Two Electoral Officers who supervised the last governorship election in Osun state have been suspended by the Independent National Electoral Commission INEC over alleged electoral fraud during the exercise.
The suspended officers according to reliable sources are messres Fabunmi F.T and Esinoye A.O who were said to have allegedly colluded with the All Progressive Congress APC to manipulate electoral process in favour of the party in Osogbo and Obokun local government councils respectively.
Credible sources at the INEC headquarters in Osogbo, told our correspondent that the “development is the outcome of preliminary investigation by the INEC National Commissioners, who were deployed by the commission to supervise the August 9 governorship election in Osun”.
According to one of the sources, who pleaded for anonymity on the matter said, “the two Electoral Officers are suspended to create enough room for thorough investigation into electoral offences leveled against them. After the investigation must have been concluded, appropriate legal action if need be would commence to punish them for the misdemeanor”.
“The two affected officers were part of EOs that participated in the distribution and collection of sensitive electoral materials in Osogbo and Obokun local governments during the August 9, 2014 gubernatorial election. They were accused of allegedly selling blank ballot papers to the APC and manipulating form EC8 Series to favour APC, voiding PDP votes “, the source added.
When contacted the INEC National Commissioner, who supervised the election, Ambassador Mohammed Wali confirmed the development, saying that the two affected EOs are currently under suspension, pending the outcome of investigation into issues raised against them.

Nigerian Troops Return From Cameroon, Continue Counter Terrorism Campaign

The Defence Headquarters has confirmed that troops who returned from Cameroon were on Tuesday addressed by the General Officer Commanding 3 Division, Major General Zaruwa, as they embark on another mission in the Counter Terrorism campaign.



All the soldiers are in high spirit with all their weapons and equipment intact.

The Nigerian Defence headquarters on Monday clarified issues concerning Nigerian troops who found themselves in Cameroon during a fierce battle with terrorists.

The BBC, quoting Cameroon’s army, said that about 480 Nigerian soldiers fled into Cameroon following fierce fighting with Boko Haram militants.

Cameroon’s Army spokesman, Lt Col Didier Badjek, told the BBC that the soldiers had been disarmed and were being accommodated in schools.

The Nigerian soldiers are currently in the Cameroonian town of Maroua, about 80km (50 miles) from the Nigerian border, Lt Col Badjek told the BBC on Monday.

“Tactical Manoeuvre”

However, in a post on its website on Monday, the Defence headquarters said: “The Nigerian troops that were found in Cameroun was as a result of a sustained battle between the troops and the terrorists around the borders with Cameroun which saw the Nigerian troops charging through the borders in a tactical manoeuvre.

“Eventually they found themselves on Cameroonian soil. Being allies the normal protocol of managing such incident demanded that the troops submit their weapons in order to assure the friendly country that they were not on a hostile mission.

“Following necessary discussions between Nigerian and Cameroonian military authorities, the issues have been sorted out. Subsequently, the troops are on their way back to join their unit in Nigeria”.

NPA in a statement by it's Head of Public Affairs department, Mr. Musa Illya, said; “The Lagos State Government is surely one of the biggest beneficiaries of the port concessions in terms of the revenue it collects from importers as wharf landing fees, and other businesses generated by the port activities.
“Therefore one would expect his Excellency to be more circumspect in his assessment of the situations. It is important to appreciate also that in view of capacity deficiency of the roads within Apapa, which were built in the 1970s, the Federal Government awarded the contract for the rehabilitation of the Apapa-Oshodi Road to two reputable companies and work is on-going. Credit should be given to the Federal Government for this.
The NPA also in response to the increase in the volume of cargo, which outweighed the road’s capacity by over 200%, said it encouraged the development of two major truck holding bays, situated at the Trade fair complex on Lagos Badagry Road and the Tin Can Island Ports to properly control and manage the movement of trucks around the ports and the incidence of indiscriminate parking.
“Furthermore, the construction of the rail tracks at the Lagos Ports Complex have been completed and linked to the National grid and movement of containers by rail have also commenced. This has reduced the pressure of delivery of cargo by road.
“All these are efforts by the Federal Government and the NPA, as an agency of the government, to improve and sustain efficient road transport network within Apapa and its environs with the ultimate aim of improving cargo delivery within Apapa district.
“While we appreciate the concerns of the Lagos State Governor over the situation, however, we appeal to the Governor to partner with the Federal Government, the NPA and other agencies concerned to find a lasting solution to the gridlock”.
Efforts to reach the Commissioner for Information and  Strategy Lateef Ibirogba and Commissioner for Transportation, Mr. Kayode Opeifa, for comments were unsuccessful as calls to their mobile phones were unattended to at time of this report.
Governor Fashola about three weeks ago visited Apapa and lampooned the management of the authority over its inefficiency in monitoring the handling of cargo operations at the various terminals.
He also blamed the Apapa gridlock on the insufficient and obsolete equipment deployed to the ports by terminal operators

AFTER fruitless attempts to pin down and arrest impeached Adamawa State Governor, Murtala Nyako, the Federal Government appears to be under pressure to declare him wanted.

The government wants the former Chief of Defence Staff arrested and prosecuted over alleged looting of Adamawa State treasury and treason against Nigeria.

There were clear indications last night that security agents, who have been combing Yola and Abuja for Nyako, were frustrated over their inability to trace his whereabouts fueling impression that the axed governor is on the run.

According to a competent source in Yola, Nyako’s security aides are said to have ferried him out of Yola to an undisclosed location the same day he was sacked from office.

Although, many believe that the former governor was still in Yola, other sources claim he had travelled to Saudi Arabia while some say he is in Abuja, the Federal Capital Territory.

Nyako not on the run—Aide

Nyako’s spokesman, Sajoh Ahmed said yesterday that his boss was not on the run. “Governor is not on the run. He left Yola on the same day of the impeachment. I don’t know where he is at the moment. I am now in my own house. It is wrong to say he is on the run,” he said.

The plot to arrest Nyako was hatched a few hours after Adamawa lawmakers voted for his removal from office, having mobilised the required two-third majority to sack him.

Saturday Vanguard’s investigation showed that the federal authorities were considering the option of declaring Nyako wanted as a last resort to compel him to come out and face the gamut of charges prepared against him by both the office of the Attorney General of the Federation and the Economic and Financial Crimes Commission, EFCC

The two-pronged legal onslaught against Nyako also known as Baba Mai Mangoro, which is to be unleashed by the AGF and EFCC, almost simultaneously, is expected to take off as soon as he is arrested by security agents, who have been combing Yola and Abuja for him.

The AGF, it was learnt, has been given marching orders by the Presidency to prepare charges that may send Nyako to prison for the rest of his life, if convicted.

The EFCC, on the other hand, has been busy assembling vital documents and witnesses that will enable it to nail Nyako once he is arraigned in court.

One of the top officials of the Nyako administration that might be used as a witness against him, is the man, who served for many years as the Secretary to the State Government, SSG, who has since been arrested and detained by the EFCC over the looting of the state’s funds.

A senior EFCC official     told Saturday Vanguard yesterday that it was in preparation for trying Nyako that the former SSG was being detained and questioned by its operatives.

“Yes, we are keeping the SSG and he is helping us in relation to the huge sum of money that was stolen under Nyako’s leadership. We are not likely to release the man until the trial begins. We are still looking for Nyako and we know that he has gone underground but we may be forced to declare him wanted, if he proves difficult,” the source said.

The commission is also said to have arrested some other officials, who served under Nyako and transferred them to Abuja in preparation for the legal battle to retrieve the state funds.

The North-East Regional Manager of a third generation bank, who reportedly granted a loan of N43 billion to the Nyako government without approval by the Security and Exchange Commission, SEC, and other relevant agencies, is said to have been detained by the anti-graft agency.

The EFCC is grilling the bank official on why he allowed the state governor and his officials to draw from a loan that was not approved by the relevant agencies of government, accusing him of aiding and abetting fraud.

Torrential rainfall Monday   in Igarra, headquarters of Akoko-Edo local government area of Edo State has claimed the lives of four persons among whom was an undergraduate .

The rain  which  started around 11 am on the fateful day, was also reported to have caused serious flooding, destroying over 50 houses and properties worth millions of naira.

Two of the victims,  a young girl and a pastor were said to be travelling to Igarra from Auchi in a commercial vehicle alongside other passengers when their vehicle broke down in Egbigere about five minutes drive to their destination and when they attempted to push the vehicle, the flood occasioned by the rain swept them off the road into a nearby stream where they drowned.

Their dead bodies were discovered the next morning while the two other victims, a middle aged man in Utua area of the community was said to have visited a friend when the building collapsed on him, while the undergraduate was swept away by the flood while coming home from school. Their bodies were also recovered the following morning.

Osogbo -  PDP’s governorship candidate in Osun, Sen. Iyiola Omisore has accepted the challenge to an open debate with Gov. Rauf Aregbesola.
The acceptance is contained in a statement given to newsmen in Osogbo on Tuesday by Mr Diran Odeyemi, Omisore’s Director of Media Affairs.
Gov. Rauf Aregbesola, APC’s candidate in the Aug. 9 election, had thrown the challenge at the inauguration of Ayegbaju International Market on Tuesday in Osogbo.
However, the statement said the governor must ensure that security prevailed for the debate to take place. “Assurance of safety, among other things, would make Omisore to attend the debate.
“When an argument is being made between two different parties for instance, it may result in physical assault and harassment.
“The senator is a complete gentleman and a holder of PhD. So, we need an assurance that there will be no physical assault on him’’, the statement said. (NAN)

Troops have cleared and taken over Balmo forest in a military operation that lasted throughout the weekend.

Prior to the operation, Balmo forest, stretching from Bauchi through Jigawa states with links to the fringes of Sambisa forest, was used by the terrorists as bases and hideouts for launching attacks.

A statement by the Director, Defence Information, Maj.Gen. Chris Olukolade, in Abuja on Monday, said terrorists  and armed gangs, operating in the forests, were completely rooted out while some were captured during the operation.

It however did not specify the number of those arrested during the operation, but said two foreigners, suspected to be mercenaries, were among those captured.

Also recovered were several weapons and equipment including power generating sets, communication equipment, vehicles, motorcycles, foodstuff and kitchen utensils.

In another development, over 44 terrorists have died in Kerenoa and adjoining communities, following an encounter with troops who repelled an attack on the communities.

Armed with Improvised Explosive Devices and other high caliber weapons, a large number of terrorists had carried out a predawn attack on the communities but met with stiff resistance from the troops.

During the operation, several of them were captured as well as weapons and ammunition of various calibre,according to the Defence headquarters.

“Meanwhile, troops on routine patrol around Banki and Miyanti in Borno State during the weekend fought through an ambush laid by terrorists resulting in casualties on both sides.

“Altogether, a total of six soldiers were lost in the various encounters with terrorists while those wounded are receiving treatment,” the statement added.

Egypt: APC Equivalent to Egypt's Muslim Brotherhood

An Islamic cleric and a group under the aegis of Religious Equity Promotion Council (REPC) have accused the All Progressives Congress (APC) of championing an Islamic agenda in Nigeria just like the Egypt Muslim Brotherhood, explaining that that is why all the members of the Interim Executive Committee of the party are Muslims.

In two separate a statements by the REPC's Secretary General, Tanko Garba and Muslim cleric, Ambassador Yusuf Garba, they queried the rationale why almost all the members of the National Interim Executive Committee of APC and their presidential aspirants were mainly Muslims, "if not with the intention of Islamising Nigeria like the Muslim Brotherhood of Egypt."

According to the statement, "It is not out of the ordinary that the executive Interim committee of APC are Muslims. Does it mean that the APC would be the Nigeria version of the Egyptian Muslim Brotherhood Party? Check out this, party leader for the North is General Muhammadu Buhari (rtd) is a Muslim; the party leader for the South, Senator Bola Tinubu is also a Muslim.

"The National Chairman of APC, Bisi Akande, is a Muslim; the Deputy National Chairman, Aminu Bello Masari, is a Muslim; the National Secretary of APC, Tijani Musa Tumsah; the Deputy National Secretary, Nasir el-Rufai and the National Publicity Secretary, Lai Mohammed, are all Muslims.

"The National Treasurer of APC, Sadiya Umar Faruq; the National Financial Secretary, Shaibu Musa; the National Youth Leader, Abubakar Lado; the National Legal Adviser, Muiz Banire the Deputy National Auditor, Bala Jubrin and the National Woman Leader, Sharia Ikeazor (Muslim Convert), are all Muslims."

Also, the members of the ex- officio members, the statement said, are mostly all Muslims, citing for instance that ex officio members, Muiru Muse and Yemi Sanusi, are all Muslims.

The now asked: "Does it mean that there are no Christians worthy enough to occupy these executive positions of the APC, where is their sense of religious balancing, if not to deliberately cause religious disharmony in Nigeria."

The group said Nigeria is a secular nation, alleging that the plan of the APC was to cause religious crisis in the country by concentrating all its executive positions in the hands of die-hand Muslims, who believe that the Christians were second hand citizens of the free country called Nigeria. Accordingly, the group alleged that: "What the APC wants to do is to cause the dislocation of the harmonious existence of Nigeria as the Egypt Muslim Brotherhood is currently doing in Egypt."

In 2001 the world began talking about the Bric countries - Brazil, Russia, India and China - as potential powerhouses of the world economy. The term was coined by economist Jim O'Neill, who has now identified the "Mint" countries - Mexico, Indonesia, Nigeria and Turkey - as emerging economic giants. Here he explains why.

So what is it about the so-called Mint countries that makes them so special? Why these four countries?

A friend who has followed the Bric story noted sardonically that they are probably "fresher" than the Brics. What they really share beyond having a lot of people, is that at least for the next 20 years, they have really good "inner" demographics - they are all going to see a rise in the number of people eligible to work relative to those not working.

This is the envy of many developed countries but also two of the Bric countries, China and Russia. So, if Mexico, Indonesia, Nigeria and Turkey get their act together, some of them could match Chinese-style double-digit rates between 2003 and 2008.


Something else three of them share, which Mexican Foreign Minister Jose Antonio Meade Kuribrena pointed out to me, is that they all have geographical positions that should be an advantage as patterns of world trade change.

For example, Mexico is next door to the US, but also Latin America. Indonesia is in the heart of South-east Asia but also has deep connections with China.

And as we all know, Turkey is in both the West and East. Nigeria is not really similar in this regard for now, partly because of Africa's lack of development, but it could be in the future if African countries stop fighting and trade with each other.

This might in fact be the basis for the Mint countries developing their own economic-political club just as the Bric countries did - one of the biggest surprises of the whole Bric thing for me. I can smell the possibility of a Mint club already.

What I also realised after talking to Meade Kuribrena, is that the creation of the Mint acronym could spur pressure for Nigeria to become a member of the G20, as the other Mints already are.

This was something the charismatic Nigerian finance minister, Ngozi Okonjo-Iweala was keen to talk about: "We know our time will come," she said. "We think they are missing something by not having us."

Meade Kuribrena went so far as to suggest that, as a group of four countries, the Mints have more in common than the Brics. I am not sure about that, but it is an interesting idea.

Economically three of them - Mexico, Indonesia and Nigeria - are commodity producers and only Turkey isn't. This contrasts with the Bric countries where two - Brazil and Russia - are commodity producers and the other two - China and India - aren't.

In terms of wealth, Mexico and Turkey are at about the same level, earning annually about $10,000 (£6,100) per head. This compares with $3,500 (£2,100) per head in Indonesia and $1,500 (£900) per head in Nigeria, which is on a par with India. They are a bit behind Russia - $14,000 (£8,500) per head - and Brazil on $11,300 (£6,800), but still a bit ahead of China - $6,000 (£3,600).

A big question that guided my thinking on visits to these countries for the BBC was - "How do these countries actually feel on the ground, compared to my own expectations and the general consensus of opinion?"

When expectations are low - as one might generally say about Nigeria for example (although not in recent years among specialist investors in Africa) - it is easier to be positively surprised.

But the opposite is also true - and this could be a problem for Mexico, which financial investors are really quite excited about.

I returned from my travels thinking it won't be so difficult for Nigeria and Turkey to positively surprise people, as many put far too much weight on the negative issues that are well-known - crime and corruption in Nigeria, for example, or heavy-handed government in Turkey.

Indonesia, I am less sure about. The country's challenges are as big as I thought and I didn't hear too many things that made me go "Wow" in terms of trying to deal with them. The country needs more of a sense of commercial purpose beyond commodities, and has to improve its infrastructure.

In Turkey, visits to white goods manufacturer Beko and Turkish Airlines, the world's fastest growing airline, definitely made me go "Wow", and in Nigeria, I was saying it all the time.

The creativity in that place is so easy to get enthused about, at least it was for me, and I returned full of excitement about different personal investments I might follow up on.

In Mexico I was all set to be disappointed, as expectations are so high, but the young president and his equally young colleagues are full of determination to change the place.

If you thought Maggie Thatcher stood for serious reforms, these guys make her seem like a kitten. They are reforming everything from education, energy and fiscal policy to the institution of government itself.

What about all the challenges and things that usually scare people? Well corruption is obviously one topic that all four would seem to share, and I had many interesting discussions about it in each country.

In Nigeria, Central Bank Governor Lamido Sanusi argued that corruption rarely prevents economic development - and that the growth of the economy, accompanied by improvements in education, will lead to better governance and greater transparency.

Such views are important to listen to, as an alternative to our often simplistic Western way of thinking. For many credible people in the Mint countries, corruption is a consequence of their weak past, not a cause of a weak future, and certainly not the number one challenge. It falls way down a list compared with the costs of energy and the breadth of its availability and, of course, infrastructure.


Generators are much in demand in Lagos
Sorting out energy policy was seen in both Mexico and Nigeria as a top priority and each country has launched a major initiatives this year, which if implemented, will accelerate growth rates significantly.

Here is an amazing statistic. About 170 million people in Nigeria share about the same amount of power that is used by about 1.5 million people in the UK. Almost every business has to generate its own power. The costs are enormous.

"Can you imagine, can you believe, that this country has been growing at 7% with no power, with zero power? It's a joke." says Africa's richest man, Aliko Dangote.

He's right. I reckon Nigeria could grow at 10-12% by sorting out this problem alone. That would double the size of its economy in six or seven years.

In Indonesia, the fourth largest country in the world, I would say leadership and infrastructure are the major challenges, though there are many more too. But challenges and opportunities sit side by side.

In one of Jakarta's slum areas, Pluit, the land is sinking by 20cm per year because of over-extraction of water, but property prices elsewhere in the city are rocketing.

I talked to a man building the country's first Ikea store, who reckons a third of greater Jakarta's population of 28 million (the third biggest conurbation in the world) would have sufficient disposable income to shop at his store. As he said: "We just know it's going to work."

In Turkey of course, its politics and the combination of a Muslim faith with some kind of desire to do things the Western way is a unique sort of challenge. Some might argue the same challenge exists for Indonesia but I returned thinking this was not the case. In Jakarta at least, the Western way of doing things seems to be generally accepted - in striking contrast with Turkey.

So can the Mints join the top 10 largest economies in the world, after the US, China, the rest of the Brics and maybe Japan?

I think so, though it may take 30 years.

I look forward to going back to each of them more regularly now I am helping to put them on the map, just as happened with the Bric countries 12 years ago.
