Let’s be honest: no reputable healthcare organization would ever employ someone as a mental health worker without proper education or certification something even the officer himself is fully aware of. I have the job since 2023 . Officer confirmed employment details on file. Noc 42201 was just added to health care category in February/march 2025 that's 6-7 months ago and that was when the category changed to healthcare and social work from " healthcare".

Maybe you missed the point where the case analyst called the attention of the senior officer to "rule 9" on my previous TR ( don't miss it) Applications. Rule 9 mean someone who had gone to court in the past for judicial review.


FYI, 42201 isn't under health care but social work. You need to understand there's a difference between mental health support worker and mental health nurse or psychiatrist.

You see, the problem is that you don’t understand the Express Entry round type you’re applying for.

The information you stated applies to the general Federal Skilled Worker (FSW) requirements, which are different from a category-based draw.

You’re applying under the Healthcare and Social Services occupations category, specifically NOC 42201 – Mental Health Support Worker.

As I mentioned befor...and that still stand...this is a category-based draw, not a Canadian Experience Class (CEC) draw or the general Federal Skilled Worker stream. The officer wants to confirm that you genuinely qualify under the category you selected, and that’s where your challenge lies.

General Federal Skilled Worker (FSW) checks you have work experience does not care what it is for the most part.

Canadian Experience Class (CEC) checks if you have work exprience in Canada does not care what it is for the most part.

Category-based checks if you have work and qualification ( school) experience in that Categoty or you belong to a professional body in that Categoty. in this case you only have work experience which is not enought.

There's no specific section you apply under healthcare, trade , French or other categories in the express entry system.

You input your noc and you get invited based on the draw or category draw. The system would only show you are qualified under cec . It won't mention any category to you. I hope this is clear.

My application is under cec. category is how you are invited not an application type. Thanks for being objective at this time.

So please keep that narrative for the quacks, not for me. The officer’s concern is likely that you do not have:


(1) A college or university program in social work, child and youth care, psychology, or another social science or health-related discipline, or


(2) Membership in a provincial regulatory body, which is required in some provinces.


They can see that you’re not specialized in the field you’re working in.

Someone who is specialized would typically meet at least two out of the three requirements ....yet you’re working as a Mental Health Support Worker (NOC 42201).

That inconsistency raises questions.

Remember, this is a category-based draw, not a Canadian Experience Class (CEC) draw. The officer wants to confirm that you truly qualify under the category you’ve selected, and that’s where your challenge lies.

That mindset of “everyone has a high school diploma” doesn’t really apply here. In Canada, you’re applying for Permanent Residency (PR)...you’re being assessed differently.

We all know some jobs can be used as a stepping stone, but for category-based draws, the focus is on whether your education and work experience align with the occupation category, not just that you have work experience in it.

Yes..... it’s absolutely okay (and advisable) to submit a webform before the senior officer makes a final decision, especially since your GCMS notes clearly show factual errors that could directly affect your eligibility and CRS points.

Reference your evidence but don’t re-upload documents unless requested as it will look like you are trying to change something in your application.

Previous work experience in a social service environment as a volunteer or in a support capacity may replace formal education requirements for some occupations in this unit group

You see, that may be what the officer is looking at.

The first point states it clearly.... the reason is that for the Mental Health Support Worker (NOC 42201) position, you need to have related education. That’s the only issue here.

Look at it this way: out of the three employment requirements for this NOC, you only partially meet point 2.

So that’s 1out of 3, which makes it hard to claim that point.
However, if you were a Social Service Worker and a member of a provincial regulatory body, that would give you 2 out of 3, making your claim stronger.

Mental health support worker isn't social work. This is a support role. They are different. Mandatory certificates are Occupational First aid, whmis, crisis de-escalation.

My company has 1k + employees. You can count less than 50% that has high school certificate.

We have about 40 managers. I am aware of 6 that didn't finish high school. My manager and senior managers only has high school certificate.

The actual and major requirement is knowing how to read, write and use computers.


Requirements on noc are not determinative according to ircc pr training manual below.

Lolz. Certificate is nothing to oyinbo. You need just ability to perform your job. There's also something called skill tranferability. Also I already worked as a support worker in a different organization for 1 year.

Just to let you know. The information on the nocs are not determinative. This is based on ircc own training manual for their officers obtained by Steve meurrens via access to information. You can read a training manual below.

Hey, my application was put under review required three weeks ago. I found out after contacting IRCC. I requested my GCMS notes and received them yesterday.

The case analyst made several mistakes on my application.

1. The marriage date is indeed July 16, as stated on the statutory marriage certificate on file. She even confirmed the document is included.


2. My Canadian work experience letter clearly states 33 hours per week from the start, but the officer noted 20 hours per week. Also, officers are not authorized to determine employment requirements for non-professional or skilled trade positions.


3. I believe the foreign work experience has already been accepted.



Do you think it’s okay to submit a webform before the senior officer makes a final decision to point out these mistakes? In another note, she confirmed 1,647 hours from the paystubs, acknowledged up to August, but disregarded November, December, and January to April–July, which totals 1 year and 7 months.


I believe the contested points is 90 points.

50 ( bonus point for skill transferability when you have both cec and foreign work experience).

3, Once you are done creating your account, you would see in blueprint a link reading "Add (link) your application to your account". Please click it.

4, Refer to the screenshot below. You will see different selections to choose from ( the screenshot will guide you) :

* Under Category, select temporary residence
* Under Subcategory, select study permit and extension
* Under Application details, select family name, given name and date of birth ( Being you might not know your application number and UCI due to the denial by your agent, but if you know these numbers, select application number and UCI)
* Under Applicants Personal information, select passport then enter your passport details
* Under Information about applicant's study in Canada, enter details as on your admission letter, which was declared in your application and your DLI number.
* Once this is entered and you review all details, click search for my application. It will open a new page.
* This new page will ask you to fill out a form to disassociate yourself from your agent. Fill this form to the best of your knowledge and attach and continue, then you should have your account linked.

NB: Once you enter all details correctly and it gives you an error message, and you try this twice, please wait for another 24 hours before trying again because the system allows one to try to link only 5 attempts, after which it would lock you out . Please wait for another 24 hours to try again should in case it gives an error when you click "Search for my application"

Fraser noted this measure will allow over 500,000 eligible international students already in Canada to potentially work more hours.

Canada is among the world’s leading destinations of international students. In 2021, it hosted over 620,000 international students, a figure which has tripled over the past two decades. Canada issued nearly 450,000 new study permits last year alone. Demand to study in Canada remains strong due to various factors, such as the quality of the country’s educational institutions, multiculturalism, affordability of the Canadian dollar, and the work and permanent residence opportunities that the country offers.

Fraser also pointed out in today’s announcement that Canada has already processed more than 452,000 study permit applications between January and August of 2022, a 23 per cent increase compared to the 367,000 processed over the same period in 2021. As such, Canada has already broken the record it set last year for study permits processed in a calendar year.

The majority of international students report they are interested in remaining in Canada as permanent residents upon completing their studies, according to research by the Canadian Bureau for International Education (CBIE).

Statistics Canada research shows that international students who go on to gain permanent residence tend to integrate quickly into the Canadian labour market due to factors such as their Canadian work and study experience, as well as English and/or French language proficiency.

This explains why Immigration, Refugees and Citizenship Canada (IRCC) offers a host of measures aimed at helping international graduates work in Canada and remain here.

IRCC offers the popular Post-Graduation Work Permit (PGWP). The PGWP enables eligible international students to get an open work permit that has a validity period that corresponds with the length of their educational program in Canada. Open work permits allow foreign nationals to work for any employer of their choice in Canada. The maximum PGWP validity period is three years. PGWP holders can then gain the professional Canadian work experience they often need to become eligible for an economic class immigration program. The most prominent immigration pathways offered by IRCC fall under the Express Entry system, with PGWP holders commonly pursuing permanent residence through the Canadian Experience Class (CEC) program.

Provinces and territories across Canada also reward international graduates with domestic work experience. Quebec and Provincial Nominee Program (PNP) streams across the country offer permanent residence pathways to international graduates as a means of encouraging them to remain in the province or territory and continuing to contribute to the labour market as immigrants.

Canada has increasingly looked to international students as a key source of permanent residents in recent years, especially during the pandemic. For instance, IRCC relied significantly on international graduates to achieve its target of landing over 405,000 new immigrants in 2021, breaking Canada’s record for new landed immigrants in a year. IRCC did this by inviting and landing large numbers of Canadian Experience Class candidates. In addition, it introduced a time-limited Temporary Residence to Permanent Residence (TR2PR) program in 2021 that enabled some 90,000 temporary residents to apply for immigration.

Minister Fraser also has a mandate from Prime Minister Justin Trudeau to identify additional ways for international students and temporary foreign workers to gain permanent residence via Express Entry. In addition, Fraser tabled a strategy in September outlining how the government aims to help more temporary residents gain permanent residence. The strategy contains five pillars, such as modernizing the immigration system to improve application processing times. We will gain greater insights on the Canadian government’s newcomer strategy when they table their new Immigration Levels Plan 2023-2025 by November 1st.

There is nothing to see in stopover unless you are stepping out of the airport or it’s just only 3 hours max.
The max stopover I have experienced is 3 hrs and Its the worst, because our flight got to Lisbon early.
I promised myself since then never to wait for more than 2 hrs except I want to step out around the airport.

I enjoyed my 12 hours stopover at Heathrow airport, London. I even did massage within the airport and met nice people. Didn't go outta the airport.
