I would suggest Estonia. Your family can join you the second year, if you are studying on a Master’s program (before, it used to be the same year you are enrolling). If it’s PhD, you can go with your family immediately provided you have the finances.
Estonia is cheaper to study but you would need to visit one of its missions abroad for your visa. It’s visa success rate is high once you have and meet all requirements, which are simple and uncomplicated. Level of English speaking their is higher than the remaining 3 countries you mentioned.

I was considering Latvia because of the immediate English test by the university without the need for any test of English certification. Also, you get to pay application fee after you have scalled the major admission tests. Their admission process seems more straightforward to me than Estonia that is requesting for English language certification and in my case for Master , they are requesting for GRE.

That was a turnoff for me.

Though the University in Latvia is expecting me to pay a complete 1year fee upfront with additional 500 euro (refundable at the end of the programme) before they can issue me admission agreement
