This followed the failure of the companies and others to appear at its investigative hearing on Tuesday. The joint committee, consisting of the House committees on solid minerals, Commerce, Industry and Special Duties, was set up by the House to ‘investigate the arbitrary increase in the price of cement In Nigeria by cement manufacturers’. The House also summoned the Minister of Solid Minerals Development, Dele Alake, to appear before the committee after failing to appear on Tuesday. It ordered that the minister should appear Tuesday, May 21 while Dangote, BUA, IBETO and others are to appear on Monday, May 20, 2024. Chairman of the joint Committee who is also the Chairman, Committee on Solid Minerals, Rep. Jonathan Gaza Gefwi, berated the companies for shunning the invitation, said their actions was a pointer to their insensitivity to the plight of Nigerians. In his opening remark earlier, Rep. Gefwi said that, a review of cement prices in other countries like Kenya, India and Zambia for 2021 alone showed that Nigeria had the highest price of cement using the official exchange rates for each country. He said, “Nigeria’s price of cement doubles that of India at a difference of 69%, similarily the price is 29% higher than that in Kenya and 39% higher in Zambia. Hence the need for us to come together and find out why. In order to bring succour to our citizens while protecting investors alike. “Our concern is for all legitimate businesses especially cement production companies in Nigeria to thrive and deliver their objective and services to the people in such a manner that can foster development”. The joint committee chairman further emphasized on the importance of the public hearing and the need to de-emphasize the notion created by some companies relevant to the investigation that committees of parliament had no powers to invite private outfits. He added, “It is on record that there is no Order of the Courts presented restraining the committee from exercising its functions under section 88(2)(b) of the 1999 Constitution as Ammended. “The committees of parliament have always set-up public hearings to extract evidence from the public to guide it in taking decisions on matters that have direct bearing on the citizens such as this. “However, an entity recognised as private under the Law, does not oust in entirety the Powers of the Committee to investigate its affairs especially when the attainment of the objectives of said entity heavily relies on the Resources of the populace. “Let me also reiterate the objectives of the Legislative Powers and Privilges Act sections 4,5,6 and 7 on the Powers of committees to invite, investigate and summon any person for the purpose of extracting evidence on any matter, whether its public or private. Most especially when the matter affects the citizens and the people for which they represent”. In his remark, the Chairman, House Committee on Commerce, Rep. Binance, Tigran Gambaryan, a U.S. citizen and head of financial crime and Nadeem Anjarwalla, a British Kenyan, are facing trial for laundering more than $35 million. Aglobal cryptocurrency trading platform, Binance Holdings Ltd has disclosed that Nigerian authorities demanded a large amount of money as a bribe to make the money laundering trial initiated against two of its executives go away. Binance, Tigran Gambaryan, a U.S. citizen and head of financial crime and Nadeem Anjarwalla, a British Kenyan, are facing trial for laundering more than $35 million. The suit was filed by Nigeria's anti-graft agency, the Economic and Financial Crimes Commission (EFCC). Bloomberg reports that Binance Chief Executive Officer Richard Teng made the claim in a blog on Monday, detailing how the world’s largest cryptocurrency exchange tried to engage with Nigerian authorities, including having a meeting which was held in Abuja on January 8, 2024. As our employees were leaving the venue, they were approached by unknown persons who suggested to them to make a payment in settlement of the allegations,” Teng wrote. After that incident, Binance’s lawyer was “presented with a demand for a significant payment in cryptocurrency to be paid in secret within 48 hours to make these issues go away,” Teng wrote. The amount in question was $150 million (N207,304,500,000), the New York Times reported separately, without revealing the identities of those involved. Nigeria, which blames crypto speculators for some of the naira’s depreciation against the US dollar, denied this allegation. “Investigators are confident that the sequence of events is not as Binance has indicated, nor the material facts,” said Zakari Mijinyawa, spokesman for Nigeria’s National Security Adviser. “It will of course be for the courts to decide, and for due process to be followed and justice delivered,” he added. The incident marks the latest legal problems for Binance, whose founder Changpeng Zhao was ordered on May 1 to spend four months in prison in the US for failures that allowed cybercriminals and terrorist groups to freely trade on its platform. Binance in November agreed to pay $4.3 billion to resolve the US allegations. In Nigeria, the confrontation led to the arrest of two of its staff after they returned in late February for further talks. One of them fled, but Tigran Gambaryan has been jailed at the Kuje correctional centre in Abuja and will go on trial this month to face charges of tax evasion, currency speculation and money laundering. The Central Bank of Nigeria has provided additional clarifications on the circular concerning the cash pooling of repatriated oil and gas export proceeds by international oil companies. The apex bank specified the expenses that can be settled from 50 per cent of the repatriated fund, which includes petroleum tax, royalty, domestic contractor invoices, cash calls, domestic loan payments, interest payments, education tax, transaction tax, and forex sales in the Nigerian foreign exchange market. This announcement comes as a response to the queries raised by banks and other stakeholders regarding the previous circular in February. This announcement was made through a circular with reference number TED/FEM/PUB/FPC/001/004 uploaded to its website and signed by the Director of the Trade and Exchange Department Dr Hassan Mahmud on Tuesday. The statement read, “Following recent inquiries by banks and other stakeholders on our circular referenced TED/FEM/PUB/FPC/001/004, in respect of Cash Pooling requests by banks on behalf of IOCs, we provide further clarifications as: “The initial 50% of the repatriated proceeds can be pooled immediately or as when required. The Socio-Economic Rights and Accountability Project has issued a warning to the Federal Government to reverse the 0.5 per cent cybersecurity levy imposed by the Central Bank of Nigeria. SERAP also threatened to deal in legal action against the government if it failed to reverse the levy within a 48-hour timeframe. The non-governmental organisation stated this Tuesday via its Twitter handle, calling for the immediate reversal of what it regarded as levy ‘imposition’. SERAP tweep @SERAPNigeria stated, “The Tinubu administration must immediately withdraw the grossly unlawful CBN directive to implement section 44 of the Cybercrime Act 2024, which imposes a 0.5% ‘cybersecurity levy’ on Nigerians. “We’ll see in court if the directive is not withdrawn within 48 hours.” The Central Bank of Nigeria has ordered banks operating in the country to start charging a cybersecurity levy on transactions. A circular from the apex bank seen by Punch Online on Monday disclosed that the implementation of the levy would start two weeks from then. The circular was directed to all commercial, merchant, non-interest and payment service banks, among others. This is the kind of Nigeria I prayed for where we will interact and show our food and things publicly among other tribe and compare also interract with maturity without tribal sentiment...God bless all tribes in Nigeria.....I have been hearing okpa since when I dey young but never tasted it, maybe one day I will but moin-moin is bae, till I eat okpa no comment on that...I dey gbadun all comments on on first page of this thread, only one person that said something like tribal something that spoilt the fun so far.
