the last [paragraph clearly connotes that the Commisioner might request for permission from superior quarters i.e President, IGP or Minister of Police Affairs to effect certain orders issued by the Governor or a Commisioner

doesnt it just make sense that the Governor's order can be flouted? as far as it contracdicts interests of the powers above
