Well, he will have to travel to the US, registers the business and then oversee it before he will be able to file for a Green Card. The partner (the scammer) would have been responsible for all the legwork. But in this case, I guess he will be a coowner of the business. He fell for a scam that is credible.

If you establish a business worth up to $500k in the US and with employed Americans, you will be granted a Green Card. The scammer must have promised to help the man setup such a company.

Identifying what's your business and what is not is important. Let me lead with examples:
