A federal SARS commander of a Rank of Chief Superintendent of Police (CSP) but not below Superintendent of Police (SP) will be in charge of FSARS in State and Zonal Commands across the country. "6. All commissioners of police have been directed by the inspector general of police to comply with this directive with immediate effect and warn their personnel not to pose as SARS operatives. The IGP X-Squad and Monitoring Unit have been mandated to go round the Commands and Police Formations nationwide to ensure strict compliance with the Presidential directives and apprehend any erring police officer. "7. A new Standard Operational Guidelines and Procedures, and code of conduct for all FSARS personnel to ensure that the operations of the Federal Special Anti-Robbery Squad is in strict adherence to the rule of law and with due regards to international human rights law and constitutionally guaranteed rights of suspects will be enforced in totality by the commissioner of police, FSARS. Other measures to be implemented by the Force in observance of full compliance with the presidential directives are as follows: i. Human Rights Desk Officers for FSARS in every State to take complaints from the public and forward same to Force Headquarters, the officer will be answerable to the commissioner of police, FSARS at the Force Headquarters and not Commander FSARS in the states. ii. Medical/Psychological evaluation of all FSARS personnel will be carried out immediately. iii. Redesigning of new uniform with identity name tag for all FSARS personnel throughout the Country will be done immediately. iv. Henceforth, FSARS personnel will not perform Stop and Search duties except on distress call to respond to armed robbery and kidnapping offences only. 8. The Force will be transparent, cooperate, and work cordially with the National Human Right Commission on the special panel that will conduct an investigation of the alleged unlawful activities of FSARS to address grievances from the public against the personnel of FSARS in compliance with the presidential directives. 9. Furthermore, a new training program to be organized by the Force in collaboration with some Civil Society Organizations (CSOs), Local and International NGOs, and other Human Rights Organizations on core Police Duties, Observant of Human Rights and Handling, Care and Custody of Suspects have been directed by the Inspector General of Police for all Federal SARS personnel nationwide with immediate effect. 10. A committee of Senior Police officers, Technical Consultants, Human Rights/Civil Society organizations (CSOs) has been setup to review the activities of FSARS under the new arrangement. They are to pay unscheduled visits to FSARS formations across the country with particular attention to States with high complaints index, to assess facilities and situations in these States and submit report to the inspector general of police on regular basis. 11. The Peoples Democratic Party (PDP) has told the All Progressives Congress (APC) that it will henceforth vehemently dismantle its rigging machinery in future elections, beginning with the Osun governorship election next month.

The party says that now that it has become manifest to Nigerians and all parties that the APC is only interested in rigging elections brazenly, it will henceforth contend with APC, head to head, means to means, scheme to scheme, shenanigan for shenanigan, in all ramifications and magnitude, to discomfit them in all coming elections in the country.

The PDP said it has thoroughly reviewed all infractions, barefaced suppression, unleashing of violence and unabashed use of security forces and compromised electoral officers to rig elections against it since the assumption of office of President Muhammadu Buhari and vowed to never again allow the APC and its Federal Government to continue to use foul means to usurp power as it has done in the past and merely ask the PDP to go to court. Never!

The PDP has particularly reviewed the rigging of Edo state governorship election in 2016, the blatant rigging of the July 14, 2018 Ekiti state governorship election and the last Saturday’s federal constituency bye-elections in Bauchi, Katsina and Kogi states.

The review shows that the PDP won in all the elections but was viciously manipulated out by the APC- controlled Federal Government through the instrumentality of violence against PDP agents and supporters, vote buying, use of thugs, ballot snatching, harassment, arrests, maiming and even killing of PDP supporters in addition to use of compromised electoral officers to cancel votes belonging to the PDP, alter results from polling centers and then return APC candidates as winners.

Furthermore, the PDP takes very strong consideration of the open boasts and chest-thumping by officials of the Buhari Presidency and the APC, particularly on their rigging of the Ekiti governorship and the federal bye-elections in Bauchi, Katsina and Kogi states, where APC thugs were allowed to freely use weapons against PDP supporters.

This is in addition to the unholy convergence of APC governors and security goons in constituencies where elections are held to supervise the free distribution of funds to buy votes, bribe electoral officers and openly intimidate the people.

The PDP therefore resolves that in as much as it remains a law abiding political party, conducting its affairs strictly within the ambit of our nation’s electoral laws; the party will henceforth directly and physically confront and resist the desperate and greedy power grabbers from always having a field day in seizing our democratic institutions and circumventing the rules during elections.

Consequently, the PDP directs all its state governors, officials at state and zonal chapters, national and state assembly members and all other elected leaders at all levels to get ready to move into Osun state and provide all support necessary and germane in all the nooks and crannies of Osun state in the forthcoming election.

Similarly, the PDP directs all its presidential aspirants to move all their political machinery into Osun State within this period, as well as get prepared to physically participate in the election process.

Our insistence as a party is for a level playing ground, a free, fair and credible electoral process, where all votes will count just as our party provided for General Buhari in 2015, that enabled him to be elected as president.

However, we will not accept our respect for democratic tenets to be taken as a mark of cowardice or weakness.

Finally, the PDP raises this as a wake-up call to all lovers of democracy across our nation to rise in this spirit to safeguard our democracy from all anti-democratic and oppressive forces represented by the APC and the Buhari Presidency.

Ahead of the 2019 General Elections in Rivers State,the Senator Representing Rivers West Senatorial District in the Senate Senator Osinakachukwu Ideozu has abandoned the State Governor Barr Nyesom Wike and set to dump the PDP for the All Progressive Congress.

According to findings by PUO REPORTS,Senator Ideozu a Former Commissioner For Finance during the First Tenure of Former Rivers State Governor Rt Hon Chibuike Amaechi has concluded arrangement with the Leadership of the All Progressive Congress to Defect to the Party ahead of the 2019 General Elections.

It was gathered that the pleadings by Governor Nyesom Wike could not stop the Senator who accused the Governor of not allowing him full Control of the Political rumblings in Ahoada East Peoples Democratic Party(PDP).

Governorship aspirant of the All Progressives Congress (APC) in Rivers State, Senator Magnus Ngei Abe, has declared that last Saturday’s vandalization of the party’s new secretariat by hoodlums will not stop its official opening ceremony.

Abe made the declaration while speaking at Bori, Headquarters of Khana Local Government Area of Rivers State, during a special prayer session organized by women of the Rivers South-East Senatorial District.

The Senator said: “Let me say very clearly that today, some people went and attacked the new party office that the party is trying to open on Aba Road, Port Harcourt.

“The whole idea of bringing guns into politics is to intimidate people. To create fear in your mind. To make you think that no matter how many you are, with one gun, they are more than you. That is the message they want to send”.

“But let me stand here, before God Almighty and respond to them. And let me also say that when we don’t carry guns, it is not because we don’t know where guns are.

“I have said it before, that I buy computers for students because that is what I give my own children”.

“If guns are so good, go and give them to your own children. What you are not giving to your children and you go outside and give it to the children of other people while your own children are in America, your own children are in London, your own children are in the most expensive universities in this country”.

“Then to other people’s children, you are comfortable to give them guns and send them to go and attack other people’s children, if you are that kind of leader, you are not a good leader and God will not support you.”

Abe, who is also the senator representing Rivers South-East Senatorial District in the National Assembly, called on the Inspector-General of Police, Ibrahim Idris, to launch an investigation into the attack on the new party secretariat in order to bring the perpetrators to book.

“Let me use this opportunity to reiterate that I am a man of peace and will remain a man of peace”.

“Everybody knows that when the righteous rule, the people rejoice because they know that the righteous will not buy guns for other people’s children in the name of politics. We will not allow it”.

Senator Abe who had been having a running battle with the Embattled Minister of Transportation Mr Chibuike Amaechi over his 2019 Governorship ambition said no amount of attack and threats will stop a man whose time has come.

The Senator who spoke on Saturday in Bori urged his Supporters to remain calm but resist any form of intimidation from any quaters.

Retired civil servants in Rivers State have taken to the streets of Port Harcourt to protest unpaid three years gratuity and pension owed them.

The protesters had placards with inscriptions like; “If you are Mr Project, Know that Retired civic servants are major project”, “Mr Project Pay us our Pension because our people are homeless and our children are out of school”, “We are dying.”

The protesters, who were chanting anti government songs, demanded for the payment of their three years gratuity and pension, just as they asked for the removal of contributory pension law.

The leader of the protesters, Lucky Atti, at the office of the Rivers State Head of Service demanded the abrogation of the Contributory Pension Law, which he claimed was the cause of the hardship of pensioners.

Atti said majority of pensioners had been suffering from different forms of terminal ailment in the past three years.

“It is not a curse to be a retired civil servant in Rivers State. It not a crime. Many of us have served for as much as 33years and here we are with nothing.

“We can no longer fend for our families. The Governor should do something about this before we all die of hunger and sicknesses.

“We have written to Governor Nyesom Wike on several occasions. We have even met with stakeholders, including the religious leaders, to help us talk to him but all to no avail. We have been on this for the past 3years,” he said.

Addressing the pensioners, Rivers State Head of Service, Rufus Godwins blamed the past administration of former Governor Rotimi Amaechi for the backlog of pension allowances.



According to Godwins, “These allowances are owed by the past administration. The past administration did not remit the deduction of pensions to the pensioners’ agents. But I will take your case to the Governor”.

The battle for the soul of the All Progressives Congress, APC in Rivers state between the Minister of Transportation, Rotimi Amaechi and Senator Magnus Abe is far from over.

This was as Justice Nworgu of the High Court in Port Harcourt has refused to identify with the ruling of the Appeal Court over the conduct of Ward, Local government and state state congresses that produced Ojukaye Flag Amachree as the Chairman of APC in Rivers state.

It was recalls that the Appellate court upheld the APC congress in the state but asked all parties to return to the lower court where the issue of who represents the APC in Court should be settled.

However, when the matter came up at the lower court on Thursday, Justice Nworgu foreclosed the issue of representation, thereby recognizing Felix Nwafor as the bonafide lawyer representing the APC.

Justice Nworgu said he was in possession of two letters believed to have been sent to the court by the National Legal adviser of the APC on who should represent the party.

He disclosed that the letter instructed the court not to entertain Lateef Fagbemi SAN and Tuduru Edeh as legal representatives of the APC.

But the Senior Advocate of Nigeria, Fagbemi protested that he had not been informed of the changes.

It was reports that the court also admitted twenty-two exhibits presented by the faction of the APC led by Senator Magnus Abe.

However, Felix Nwafor, whom the court had recognized as counsel to the APC did not object to the submissions of the lawyer representing the aggrieved APC members, saying the evidence before the court are fair.

The matter was then adjourned to September 24th for ruling, after INEC’s stipulated time for emergence of candidates for the Governorship election in 2019.

The 23 aggrieved members of the APC in Rivers state loyal to Senator Abe had secured a court injunction stopping the conduct of APC congresses in the state, siting injustice and intimidation by the Minister.

But the APC in Rivers state led by former governor Rotimi Amaechi, who is also the Director-General of the President Muhammadu Buhari Campaign Organization, conducted the congresses which was upheld by the Appeal Court.

The current development is happening at a time the National Chairman of the APC, Comrade Adams Oshiomhole has vowed to address all cases of injustice in the party.

The Federal High Court Abuja, on Monday ordered the Independent National Electoral Commission, (INEC), the All Progressives Congress, (APC) and the National Chairman, APC, not to conduct any congress in Imo until Aug. 21.

The court also ordered the plaintiffs, Sen. Osita Izunaso, Sen. Ben Uwajimogu , Mr Mathew Omegara, Mr Hilary Ekeh and Mr Patrick Uzoukwu to maintain status quo until Aug. 21

The vacation judge, Jutice Babatunde Quadri gave the order following an application by Mr Ahmed Raji, (SAN), counsel to the plaintiffs.

Raji had asked the court to order that all parties be restrained from conducting any primaries in the state, ward or local government until the next adjourned date of the suit.

He said that if such and order was not made and the defendants went ahead to conduct the primaries before the next adjourned date, the suit would become an academic exercise.

Raji told the court that although the defendants were duly served with an order of court stopping them from conducting congresses on July 20, they went ahead to conduct the congresses.

The senior lawyer argued that consequently, on July 23, the plaintiffs filed a motion ex parte praying the court to set aside the purported congresses.

He said they further asked the court for an order of injunction restraining APC and its chairman from recognising and swearing in those purportedly elected at the congresses.

“The court, however in its wisdom refused to grant this order and ordered us to put them on notice, and we did and duly served all processes on them but there has been no response from them.’’

Responding, counsel to the defendants, Mr Oladipo Okpeseyi , (SAN) told the court that he had just been briefed about the matter.

According to Okpeseyi, all I could achieve as at today is to file a memorandum of conditional appearance.

Okpeseyi alluded to the fact that his clients had been unable to file the proper responses owing to the “political maneuvering” they had recently been faced with including the mass defection from the party.

“The executive members of the party have not been around so the best we could do is to file a memorandum of conditional appearance.

“We want to crave the indulgence of the court to give us more time within which to file our processes.’’

He prayed the court for an adjournment to enable him file the necessary processes.

The plaintiff’s counsel, however, disagreed with Okpeseyi’s reason for his inability to file his processes saying such reasons were not permissible in law.

According to him, this unusual and unheard-of oral application of the defendant has no basis and should be rejected because the alleged defection he alluded to happened after they were served with processes.

Justice Quadri in a short ruling, ordered all parties in the suit to maintain status quo and not conduct any primaries until the next adjourned date.

‘’All parties are restrained from conducting any primaries in the state, ward or local government until Aug. 21.’’

He awarded a cost of N10,000 against the defendants for not filing their processes within the stipulated time and adjourned the matter until Aug. 21 to allow the defendants regularize their processes.

In the originating summons, the plaintiffs have formulated four questions for the court to determine.

One of which is that having regard to an appeal pending before the Court of Appeal in Owerri, whether INEC has the power to monitor the state, ward and local government congresses of the APC of July 20.

“Whether the APC and its chairman have the powers to lawfully schedule or conduct the state, ward and local government primaries in the state without 21 days’ notice given to INEC in line with mandatory provisions of Section 85 (1) of the Electoral Act, 2010.’’

Consequently, the plaintiffs are asking for the following reliefs;“ A declaration that having regard to the appeal pending before the Court of Appeal in Owerri, INEC has no power to monitor state, ward and local government congresses of the APC of July 20.

“A declaration that the state, ward and local government congresses of the APC purportedly scheduled to hold in Imo on July 20 is illegal, unlawful, null and void and a gross abuse of court process.

“An order of injunction restraining INEC from monitoring state, ward and local government congresses of the APC purportedly scheduled to hold in Imo on July 20.

“An order nullifying or setting aside the state, ward and local government congresses of the APC scheduled to hold or which held in Imo on July 20.
