First of all there are two types of smokers
1.. Responsible
2.. Irresponsible

1 Responsible smokers are people that smokes one type of cigarettes or one brand of weed.. they don't change dealers..they also budget money for smoking ( they have smoking allowance)..
They still have other savings and other things they do with money.. the only problem here is that they damage their lungs but do not cause harm to anybody..

2.. Irresponsible smokers are reckless people that smokes anything ranging from cigarettes to crack..
They use all their money for smoking without keeping any savings.
They can be very dangerous to people around them..
Their lungs are already damaged but they don't care..they can cough from morning to evening with cigarettes still in their hands..
