel app, I think Forge or Digital ocean will do just fine. Forge was built by Taylor so it's a good choice for Laravel. It's cheap, I've never used it though.

I doubt if they are IAAS though. More like PAAS.
