(4) Notwithstanding the provisions of subsections (2) and (3) the Commission may, if satisfied that the result of the election will not substantially be affected by voting in the area where the election is cancelled, direct that a return of the election be made.
Since this areas of over voting and the cancellation subsequently affects the overall outcome of the election, a re run should be conducted.

But it is far better than a situation where governors just write vote different from what their opponent had in their stronghold.
I can have 20k votes and a governor can just collude with INEC to say I had 5k and he will be declared winner. That is not possible again.

My concern is that with PVC and BVAS, you can, or should be able to, tell who the real voters and discard the fake votes. That's the smarter thing to do!

Let me tell you, he knows fully well that they are overvoting but what he thought was that they won't be able to detect everyone of those units and BVAS is still at the initial stage so lot of those guys don't know the extent yet. So only people with PVC registered in a polling unit can vote. Can there be double voting? If not, then they should know the votes which appeared twice.
If I send thugs to a polling unit to over vote, the bvas should say that I've voted somewhere already and disallow me from voting.

The brewery is a German company. So if he has shared there and buys shares for his State in the same company doesn't that mean he wants the best for his State as much as he wants for himself?
You don't even have evidence that he owns shares in that company but if he does that goes to show he only gets for his State what he also considers good for himself.
