The Senate on Wedesday resolved to investigate alleged misuse of the social intervention progrmme fund. The upper chamber also agreed to probe how funds allocated to fund the Subsidy Re- investment Programme were used. The resolution followed the adoption of a motion by the minority leader, Senator Biodun Olujimi on alleged deployment of funds under the social intervention programme to buy Permanent Voters Cards (PVC) to promote President Muhammadu Buhari’s presidential election. Olujimi who displayed copies of signed forms used by an alleged beneficiary of the intervention fund, claimed that beneficiaries are made to attach their PVCs before they could benefit from the fund. She noted that it was unfortunate that the social intervention fund created for the benefit of every Nigerian, was allegedly being manipulated to buy PVC for President Buhari’s re-election bid. Olujimi who came under Order 42 (personal explanation) prayed the Senate to investigate the matter as a matter of urgency. She said that the upper chamber should insist that the social intervention fund must not be used for political purposes. Senate Leader, Senator Ahmed Lawan, described the allegation as completely unfounded. As Lawan made to disabuse the minds of his colleagues about any untoward use the fund, the Senate erupted with shouts of point of order. Attempts by Senate President, Bukola Saraki, to control the situation failed for some moment. Saraki gave Senator Dino Melaye the floor to move his point of order. The Kogi West senator said that Olujimi’s motion should first be seconded before contributions would be made. The house was divided along party lines. Lawan requested for protection and to be allowed to make his points. Saraki said that Lawn should be allowed to speak. Lawan said, “I listened attentively to the motion by Senator Olujimi. ‘I want to say that the social intervention programme of this administration transparent.” He noted that “for the first time in the history of social intervention programme in Nigeria we have proof that any where you are in Nigeria, you can apply.” The shout of point of order continued. Senator Albert Akpan (Akwa Ibom North East) took the floor to raise Orders 49 and 52. Akpan re-iterated Melaye’s position that Saraki should first allow Olujimi’s motion to be seconded. He added that contributions in support of the motion should be taken after which those opposed to the motion should take the floor. Saraki could take none of that. He said that Lawan should be allowed to conclude his contribution. Lawan said that the social intervention programme of the government is computer based which made it easy for Nigerians to apply wherever they were. He urged the Senate President to be above board and blind to the debate. Lawan said that it is on record that the social intervention programme has been the most successful in the country. He said, “We inherited poverty, we inherited empty treasury. This administration is working to change the system. The social intervention fund is under the office of the Vice President who has been very transparent in the implementation of the programme for the benefit of all Nigerians.” Lawan said that he is not against whatever the Senate wanted to do with Olujimi’s motion “but the investigation should not be turned into a political weapon.” He reminded the Senate that Nigerians were aware that Sure-P failed. He said that Olujimi should tender the document he has while the investigation should be party blind. The Senate adopted that prayer that the probe should be apolitical. The prayer that Sure-P should also be investigated was also carried.

ABUJA- Presidential candidate of the Peoples
Democratic Party, PDP, Atiku Abubakar has
promised to reward the 11 aspirants who
contested the sole ticket with him, if he is
elected President of Nigeria in the 2019 general
elections.

Atiku who stated this in Abuja at a meeting with
members of the PDP Board of Trustees, BoT,
charged them and other leaders of the party to
rally behind him in his quest to make life better
for Nigerians.
According to him, the sense of togetherness
amongst the 12 who contested the party’s
primaries in Port Harcourt recently, is an
indication that the party is well positioned to take
over power from the ruling All Progressives
Congress, APC, in 2019.
“I can assure you that I am prepared to work with
and reward all of you if we unite together to
achieve success. I must commend the sense of
patriotism displayed by my fellow contestants.
From the very day I delivered my acceptance
speech, we have been working together. I believe
it is our duty to provide that sense of unity and
leadership to the rest of party members,” Atiku
said even as he gave a brief account of what
transpired behind closed doors in his Thursday’s
meeting with former President, Olusegun
Obasanjo.
“I visited my former boss in Abeokuta where we
exchanged pleasantries. I may not say whether
he is a PDP member or not, but he is with us
body and spirit. Even before he delivered his
statement, we retired to his private room where
he gave me his statement to go through and
possibly edit. He said he will launch my
campaign to the presidency with the statement.
That is vintage Olusegun Obasanjo for you,” he
added.
Also speaking, Chairman of the BoT, Senator
Walid Jibrin, congratulated Atiku and urged him
to rally round other contestants in the
presidential primaries in order for them to work
together for victory in 2019.
He counseled him to engage youths, women and
BoT members in his campaign train, adding that
the board would not disappoint in any
responsibility assigned to it.
He said: “As our presidential candidate, you will
beat other presidential candidates, especially the
APC that is already going down the drain and I
wish you God’s guidance and protection
throughout the campaign and success as you
eventually enter the Villa in 2019.
He added that consultations were going on for
the Vice President to be selected from a zone
that will attract more votes for the party.
“Consultations are ongoing in order for the
Presidential candidate to select a formidable
Vice. With the Presidential candidate and the
campaign team putting their heads together,
soon, the VP will be announced.
“The strategy is that wherever the Vice President
will come from will translate to additional votes
for the party. It is not all about appointing a Vice
President that will not add value to the party and
that will guide those who will take decisions in
due course,” Jibrin said.
For Uche Secondus, national chairman of the
PDP, what would have amounted to a post-
convention crisis has been nipped in the bud.
In his words, Atiku met with the Rivers state
governor, Nyesom Wike shortly after the
convention; a development not unconnected with
the governor’s seeming unhappiness with the
outcome of the primary election.
He said: “Immediately after the convention, the
Presidential candidate and I visited the host
governor and a few issues were resolved almost
immediately because we had to carry the
momentum from the venue.
On Monday, I called a meeting of all the former
aspirants and they all came and we discussed
heartily. They have already started implementing
what we discussed by visiting critical
stakeholders, governors and dignitaries.”
Highlighting the reasons the PDP tasted defeat in
the last election, Secondus said the “party was
complacent in 2015, which led to our losing the
election,” even as he charged members of the
BoT to win their various polling units in order to
earn their rewards.
“Now, every BoT member must deliver his or her
unit, ward or constituency. This was lacking in
the last election. We must build a consensus and
arrangement that ensures you will be rewarded
and recognized when you deliver. We cannot
play the type of Abuja politics that made us lose
in 2015.”
INEC, he added, will neither rig when they see the
faces of the nationalists members at the polling
units, nor would security operatives intimidate
them.
“Our task now is to focus and remain focused.
Our target is to win all the polling units in the
country and we will be able to do that, with the
strategies in place. A popular candidate has
emerged. He is grounded in Nigeria. What is left
for us to do is to take the message home.
“The current government is vicious. They are
framing up and coming up with lies and
propaganda, but we are happy that we are in
complete control of the National Assembly.
“We must sustain that so that the international
community will be aware that the PDP is ready to
take over the government and do what we know
how to do best: which is to provide good
leadership for Nigerians. Of course, the APC
know how to be in opposition and they will go
back to their former position. However, we can’t
do it alone. We must have everyone on board.
We must move fast immediately when INEC
releases the timetable for campaigns.”
On his part, a visibly elated Senate President ,
Bukola Saraki called on President Buhari to quit
“now now,” to pave way for the assumption of
office by Atiku without further delay.
He said: “Buhari must go, now, now, now! His
Excellency, Atiku Abubakar, should come in now,
now, now!
“To hear the Presidential candidate spoke of
rewarding members shows we now have a
politician as an incoming president. It gives us
the tonic to go out to the field and perform. I can
assure you, on behalf of the BOT members that
we will give you our total support.
“The meeting with former contestants in the
convention, gubernatorial aspirants and
stakeholders is sending a strong message across
the country that we are united. Just one thing is
remaining which to remove the President.
Present at the well-attended meeting were
prominent BoT members including Deputy Senate
President, Ike Ekweremadu, erstwhile Kaduna
state governor, Ahmed Makarfi, former Katsina
state governor, Ibrahim Shema, ex-Aviation
Minister, Kema Chikwe, and former Imo state
governor, Achike Udenwa.
Others were former Minister of Police Affairs,
Waziri Maina, ex-Minister of Women Affairs, Hajia
Zainab Maina and former Niger state governor,
Babangida Aliyu amongst others

lagos—The Federal Government, yesterday, ordered recall of the second tranche of the London and Paris Club Refunds disbursed to five states, amounting to about $2.7 billion (N972 billion.) No reason for the recall was given. The states involved are Delta, Imo, Benue, Rivers and Osun. But the Nigeria Governors Forum (NGF) has called for an emergency meeting to challenge the action which some of them believe was politically motivated. Vanguard also gathered that the recall is done directly from the states’ accounts with the Central Bank of Nigeria (CBN). However, many of the states confirmed that the money had already been spent mostly on payment of workers’ salary arrears. Benue State Governor Samuel Ortom said he directed the commencement of payment of salary arrears, pensions and gratuity from the N14.9 billion Paris Club refund received by the state to pave way for speedy payment of the funds to workers and retirees. Osun State Commissioner for Information, Adelani Baderinwa, claimed the government was yet to be informed and cannot speak on the refund because the Paris Club Refund has been spent on workers’ salary. NGF emergency meeting Meanwhile, the Chairman, Nigerian Governors Forum, NGF, Gov. Abdul’Aziz Yari Abubakar, has called an emergency meeting of the Forum for today, Tuesday 25th Sept, 2018 at the NGF Secretariat in Abuja by 3:00 pm. The meeting has just one agenda, CBN’s recall of the London & Paris Club Refunds to States. Yari, in the invite to the other governors, requested them to come along with at least three (3) months evidence of salary payment as well as evidence of any challenge related to the payment of salaries in their states. Recall that the Federal Government said that the states should clear backlog of salaries and other related staff arrears before they would be able to access the remaining $2.7 billion Paris Club Refund.

aspirant in Plateau, has commended PDP
National Chairman, Prince Uche Secondus, for
“repackaging PDP into a portent political force’’.
Mantu, son of former deputy senate president
Ibrahim Mantu, who is seeking to represent
Mangu/Bokkos Federal Constituency, spoke on
Monday in Bokkos, in an interactive session with
PDP stakeholders in the constituency.
“Not long ago, the PDP was virtually written off
by political analysts, but the situation has
changed dramatically.
“Now, the PDP is a portent political force courted
by many and envied by rival political groups.
“Few months ago, all we heard were people
defecting from the party to other political parties.
Now, everyone is rushing into the PDP. It has
turned into our modern Noah’s ark.
“The PDP has attracted new members and
regained the old ones that left. It has regained
the leadership of the National Assembly with
Senate President Bukola Saraki and Speaker
Tanimu Dogara back to the fold.
“We started this year as an opposition party, but
we now lead the legislative arm of government
and the rival APC has been reduced to the
opposition party.
“Secondus has done so much for the party. He
has re-positioned the PDP into a popular brand
cherished by everyone. In fact, even PDP’s rivals
admire and envy his leadership style,’’ Mantu, a
32-year-old lawyer, said.
Mantu particularly lauded the PDP national and
state leaderships for learning from its past
mistakes and resolving to make every member a
stakeholder.
“Those defecting to the PDP had many options.
There are close to 100 other options, but the
defectors chose to troop to PDP because of the
way its affairs are being steered,’’ he said.
The aspirant particularly commended the PDP
leadership for remaining firm and standing by its
promise to be fair to everyone.
He also commended the PDP leadership for
respecting people’s wishes and carrying everyone
along in decision making processes, saying that
the impunity that brought the party to its knees in
2015, was no longer the trend.
On his aspiration, Mantu said that he was
consulting with stakeholders toward picking the
PDP ticket in the primary election, and expressed
confidence that winning the secondary election
would be “much easier’’.
“I have met with the delegates that will determine
my fate in the primary election and they have
promised to vote for me. I have no reason to
doubt them,’’ he said.
The aspirant also commended the national and
state leaderships of the party for accommodating
the interests of the youth and women, and
encouraging them to vie for elective posts.
“The PDP offers free nomination forms to women
seeking elective positions and strives to
encourage them to vie for its tickets. I see this
as a very positive development,’’ he said.
Mantu urged women and the youth to take full
advantage of such opportunities to pursue their
ambitions so as to contribute to societal growth,
and cautioned them against allowing anyone to
intimidate them.

President Muhammadu Buhari, on Monday approved the redeployment of four federal permanent secretaries to various ministries.

Mrs Winifred Oyo-Ita, Head of Civil Service of the Federation (HOS), made this known in a statement in Abuja.

She stated that Alhaji Mu’azu Abdulkadir, Permanent Secretary, Federal Ministry of Mines and Steel have been redeployed to Federal Ministry of Agriculture and Rural Development.

“Mrs Georgina Ehuria, Permanent Secretary, Cabinet Affairs Office, Office of the Secretary to the Government of the Federation (OSGF) was now deployed to Federal Ministry of Mines and Steel.

“Mr Aliboh Leon, Permanent Secretary Special Duties, Office of the Head of Civil Service of the Federation (OHCSF) was also deployed to Federal Ministry of Environment.

“Alhaji Suleiman Mustapha, Permanent Secretary, Career Management Office, OHCSF has been deployed to Ministry of Foreign Affairs.”

She directed that all handing-over and taking-over processes should be done on or before Friday, Sept. 28, 2018

Pope Francis should rid the Catholic Church of
“every rotten apple” and announce concrete
measures against sexual abuse by the clergy
during his visit to Ireland, a prominent Irish victim
told said.
Marie Collins, who resigned from a Vatican
commission on child protection last year over its
failure to take action, said in an interview that the
pontiff had to tackle the issue “head on”.
“Every rotten apple should be got rid of and it
should happen now,” Collins said on the
sidelines of the World Meeting of Families in
Dublin, ahead of the pope’s visit to Ireland which
starts Saturday.
Collins was assaulted by a priest as a 13-year-
old while she was in hospital — one of thousands
of victims in Ireland, where abuse scandals have
badly dented the Catholic Church’s standing.
“Coming to Ireland, where we have such a history
of abuse and so many have had their lives
destroyed, it is important that while he is here
this issue is addressed, and addressed face on,
and we get clear words as to what he’s going to
do,” said Collins, now 71.
Many ordinary Irish Catholics were “waiting to
see this whole issue dealt with properly” and if it
is not, “more people are just going to give up in
despair and walk away”, she said.
– ‘Fear of how deep it goes’ –
Collins welcomed a letter from Pope Francis this
week condemning the “atrocities” revealed by a
far-reaching US report into child sex abuse by
priests in the state of Pennsylvania.
But she said the words of the leader of the
world’s billion-plus Catholics did not go far
enough.
“It didn’t give any concrete statements about
what he was actually going to do,” she said,
calling for some “real sanctions” against those
who perpetrate and cover up abuse.
“The reluctance to look into things properly and
to behave properly is the fear of how deep it
goes, how far it goes and how wide it goes.
“There is this mistaken idea that if we don’t look
at it, it will go away,” she said.
– ‘He could do no wrong’ –
Collins had just celebrated her 13th birthday
when she was assaulted by a priest, according to
an account she gave at a Vatican symposium on
abuse in 2012.
The priest — “a skilled child molester” in her
words — began visiting her in the evenings while
she lay in a hospital bed in Dublin.
“When he began to sexually interfere with me,
pretending at first he was being playful, I was
shocked and resisted, telling him to stop. He did
not stop,” she said.
“While assaulting me, he would respond to my
resistance by telling me he was a priest, he
could do no wrong,” she recalled.
“He took photographs of the most private parts
of my body and told me I was stupid if I thought
it was wrong. He had power over me. I did not
know how to tell anyone. I just prayed he would
not do it again — but he did.
“Those fingers that would abuse my body the
night before were the next morning holding and
offering me the sacred host.
“The hands that held the camera to photograph
my exposed body, in the light of day were
holding a prayer book when he came to hear my
confession.
“When I left the hospital I was not the same
child who had entered,” she said.
– End Vatican ‘resistance’ –
After years of treatment for mental illness
brought on by feelings of guilt, Collins finally told
a doctor about the abuse when she was 47.
He persuaded her to tell the Church about it, but
when Collins met with her parish priest, she says
he refused to listen and blamed her.
“He said he saw no need to report the chaplain.
He told me what happened was probably my
fault. This response shattered me,” she said.
A decade later while reading news about a serial
paedophile priest Collins realised that other
children might have been damaged by the same
priest who hurt her and she again spoke up.
The priest was eventually prosecuted and jailed,
and Collins has since become a leading voice in
Ireland pushing for justice for victims.
Collins on Friday said only the pope could end
Vatican “resistance”, even if this meant removing
people in high office.
“Every day children are being abused. So every
day that goes by… more and more children are
being harmed when they don’t need to be
harmed.”
