As a minister, his anger should be at the Ministry's Project Supervisory Team who are supposed to continuously monitor projects to ensure the contractors maintain the required standards.

My point is the video should show him calling out his supervisory team.. how many length of road can he measure by himself.. how many days can he be on the road taking measurements. He has a Supervisory team that report to him on a daily basis. And like many people pointed out, contractors make it a point of duty to first compromise Supervisory Teams.. he should be seen making example of those ones that are clearly compromised so the numerous others can take a cue. That's how to build a corrupt-free Work team, and ensure contractors deliver as agreed without all these unnecessary camera parade.
