Politics / House Of Reps Panel Queries Pencom’s “N 2.4m Monthly Salary” Per Staffer by kingi777: 1:25pm On Sep 17, 2022
The panel said it discovered that the commission budgeted N12.02 billion for the salaries of its 500 staffers and another N2.5 billion for other item costs for the year 2022.

The House of Representatives Committee on Finance has flagged the salary structure of the National Pension Commission (PenCom) and demanded its thorough scrutiny.

The committee, during the interactive session on the Medium Term Expenditure Framework and Fiscal Strategy Paper, on Thursday, said it discovered that the commission budgeted N12.02 billion for staff salary and N2.5 billion for other staff costs for 2022.

The lawmakers raised the concerns after the Director-General of PenCom, Aisha Dahiru-Umar, in her submission, said the commission had 500 staff but had to pay them a competitive salary to ensure they are not compromised.

She explained that the commission cannot afford to have staffers that are vulnerable to compromise, hence the need for training, capacity building and competitive salary.

“The commission has to source and retain highly trained staff. We have to build capacity. We have to train our staff. That is one of the expenses. We have to train them. We have to avoid what is known as regulatory capture. What this means is that our staff will compromise.

“As we are now when we go to examine the operators, we don’t take more than drinking water from them. We don’t compromise because our staff are well paid. We must earn more than the entity we regulate,” Mrs Dahiru-Umar told the lawmakers.

Following the DG’s submission, a member of the Committee, Aminu Suleiman (APC, Kano), did a crude calculation with N12.02 billion and 500 staff. Based on the calculation, the lawmaker said he discovered that on average, a staffer of PenCom earns N2.4 million monthly.

Ms Dahiru-Umar disagreed with the calculation of the lawmaker and said the item highlighted encompasses all allowances, including training.

Personnel cost is not restricted to salaries; we have about 14 items here. The salaries, the allowances—both the training, allowances and others come under this. Nobody earns a million in PenCom from the DG downward. Maybe we are doing it wrongly. However, we categorize everything as personnel cost,’ she explained

Not satisfied with the response, Mr Suleiman drew the attention of Mrs Dahiru-Umar to a document she submitted, which, according to him, stated specifically that the N12 billion was for salaries. He, therefore, moved a motion that the commission should provide the details of the salaries of the commission.

Everyone knows what constitutes personnel cost. This is a personal emolument to personnel. You cannot bring other components of your expenses here. I will ask that she supply the details of the per head of all the staff,” he said.

The Deputy Chairman of the Committee, Saidu Abdulahi (APC, Niger), concurred and then ruled that the commission should provide the needed details of salaries and emolument within one week.

Breakdown of PenCom budget

Although Mr Suleiman claimed PenCom budgeted N12.3 billion, the document submitted by the commission to the committee and sighted by PREMIUM TIMES, shows that the actual approved budget of the commission for salaries in 2022 was N15,346,628,233.05 and N2,511,497,822 for other costs.

The figure cited by Mr Suleiman is the MTEF projected figure, which is not the same thing as the actual approved figure.

The commission is expected to generate N26.23 billion in 2022 and remit N2.6 billion to the Consolidated Revenue Fund.

Copied.

Let them sought it out in court once and for all. It's better for the court to order ASUU to call off the strike than for ASUU to call off without achieving anything since government don't regard them. I didn't say they should earn like those in oil companies or politicians but they deserve a decent salary in order to be motivated. Since there's no money, why are they spending billions of money on primary school feeding which is higher than the entire budget of education?

Politics / Re: Queen Elizabeth, Obi Of Onitsha And Zik In 1956 Met In Onitsha: Pictures by kingi777: 4:39am On Sep 10, 2022
EmmaJnr1:
The Queen had visited Nigeria sometime in 1956, signed some papers with a man named Louis Odumegwu .O, took (borrowed) a three full plane load of money belonging to a Bank called ACB, money was over 500billion pounds at that time, masterminded a war afterwards, during that war, destroyed all documents containing the deal (money borrowed) with the said man, about a year after eliminating the said man. Mr Louis was eliminated by the Queen.

Britain worked against the creation of a country as Biafra. Britain was 70% built with money and resources borrowed from the said nation (Biafra). People must understand, the Queen had committed a lot of atrocities in the past, Biafra which should be the richest in the world today, is currently being kept under the carpet. But In no time, this country would be declared, these money would be returned. These are facts you won’t see anywhere near the google or Wikipedia. The mainstream is controlled by the agendists

Leave your propaganda aside please. Nigeria is part of commonwealth countries under the British Empire, just like the U.S, Canada, Australia and many other countries. France, Germany, Portugal, Belgium and Spain all have countries they colonised and therefore have direct or indirect influence over them. Sentiment apart, The Queen of England then would not sit and watch her colonies disintegrating. So the then Nigeria/Biafra war was unfortunate. Today, President Buhari may not be interested in economic hardship in the country, terrorism, ASUU strike (you will hardly see him visiting universities during convocation but sends representatives but anything military, you will see him from Kano, Zamfara, Kaduna to Lagos) but anything that threatens the integrity of Nigeria is met with utmost force. The prescription of IPOB is case study.

Education / Re: End In Sight For ASUU Strike As FG Reviews ‘No-work No-Pay’ Policy by kingi777: 6:10am On Sep 07, 2022
I think FG sees university lecturers as mere civil servants that is why they don't have regard for them. The truth is that for you to qualify to lecture in the university, you must develop your self by acquiring higher degrees such as MSc and PhD. Even though some people would say it doesn't matter, it costs a lot to do research especially for those in sciences due to dollar exchange rate as most of the reagents and equipment are imported. When you suffer to get this qualifications, they start paying you with meagre salary. I think ASUU has been listening to the cry of the masses by calling off the strike in the past without achieving anything. Somepeople are against ASUU getting decent pay by comparing them with civil servants that do not need research publications, conference attendance and higher certificates for promotion. A lecturer works all round the corner, both at night and weekends without rest. Most of them slump and die due to stress from overload of work duties. The truth is that most universities are understaffed and that’s why ASUU is asking for earn allowance due to over admission of students. I've been privileged to attend a conference in South Africa and I saw the cars/machines driven by lecturers and I was awed. They are really paid well. But I noticed in Nigeria, lecturers are no more proud of their work because of let down by even students as they can hardly buy decent cars or live in good neighbourhood. Universities are built every day but no provision of lecturer's quarters unlike in the 60s. Some enemies of education would also say what are the lecturers teaching, but nigerian graduates are doing wonderfully well in different parts of the world. They follow the NUC curriculum and are checked via accreditation. FG has to stop demoralising lecturers by paying them well so as to encourage them to concentrate and put in their best for the betterment of students. Why should an MSc holder working with TETFUND for eg be paid NGN700,000 as entry salary while a PhD holder starts with less than NGN130,000/140,000 in the university? Go to TETFUND and verify, you won't see children of nobody there; most of them are children of Senators, governors, ministers, emirs etc. Meanwhile, the TETFUND came through the effort of
ASUU o. Yet a professor earns less than NGN450,000 and the government feel good. Some say Fg don't have money so what's the rationale for spending billions on school feeding? The Fg is making the university unattractive and if care is not taken, education in Nigeria will be affected as it's only those who don't have a choice that would like to lecture as the best brains won't consider doing suffer head for nothing.

You no go shut up
A PhD holder who gets a lecturing job starts from lecturer II and his take home pay is less than NGN130,000. My lecturer friends used tell me how they are grossly underpaid but I thought it was a lie until I saw their payslip. These lecturers work round the clock, 24/7 and even weekends. Earnestly they deserve encouragement by being paid well. I think joblessness is pushing people into lecturing if not, the work na suffer head.
Education / Re: ASUU To Continue Strike, Fails To Ease Tension by kingi777: 10:28am On Aug 29, 2022
ASUU should pursue their demand to the end. Do you know what it takes to do research..buy reagents, publish papers at the end of the day, you get employed as a lecturer and they start paying you with less that 130,000 as a PhD holder. Demoralising those in academia. A lecturer after suffering to develop himself to get higher qualifications cannot rent a descent house, buy a good car or even wear good clothes. The truth is that if the wrong is not corrected now, in the near future, nobody will like to be a lecturer in a public university.

I strongly believe that Tinubu chose this Shettima to compensate him for the role he played in destabilising the government of Goodluck Jonathan. Some Northerners categorically stated they would make the then government ungovernable. Probably, Tinubu was an undercover sponsor through this Shettima in order to make it easier for him to become president after helping Buhari. If not, there are better northern Muslims the southerners would've accepted. Shettima's past is really a clog to Tinubu’s presidency.
