Well, to the best of my understanding about how casual and annual leaves work, in my organization you are only entitled to apply for casual leave after you have exhausted your annual leave. You cannot go on casual leave if you still have any annual leave left.
The only deductible leave from your annual leave is medical leave. And that can only happen if there happens to be an emergency where you need a medical leave after you have exhausted your annual leave. Means the number of days you spend in your medical leave would be deducted from your next year annual leave.
