BlueRayDick: But does the constitution grant this speaker this same privilege or he’s acting out of line ? It doesn't. The NASS do as they like. While the Executive must present its budget for the NASS for screening and approval, the NASS own budget is a secret. Those guys in NASS are rogues. |

I think most of these guys see themselves as equal with the executive; so they believe if the president can have several Special Assistants what stops them in the legislature from doing the same ?
I’m sure the appointments is more of compensating people that worked for him. For example the two media guys he appointed from punch and independent newspapers were most likely writing articles in their respective media organizations extolling his virtues while he was vying for the speakership seat Funny enough the President is having just 20 SA and he must forward the number ot SA he intends to appoint to the NASS for approval. The constitution grant the President the privilege between 15 - 30. |

afrodoc: It can apply to NASS because members of NASS can be Nigerians by naturalisation and not only by birth.
That section 182 has no place in the constitution. Section 177 has already stated clearly that only Nigerians by birth can be governor so why is another section (Section 182) which has nothing to do with Nigerians by birth doing there again?
That section will never apply to anyone.
Do you know what, let’s do an exercise. Can you give me a scenario whereby a candidate is Nigerian by birth thereby fulfilling Section 177 but is also not Nigerian by birth and acquires dual citizenship thereby susceptible to disqualification under Section 182?
Or better yet, simply describe to me any scenario in which Section 182 disqualifies anybody. Na copy and paste them do. Infact if you check for President, you will see the exact same provision listed there. 😂 |
European Football (EPL, UEFA, La Liga) › Re: EPL Chatroom - All Discussions by larride(m): 12:47pm On Jun 23, 2023 |
afrodoc: NASS is different. Nigerians by naturalisation are allowed to be in NASS.
Only Nigerians by birth can be governors. If Section 28 does not have to do with Nigerians by birth what is it doing in the governors criteria? That's what I'm saying, That section 66(1) a, it's practically the same thing with section 182 (a) with exact wordings. See the screenshot.

afrodoc: Once again the people who framed this constitution need to be flogged. Meanwhile the lawyer explaining it just went round and round without clarifying specific issues. No wonder our lawyers frame confusing laws.
The only explanation I can give for the “Subject to Section 28” in that Section 182 which will exonerate Hamzat is that they meant people who are not Nigerians by birth can’t acquire dual citizenship elsewhere and still run for governor. If that’s the case then Section 182 is superfluous as Section 177 already states that only citizens by birth can be governors.
On face value Section 182 states that if you voluntarily acquire the citizenship of another country you can’t run for governor.
Prior rulings have to viewed in context because while the constitution requires governors and presidents to be Nigerian by birth, it allows representatives just to be Nigerian (by birth or otherwise). Even for NASS, there is same provision as section 182. In Section 66(1), it says the same thing that section 182 says. |
European Football (EPL, UEFA, La Liga) › Re: EPL Chatroom - All Discussions by larride(m): 12:31pm On Jun 23, 2023 |
Spy360: No.
Section 28(1) talks about the forfeiture of citizenship for a person not born in Nigeria or of Nigerian parentage. Key word forfeiture.
Section 182 talks about someone who voluntarily swears allegiance to another country.
Hamzat may not have forfeited his Nigerian citizenship but he has voluntarily sworn allegiance to another country of which he is not a citizen by birth. There's a reason why that section 182 refer back to section 28 in the beginning of the sentence meaning the section 182 is not standing alone. As a Nigerian by birth, you can hold dual citizenship whether voluntarily or citizenship by birth. You are eligible to stand for elective positions. |
European Football (EPL, UEFA, La Liga) › Re: EPL Chatroom - All Discussions by larride(m): 12:24pm On Jun 23, 2023 |
afrodoc: Yeah it looks clear to me the more I read it.
Saraki was able to scale on that technicality of his UK citizenship not being voluntary.
If the courts are fair e be like say Hamzat’s stay will be a very brief one. I doubt it doc. The beginning of that section 182 says subject to Section 28. Here is what section 28 (1) says: "Subject to other provisions of this section, a person shall forfeit forthwith his citizenship if, not being a citizen of Nigeria by birth, he acquires or retains the citizenship of or nationality of a country, other that Nigeria, of which he is not a citizen by birth." Meaning you only lose your citizenship if you are not a citizen by birth then go ahead to acquire or retain another country citizenship. Hamzat is a Nigerian by birth, he can hold dual citizenship and contest for elective office. |
European Football (EPL, UEFA, La Liga) › Re: EPL Chatroom - All Discussions by larride(m): 12:13pm On Jun 23, 2023 |
Spy360: That of Saraki was no voluntarily. He was born in the US. This guy voluntarily took up another citizenship.
Pictures culled Again, the only way for a Nigerian by Birth to renounce his citizenship is not by taking another country oath of allegiance. The process for renouncing the citizenship is laid out. As long as he remains a Nigerian by Birth, the Case is dead on arrival. What you are posting is for someone that becomes a citizen by naturalization or registration. Not for citizen by birth. That's the reason that section is referring back to section 28 of the constitution. |

afrodoc: You are right. The only way a Nigerian by birth can lose his citizenship is if the president approves it. So as a Nigerian by birth the only way you can lose your citizenship is if you agree and the president agrees.
The question is can you be a dual citizen and still be a governor. The constitution seems to be muddled about it and it appears to me that you can’t, but it seems from precedence that is not the case. You can hold elective position as long as you are Nigerian by birth even if you have dual citizenship. Example is Bukola Saraki who was born in the UK. You only get disqualified if your Nigerian citizenship is by naturalization or registration. |
European Football (EPL, UEFA, La Liga) › Re: EPL Chatroom - All Discussions by larride(m): 10:16am On Jun 23, 2023 |
DeadPresidents: You can renounce your citizenship boss. Certain countries (like the Netherlands) have that as a prerequisite for Naturalization.
You’re right about the process being stressful (and mostly not a good idea) but it is possible Yes it is possible but unless you actually go through the process, your citizenship stand even if you acquire another country citizenship. |

livelongprospa: This Hamzat matter is abit confusing. He informed INEC in 2018 or 2019 that he had sworn allegiance to the US.
Now my question is, is there anywhere in that process that means you have renounced your Nigerian citizenship especially by birth abi GRV just dey clutch at anything? A Nigerian by birth can't lose its citizenship. The process for a Nigerian by birth to lose its citizenship is long and tedious and it requires your application to be granted by the President of Nigeria. Saraki has dual citizenship I think Willie Obiano does also. Moreover like you said, Hamzat clearly stated it in his INEC form that's he's a citizen of USA. |

If Unilag is upgraded to have similar conducive environment & risk of strike eliminated - be rest assured that it would command more premium than Redeemers. That can never be the 7:1 difference when those who attended public uni can still compete with those that attended private uni even with the strike. |
