I even refer you to check with your state ministry of budget and planning, you have done none of this yet you still insist it’s a lie. BlueRayDick: You didn't explain anything. Okokomaiko is a locality under Ojo LGA where the poorest of the poor reside in Lagos, why are people in this area not registered under the scheme. The talk about people not getting the info because they choose not to is not acceptable.
The whole idea of the social register being shrouded in secrecy is dubious in nature. Accepted It may not be meant for me, but who supposed to be the beneficiary don't even know about its existence. Is it not wise for the Govt to disseminate such info so I can encourage those who I know amongst them to register and become beneficiaries? Sigh. Is it that you skipped everything I have been typing since or you are just deliberately overlooking them? Please pay attention or else this discuss is an exercise in futility. 1. It is the state government that are tasked with compiling their social register while NSIP monitors carry out the PMT test to vet the list. 2. This program is based on communities. Like I explained earlier if you were paying attention each communities will define what poverty means to them and then identify the poorest among them in their various communities, these names will then be send to the ward and then to the local government. NSIP will then vet this names using their own PMT method. I already explained all these before, I don’t know why I have to explain again to you. 3. Pls pay attention to this very important point. There are still over 300 LGA that are yet to be captured in the National Social Register. That’s like 45% of the total Local Government in the country. That’s why I said State governments need to get to work since they are the one that will coordinate and train these CBT staff to carry out the program in each local government. It is not a register where everyone goes to write down their names. I already explained the process for you. |

BlueRayDick: 1. If NISRAL is supposed to disburb the money tagged as economic stimulus 2 weeks into federal government ordered lockdown, don't u think that is failure on the part of the government?
Below is an excerpt of Buhari's speech
In the past two weeks, we announced palliative measures such as food distribution, cash transfers and loans repayment waivers to ease the pains of our restrictive policies during this difficult time. These palliatives will be sustained
Anybody who sees that will think the Federal government has done something tangible for people adversely affected by the lockdown; which of course is not the reality based on Ur post above. You see why I agreed with diggz that the goverment is still using propaganda despite being in power for 5 years now.
2. The issue of social register/ social welfare programme, I will not lie to you I got to learn about that on this thread while u were converting with someone last week. I beleive the government for reasons best known to them refused to give the programme publicity and create awareness so the people who are supposed to be beneficiaries will register. I don't know of anybody in my locality that is a beneficiary under the scheme, most people are unaware of the existence of the programme.
There are government owned TV and radio stations that can be used to run jingles to encourage people to register for this of the government is actually serious and being sincere about this programme. Things like that should be the job of National Orientation Agency. What are they doing? I know a lot of retired people who clutch on to their radio listening to news for news items like this. These are people who learnt about registration of LASRAA on radio, if the government announces this social welfare programme on radio I'm sure they won't hesitate to register.
This is why Ekiti, Osun and other states will continue to have low number of people registered under the programme because nobody is passing this info to them You have raised some valid point. 1. I don’t know what’s going on with NIRSAL so I can’t really say anything about that. 2. Those who are the intended beneficiaries of this programme are not on social media, the best way to get to them is through their communities since the community is closer to them and in most cases they know each other. The fault lays solely in the hands of the state governments since they are the one that will coordinate and train staffs on the CBT while NSIP monitors will handle the PMT. one local government in Imo has 7200 beneficiaries but Ekiti State has 5,000 beneficiaries as a whole. The state government will answer to that. While the National Social Register has 11m households and vulnerable individuals, it is still a neglible percent when compared to our population. A lot still need to be done. Most people don’t know about the program because they didn’t care to get information as they are being released or they are outrightly rejected as been scam or audio just like Ibime just did even without trying to do any verification. It is what it is. |

BlueRayDick: If I get the explanation above, what u are saying is there is already a social welfare scheme in place that pays 5k to registered vulnerable and less privileged people every month. Now the 20k being shared is the arrears of the past 3 months and this current month for the existing beneficiaries under the social welfare scheme
1. My question is if the above is correct, it means the FG is presently not doing anything to cushion the effect of the lockdown because the 20k being shared is just to the existing beneficiaries of the social welfare programme and not those adversely affected by this lockdown.
2. Why is the government saying it is giving stimulus package to people adversely affected by the lockdown when it is just continuing with the existing social welfare programme and nothing else?
3. The planned expansion of the register for the social welfare programme, on what premise will it be done? Will it be to include people affected by the lockdown or just normal addition of beneficiaries under the existing social welfare programme? @ bolded, Yes, It’s an existing program not new. To answer your question: 1. The Covid-19 palliative for those affected by the pandemic is to be handled by NISRAL. For both households and individuals. I’m not sure if NISRAL has done anything tangible yet. NISRAL are suppose to support individuals with CBN backed loan of 50bn Naira to support the economic during the pandemic. Though registration has commenced, I haven’t heard anything about it since days ago when the registration started. I think I posted the link here also. 2. See 1. 3. The planned expansion of the register will have some twerks during the PMT to accommodate daily wage earner and low income earner. Hopefully state government down south will take this program serious. It’s a shame that in the whole of Ekiti only 5,000 people are on the program. |
European Football (EPL, UEFA, La Liga) › Re: Official Chelsea Fan Thread: Club World Cup Champions 2025-2029 by larride(m): 9:48pm On Apr 13, 2020 |
BlueRayDick: Alright I get Ur explanation. The problem I have with FG concerning the palliative measures is how they are going about it. If he claims 2.6m people have benefited from the stimulus package, how many of those 2.6m people are situated in Lagos, Ogun and FCT where he ordered total lockdown?
I live in Lagos and I'm yet to hear of any close by local government that it's people have been beneficiaries of this stimulus package. If the government is claiming people in Nassarawa, etc are the poor and vulnerable this may be far from the truth. I once stayed at Okoko as a student and I saw poverty in full HD in that part of Lagos. These are the people who need the stimulus package, not those in other states where the lockdown is not in force.
I fear there might be Chaos before this 2 weeks extension lapses with the way things are going. I think there’s a general misconception about the 20k that is been shared, let me explain pls. 1. The 20k that is been shared for the poorest of the poor is an accumulation of 4 months that they haven’t been paid. That’s Jan, Feb, March and April. 2. The program didn’t start today, the program started in 2016 under the National Social Investment Program (NSIP) under the office of the Vice President till 2019 when a new ministry was created called the ministry of humanitarian affairs and NSIP was moved to the ministry. NSIP consists of N-Power, TraderMoni, MarketMoni, National School Feeding Program and CCT. 3. The most asked question: How did they come about the list of beneficiaries? We have 774 Local Government in Nigeria and under the poverty index of the country, it rates each local government with their level of poverty from highest to lowest. Then the FG through the ministry of budget and national planning engaged each state on the need to create a social register which the NSIP will use to get that will be on the Conditional Cash Transfer (CCT). So each state train and set up coordinators while the NSIP set up monitors to compliments the work of the coordinators. What are the criteria used? The criteria used are the standards which the world bank uses to ascertain poverty which make up the following a. Community Based Testing (CBT) b. Proxy Means Testing (TBT) The community based testing give the community the opportunity to define what poverty means to them and how to identify the poorest among them through each ward in the local government, after defining poverty in their community, they collate the names of those they consider poorest among them and send to the local government for vetting by the coordinators and monitors. Proxy means Testing is where the monitors representing the NSIP go round the communities with the list they got from the CBT to ascertain the level of poverty in the households and individuals which names has been collated and submitted through CBT. Some of the questions the monitors will ask while conducting the PMT includes no of children, whether widow or widower, no of TV set, gen set, source of income and the likes. After vetting the names through PMT, the names are collated from all the local government in the state and sent to the State Ministry of budget and planning which they use to set up the State Social Register. It is each State Social Register that NASSCO compile together to get the National Social Register which list is what is being used to pay this people since 2018. Currently out of 774 LGA, we only have about 440 LGA enrolled in the National Social Register. Each State government has a lot of to do since the training of staffs for coordinators are directly under them. It’s important to note also that about 80% of those currently enrolled in the program are in the North. They get 5k every month from the FG but since the beginning of this year they haven’t been paid that’s why Buhari ordered for 4 months to be paid at once to them. PS: Everyone on the Social Register is registered with a wallet ID and an Identification card. This is what the ID looks like.

BlueRayDick: Buhari extends lockdown for another 14 days. Sincerely I have questions o. @larride I won't mind if u can shed light on some of the issues.
1. Buhari claimed they've done 92% contact tracing of infected persons, which means they've almost identified all those who came in contact with infected persons. If this figure is correct, then why go ahead with another 14 days extension of the total lockdown?
2. Buhari in his word claimed:
No country can afford the full impact of a sustained restriction of movement on its economy.I am fully aware of the great difficulties experienced especially by those who earn a daily wage such as traders, dayworkers, artisans and manual workers
Yet is announcing a further extension of the lockdown that will ensure these set of people experience further difficulties with no reasonable palliative measure in sight. I was expecting he will mention something tangible being done to ease the difficulties these people are facing.
3. Why is he restricting lockdown to Lagos, Ogun and FCT when we have a sudden rise in COVID-19 cases in Osun and 8 more states that had no confirmed cases as at 30th March when he announced the initial lockdown? To the best of my knowledge 1. Lagos still remain the Epic center and the commissioner of health in Lagos said they have had some case of community transmission even though they are aggressively doing contact tracing. Some of the new cases in the other states can even be traced to Lagos so it makes sense to still lockdown Lagos. Ogun has close proximity to Lagos, that’s why it’s also on the lockdown list and Abuja has the second highest case after Lagos so that explains that. 2. Buhari didn’t lockdown the entire country, it is other states apart from Lagos, Ondo, FCT that are locking down their states within their own right. While the Airport is closed to commercial travels out of the country, the ports are still open and running. Now on the issue of palliative, The FG cannot do it alone, apart from the fact that Nigeria is broke, state governments need to play their own part in whatever way they can. Buhari did says he has mandated NASSCO who are in charge of the Nationals social register to increase the number of household beneficiaries from 2.6m to 3.6m (Even though when compared to our population, this figure is really negligible) but this is our current reality and we have to find a way to get out of this lockdown ASAP. 3. I think I have answered this in the first point. Those new states with new cases has to have an exponential increase in case before considering lockdown. It’s not an easy decision to lockdown in a country like ours. Pls, if you can help those around you. |
