This is a dumb question to me. There is no standard or fixed amount for building. You have to give details first. When you say modern, do you mean with parapet and rough tiles? What type of soil do you have etc. You have to start with the drawing plan. Structural design and cost, aesthetics is another thing etc.
It's wrong for people to just say yes because there is an M attached to the number. Naira has no value again. Some might equally say no because of high quality.

Next try to present the details before you ask questions. Building is quite complicated. Friends can just tell you yes just to encourage you which is not bad. If you start then you know that naira has no value again.
If a close friend tells you 4m please budget 6m. Depending on what you want to build.
Some can spend 8 million and some can even spend less than that 4million.
