I understand you point quite well. Any family can always cut their cost according to their income.
However, this income level will never and can never provide the minimum quality of needs required for them to live fine.
They can't have proper nutrition, health care, accommodation, education, clothing etc.
The poverty level is even bound to increase as there will be little or no savings. Zero savings leads to zero investments which eventually mounts more pressure on the little disposable income. The vicious cycle continues...
That's the point i'm trying to make here.
