Misappropriation and lack of clarification are the reasons why PMB fails to sign this bill. The president is not a signing machine that he should just sign anything and everything that he is given. It is matter of fishing out those who because of their excessive greediness, have refused to allow the proper management of the nation's resources, it is a matter of replacing those at the helm of the country's resource management with those who exhibit transparency and integrity.
