Not with scavenging, particularly in a place like Nigeria where the greatest bulk of trash remains unrecyclable given that the recycling industry is largely underdeveloped. The balance you speak of has to be an intentionally created one otherwise the chances will remain high that those who engage will remain largely unsuccessful.
I watched a video on YouTube not too long ago highlighting this very problem. Scavenging works as a source of income for some when industries are available to provide opportunities for scavengers to make a living from what they can obtain. Without that, it is only people moving the trash from one location to another in hopes that someday or somehow that trash turns to gold.

They gather them until it weighs a couple of tons and take them to buyers who in pay millions of nairas for it. For example, a kg of copper costs about ₦13,000 or so. These scavengers would buy it off of you for half the price while you struggle with your meagre monthly salary. Normally, I don't even expect you to think of it like this because you are incapacitated. You are too broke to be able to afford to go into the business so I I'll excuse your ignorance.
Let's stop reading between the lines and start telling ourselves the truth. The vast majority of those who started as scavengers remain scavengers. Only a handful of them rise beyond that for all of their lives. Many more of them end up sick from the toxins they are exposed to and may even die as a result. So, please don't put down people who go into 9-5s for these half-truths here.
Yes, scavenging can be a good business for the person with the right know-how and attitude but like many other works of its kind there are many many risks to it and it is worth considering those risks before venturing into it as a way of living. Children, for one, should not be allowed to work these jobs. Matter of fact, anyone who does not have the right gear for the work should not embark on it at all.
