Restate call for review of revenue allocation formula

The Peoples Democratic Party, PDP, Governors Forum has condemned the current debt profile of the country put at N36 trillion incurred by the All Progressives Congress, APC-led Federal Government.

The forum expressed worry that the Federal Government is gradually plunging Nigeria into bankruptcy with excessive borrowings on frivolous items, adding that over 80% of the normal appropriation is being spent on debt servicing.

In a communique issued after a meeting of the Forum yesterday in Uyo, Akwa Ibom State, the governors also accused the Nigeria National Petroleum Corporation, NNPC, and other revenue-generating agencies of the Federal Government of lack of transparency and accountability in the declaration of revenue proceeds.






The communique read by Chairman of the Forum and governor of Sokoto State, Aminu Tambuwal, complained that the lack of financial transparency by NNPC and other agencies has robbed state and local governments of the needed funds to provide employment and develop their territories.




The communique read: “PDP governors frown at the rising and seemingly uncontrollable debt profile of Nigeria with over 80 per cent of normal appropriation spent on debt servicing.

“All the gains of the PDP Government under Chief Olusegun Obasanjo, GCFR, where Nigeria exited its foreign debt obligations has been destroyed.

“Borrowing for frivolous items such as funding the Nigerian Television Authority is scandalous. Money should only be borrowed for productive purposes as Nigeria’s current debt of over N36 Trillion Naira is becoming clearly unsustainable relative to our earnings and GDP.

“We should not saddle incoming generations with undue debt burden. The borrowing spree of the APC administration, if unchecked, will certainly lead Nigeria into avoidable bankruptcy.”

According to the communique, the Forum examined operations of the Nigeria National Petroleum Corporation, NNPC, and expressed alarm at the opaque manner it carries out its operations.

“It decried the recent NNPC decision not to make its statutory contributions to the Federation Account, thereby starving states and local governments and indeed Nigerians of funds needed for employment, development and general well-being.

“The meeting emphasised that under the Constitution, the NNPC is duty bound to make proceeds of sale or business of Petroleum available to the Federation Account which belongs to the three tiers of government, excluding reasonable and verified and verifiable cost of operations.

“The Federal Government through NNPC is a manager of our oil wealth, merely as A TRUSTEE for all Nigerians. The meeting frowned at a situation where the NNPC decides in a totally discretionary and often whimsical manner, how much to spend, how to spend it and how much to remit to the Federation Account, contrary to the letters and even the spirit of the 1999 Constitution.

“The meeting called on other agencies of Government such as Nigerian Ports Authority (NPA), Nigerian Maritime Administration and Safety Agency, NIMASA, Nigerian Communications Commission, NCC, Federal Inland Revenue Services, Customs and Excise and similar organisations that are statutorily required to make contributions into the Federation Account, to do more.

“The federating states should, going forward now have a say in the determination of operating costs to ensure transparency and accountability.”

The PDP Governors also expressed deep concerns on the operational system and methods of the Central Bank of Nigeria (CBN).

“It viewed with regrets that the CBN is operating as an independent government within a government, which is a perversion of the autonomy of the bank.

“A situation where CBN creates money, decides how much of it to spend, on what to spend it on without any form of controls or supervision is patently subversive of our constitutional order.”

The governors reiterated the call for a review of the revenue allocation formula and urged the Revenue Mobilization, Allocation and Fiscal Commission to “urgently send the revised Revenue Allocation Formula to Mr President for onward transmission to the National Assembly for enactment, such that more resources are made available to States and Local Governments where ordinary Nigerians reside.”

The meeting was attended by Aminu Waziri Tambuwal of Sokoto State(Chairman), Okezie Ikpeazu of Abia,Udom Emmanuel of Akwa Ibom, Senator Douye Diri( Bayelsa), Samuel Ortom(Benue), Dr. Ifeanyi Okowa(Delta), Ifeanyi Ugwuanyi (Enugu), Nyesom Wike (Rivers), Oluseyi Makinde (Oyo), Ahmadu Umaru Fintiri (Adamawa), Godwin Obaseki (Edo), Bala Mohammed (Bauchi), Arc Darius Ishaku (Taraba) and Deputy Governor Mahdi Mohd of Zamfara State.

Candidate of the Peoples Democratic Party in Ondo state Eyitayo Jegede has caved in on his choice of deputy governor following pressure from leaders of the party within and outside the state.

He has agreed to pick his deputy from the oil-rich ilaje council area of the state.

The widow to substitute a candidate given by INEC will lapse next week Tuesday, August 18.

Because of the importance of the area, the incumbent governor Rotimi Akeredolu has equally picked his running mate Lucky Ayedatiwa from the same council area.


Jegede had before now insisted on the choice of lkengbonu Gboluga but this was vehemently rejected by leaders within the state and outside.

Gboluga is presently a member of the House of Representatives

Jegede according to reliable party source has agreed to toe the line of the leaders of the party who insisted that for party cohesion and peace, he should look inwards and pick his deputy amongst his vo- contestants in the governorship primary.

Consequently, he has submitted the names of Hon Banji Okunomo and Hon Sola Ebiseni to the leaders to make a choice.

He reportedly told the elders that he is at home with any of the two nominees.

During the governorship primary, Okunomo scored 90 votes while Ebiseni polled 29 votes.

Okunomo and Ebiseni were former council chairmen of llaje at different periods.

Okunomo was a former Publicity Secretary of the party in the state while Ebiseni was a former commissioner and a member of the 2014 National Confab.

The candidate is still consulting — Jegedes Aide

One of Jegede’s aides contacted said that their principal was still consulting and would soon make public his running mate.

He said that all the stakeholders are still talking on the best choice for the position of the deputy governor.

” We are mindful of the deadline for substitution which is August 18. I want to assure you the running mate to our principal would be unveiled this weekend. He assured.

Peretei said that there was no cause for alarm as the choice of the running mate would be acceptable to all stakeholders in the party.

Meanwhile, Party members and supporters across the state are waiting earnestly for the choice of the elders amongst the two llaje sons.

A party chieftain said that several factors would be considered by the elders before they arrive at a conclusion on the choice of the deputy governor.

Jegede assures Ondo youth of massive employment

Meanwhile, Jegede has assured that if elected as governor, massive youth employment will be one of his top priorities.

He gave the assurance through his media aide, Mr. Samuel Fasua, to felicitate with the Ondo State youths, on this year’s occasion of International Youth Day.

Jegede, who lamented the plight of the youths and the hardship being faced by their long-suffering parents, said a responsible government should be ill at ease, watching young graduates and qualified artisans roaming the streets for the want of what to do.

“We know that this is not the best of time for our youths in Ondo State, many who particularly face the untold hardship of the want of what to do.

“It is also made worse by the grim fact that in most homes, long-suffering parents who are stultifying under the present economic hardship also carry the additional burden of fending for their jobless graduate children.

“Ordinarily, any government that carries the consciousness that it derives its powers from the mandate given by the people, should be ill at ease watching this ugly trend persist.

“For us in the Peoples Democratic Party in Ondo State, we have mapped out the way out of this conundrum, realisable through the establishment of various industries, spread across the state.

“While we intend to attract both foreign and local investors, job provision for residents of the state, especially the youths, will be made a pre-condition for anyone establishing any industry.”

He also noted that if given the mandate to be governor, he would remove the existing barrier to the youths’ caused by the introduction of exorbitant tuition fees in public schools and higher institutions, by the current administration.

According to him ” for us, quality education is sacrosanct to achieving our transformation agenda for the overall development of Ondo State; and we view very seriously, the outrageous tuition fees introduced by the All Progressives Congress government in the state as a total setback,” he lamented.

No fewer than 292 evacuated Nigerians have arrived in the Federal Capital Territory, Abuja, from Saudi Arabia, The PUNCH reports.

It was gathered that the flight arrived late on Tuesday at the Nnamdi Azikwe International Airport, Abuja.

Minister of Foreign Affairs, Geoffrey Onyeama, confirmed this on Wednesday via his Twitter handle.

He said a chunk of the repatriated nationals were nursing mothers and children, adding that they have been camped in hotels to observe the 14-day compulsory quarantine supervised by the Nigeria Centre for Disease Control.

“We received 292 evacuees stranded in Saudi Arabia yesterday. The Saudi Government transported them to Abuja. A large number are nursing mothers and children and they are all comfortably settled in hotels under the mandatory 14 days quarantine,” he wrote.

Meanwhile, the minister has said Nigerians in France, who plan to fly to Cotonou in Benin Republic and then access the country via its land border can do so.

He stated this during a briefing by the Presidential Task Force on COVID-19 in Abuja on Tuesday evening.

Onyeama, however, said the country would absorb evacuees based on the resources available for their 14-day mandatory quarantine.

“If they have already bought their tickets and have boarded or about to board the flight, when they get to Cotonou, we will as in the past liaise with our Charge d’Affaires, and look at the capacity available to process them from Cotonou. But there’s certainly no guarantee that they would’ve immediate access to the country until such a time as they can be absorbed,” he stated

At least six persons, including four of the suspected armed herdsmen, have been killed after soldiers repelled an attack on a village in Benue State.
The gunmen, on Monday night, killed two villagers in Agasha community in Guma Local Government Area of the State.
It was gathered that the attackers invaded the village at about 11:30pm and shot sporadically, killing the two persons and injuring few others.

Witnesses also said an old woman residing close to the Primary School in Agasha was also shot by the attackers during the invasion.
Force Commander of Operation Whirl Stroke, Major General Adeyemi Yekini, told journalists in Makurdi on Tuesday that; “that some suspected armed herdsmen infiltrated Agasha in Guma LGA of Benue State and killed two villagers overnight.
“Operation Whirl Stroke troops on patrol in the area immediately mobilised to the scene but the herdsmen had fled before their arrival. Troops subsequently tracked the assailants through some of the nearby communities overnight while other troops deployed at Tomatar across the river also in Guma blocked the escape route towards Nasarawa State. At about 6:00am this morning (Tuesday), troops had contact with the armed herdsmen at a make shift camp close to the Benue River during which four of the assailants were killed, while troops recovered two AK 47 rifles, four magazines and 65 rounds of 7.62mm ammunition from the bandits.”
Yekini added that no casualty was recorded on the part of the troops, stressing that the troops are currently on search and destroy operation in the general area.

THE BRAZEN ACT OF MARGINALISATION OF CHRISTIANS IN KADUNA STATE BY GOVERNOR ELRUFAI

Kaduna state, a beautiful state located in the heart of the northwest, is popularly referred to as a miniature Nigeria. This is because the state has a sharp religious demographical spread of Islam and Christianity adherents between the northern and southern zones of the respectively similar to what is obtained in Nigeria.

Muslim-Christian Demography
Kaduna has 23 local government areas spread across the northern senatorial zone, central senatorial zone and southern senatorial zone. Twelve of these 23 local government areas are predominantly Muslims while eleven are predominantly Christians. The state is also constitutionally divided into three senatorial zones, namely; northern, central and southern zones.

The northern senatorial zone, also called zone 1, consists of eight local government areas namely; Ikara, Kudan, Kubau, Lere, Makarfi , Sabon-Gari, Soba and Zaria local government areas. Of the eight local government areas in this zone, only Lere local government area is predominantly Christian, while the other seven are predominantly Muslims.

The central senatorial district, also called zone 2, is made up of seven local government areas namely; Birnin-Gwari, Chikun, Giwa, Igabi, Kaduna north, Kaduna south and Kajuru local government areas. All of these seven local government areas are predominantly Muslims except Chikun and Kajuru local government areas that are predominantly Christians.

The southern senatorial zone, also called zone 3, is made up of eight local government areas. They are; Jaba, Jama'a, Kachia, Kagarko, Kaura, Kauru, Sanga and Zango-Kataf local government areas. All these eight local government areas in this zone are predominantly Christian.

From official population as seen above, the Muslim predominant north has 2,090,218, the central zone has 2,231,106 population and the Christian predominant south zone has 1,792,179 population, but there is no official fact to ascertain the true population of Christians and Muslims in the state. Nonetheless, the state governor, mallam Nasir Elrufai, a Muslim from the northern senatorial district, argued that the religious demography in the state is 70-30 in favor of the Muslims. The Southern Kaduna Peoples Union (SOKAPU), the umbrella body of the predominately Christian southern Kaduna people, put the religious demography at 50-50. While neutral observers posited that the religious demography in Kaduna state should be between an evenly 50-50 spread, or a 55-45 spread favor of the Muslims.

Political Marginalization Under Governor Nasir Elrufai
Despite the predominance of the Christian population in eleven out of the twenty three local government areas, the Kaduna state government under Governor Nasir Elrufai, a Muslim, chose to perpetuate a brazen act of marginalisation by excluding the state's Christian population from participating in the affairs of the government since the commencement of his second term. For the first time in the history of Kaduna state, no Christian is found in any of the principal positions across the three arms of government and the civil service.

Governor Nasir Elrufai started the marginalisation in 2018 when he broke the traditional Muslim-Christian ticket or Christian-Muslim ticket in any gubernatorial contests to nominate Hajiyya Hadiza Sabuwa Balarabe, a fellow Muslim as his running mate for the 2019 gubernatorial election after his former deputy, Arc Bala Bantex, a Christian, opted to run for the Senate to represent the people of Kaduna south senatorial district under the platform of All Progressive Congress.

After his victory at the hotly contested Kaduna state 2019 gubernatorial election against Honourable Ashiru Kudan of Peoples Democratic Party, Governor Elrufai shut out Christians in the state from the running of government. This he did by ensuring that only Muslims are appointed as senior principal officers in the government. This is aside the fact that himself and the deputy governor are Muslims.

The principal government officers are;
Secretary to the State Government - Mallam Balarabe Abbas Lawal
Chief of Staff to the Governor - Muhammad Sani Abdullah
Kaduna state Head of Service - Hajiyya Bariatu Yusuf Mohammed
Principal Private Secretary - Dr. Salisu Suleiman.

No Christian Among The Entire Presiding And Principal Officers In Kaduna House of Assembly
The marginalisation continues in the legislative arm of government with no single Christian as a member of any of the presiding and principal offices . The Speaker of the House, Honourable Yusuf Tanimu Zailani, the Deputy Speaker Honourable Muktar Isa Hazo, the Majority Leader Alhaji Haruna M A Inuwa, the Chief Whip, Alhaji Idris Abdullahi, the Deputy Majority Leader Alhaji Shehu Yunusa and Deputy Chief Whip Alhaji Salisu Isah, are all Muslims. Meanwhile, the clerk of the Kaduna state House of Assembly, Bello Zubairu is also a Muslim.
Also The Judiciary...
The head of Kaduna state judicial arm of government and Chief Judge of the state, Justice Muhammad Lawal Bello, is also a Muslim.
As if that is not enough, the only two ministers from Kaduna state in the cabinet of President Muhammadu Buhari, Zainab Ahmed, the minister of finance, and Muhammad Mahmoud, the minister of environment were chosen from the Muslim population.

The development in Kaduna state is indeed a bad omen. It is bad that a state with significant Christian population that are predominant in eleven out of the state's twenty three local government areas, has no senior principal government official across all the three arms of government of the state. What is more disturbing is that Governor Nasir Elrufai, the perpetrator of this brazen act of religious marginalization in Kaduna state, is aspiring to run as presidential candidate at the Nigeria's Presidential election at the termination of his second term in 2023.

German Chancellor Angela Merkel left her Berlin home for the first time in almost two weeks on Friday, after she was forced into quarantine following contact with a COVID-19-infected doctor.
Merkel has returned to her office, where she will continue to observe social distancing rules and lead the country via video and audio conferencing, her spokesman Steffen Seibert said in Berlin.

The 65-year-old leader had been in self-isolation at her flat in the German capital’s museum district

She learned on March 22 that a doctor who gave her a vaccination two days before was infected with the virus.

Merkel was tested several times, with all tests coming back negative.

People who have come into contact with confirmed COVID-19 cases are generally advised to self-isolate for 14 days.

While in isolation, Merkel kept working and held government meetings via video link.

The chancellor’s popularity has soared during the coronavirus crisis, with Germans impressed by her calm and measured response.

In a survey for public broadcaster ARD published Thursday, 64 percent of respondents said they were very satisfied or satisfied with Merkel’s work — her highest approval rating since federal elections in 2017.

By Friday, Germany had recorded almost 80,000 coronavirus cases and 1,017 deaths, according to the Robert Koch Institute for disease control.

RKI chief Lothar Wieler said social distancing measures were proving effective.

“The spread of the virus is getting slower… it’s working,” he told reporters while stressing that restrictions on public life “need to be maintained” and it was too early to hail victory.

China reported an increase Tuesday in cases of the new coronavirus coming from abroad, as the country where the disease first emerged now worries about importing infections.
In total there have been 13 confirmed cases of the virus being imported to the mainland — all in Chinese nationals returning from overseas.

More than 3,100 people have died and over 90,000 have been infected worldwide.

The vast majority of cases are in China, but South Korea, Italy and Iran have emerged as the countries with the most cases outside the epicentre.

Eight Chinese nationals who worked in the same restaurant in Italy’s northern Lombardy region have tested positive for the virus in eastern Zhejiang province, according to the local government.
They flew home to China from Italy last week.

There have also been four confirmed cases of infections originating in Iran — two in Beijing and two in the northern Ningxia region — and one case in the southern city of Shenzhen in a person who had travelled from Britain via Hong Kong.

China has been implementing a series of measures to try and prevent its containment efforts being undone by cases brought into the country.

Those arriving in the capital from virus-hit countries — including South Korea, Italy, Iran and Japan — must self-quarantine for 14 days, the deputy secretary of Beijing’s government said at a press briefing Tuesday.

“If their destination is Beijing, everyone should be quarantined no matter whether they are Chinese or foreigners,” said the official, Chen Bei.

Those with a fixed residence should stay home, he said, while those without anywhere to stay would do “concentrated medical observation at a designated hotel”.

Officials in southern Guangdong province announced Tuesday they would implement similar measures, without confirming specific countries, while state media reported that Shanghai was also introducing the same rule for nations with high numbers of virus cases.

Also on Tuesday, officials in Dandong — which borders North Korea — announced everyone entering the city from abroad needed to be tested.

China is chartering a flight on Tuesday to bring home Chinese citizens stranded Iran, especially those in the hard-hit city of Qom, the state-owned Global Times reported.

Passengers will have to register and pay for the flight, which is not considered an evacuation, the Global Times said.

Hundreds of passengers from South Korea arriving in eastern China last week were placed in isolation after people on two flights were discovered to have fevers.

No infections have been confirmed so far.

The Movement for the Advancement of Internal Democracy (MAID) has called for the entrenchment of internal democracy in political parties in Nigeria.

MAID Coordinator Livingstone Wechie, during the inauguration of the group in Port Harcourt, decried a lack of internal democracy in political parties in the country.

Wechie lamented that the dearth of internal democracy in political party politics has led to the hijacking of the political system by the wrong people who seat back to impose their decisions without recourse to stakeholders and party members.

He stated that party supremacy would lose its esteem if ordinary members are not given the opportunity for popular participation.

Wechie, a political activist, warned that if the excesses of certain powerful interests who have privatised political parties are not curtailed, Nigerian politics would be anything but people-oriented.

Wechie cited Rivers State as a major victim of the trend he decried, singling out the All Progressives Congress (APC) and others parties in various states where stakeholders and aggrieved members have been involved in endless legal battles.

“Hence, the political destinies of many people were destroyed just because of the failure to allow the will of the people to prevail,” he noted.

The MAID Coordinator recommended a roundtable mechanism as the right tool to resolve party conflicts.

He charged the political class to give peace a chance in their parties and stop the culture of imposition because it would only lead to political implosion and mass resistance.

Human rights lawyer, Mr. Femi Falana (SAN), says a court process will be filed this week seeking the removal of the service chiefs based on the expiration of their tenure.

Falana said this on Channels Television’s Sunrise Daily programme on Monday.

He had argued that it was illegal for the President, Maj.Gen Muhammadu Buhari (retd.), to extend the tenure of chiefs.

When asked why no one had challenged the matter in court if indeed it was illegal, Falana said, “I can assure you that it is already being escalated. To the best of my knowledge, a suit will be filed during the week in respect of this matter.”

Falana recalled that activist, Mr. Festus Keyamo (SAN), who now serves as the Minister of State for Labour and Employment had sued the President Goodluck Jonathan’s government for failing to seek the approval of the Senate before appointing the service chiefs.

He said the Federal High Court had stated while delivering judgement that the National Assembly must approve the appointment of service chiefs before they can be installed.

The activist said it stands to reason that if the Senate approved the appointment of service chiefs, then the Senate’s approval must be sought before their tenure could be extended.

The senior advocate said, “My colleague who is now a minister in this government, secured a judgment that service chiefs must be approved by the Senate and President Jonathan had to seek the approval of the National Assembly in line with the judgment of the court.

“Now, going by that judgement, the President cannot extend the expired tenure of service chiefs without going to the National Assembly. So, when the House of Representatives recently passed a solution that the service chiefs should go, they should have relied on the judgment to say you cannot extend without approval if you cannot appoint without our approval.”

When asked if he implied that Buhari was breaking the law, Falana responded, “for sure.”

Falana said under the Public Service Rules and the Harmonised Terms and Conditions of Service of Military Officers and under Section 26 of the Armed Forces Act, there was no provision for the extension of tenure beyond the period stipulated by law.

The activist said it was wrong even though it had been done in the past.

“You cannot extend the tenure of certain officers while you ask others to go upon putting in 35 years in office,” he said
