THE All Progressives Congress on Sunday alleged that about $56bn (N11.02tn) was looted during the administration of former President Goodluck Jonathan and that the Buhari government needed to recover the funds to fulfill the change promised by the APC. In the breakdown by the ruling party, it said $6bn (1.2tn, at the rate of N197 to dollar) was stolen by some of Jonathan’s ministers and that 160 million barrels of crude worth $13.9bn (N2.74tn) were lost between 2009 and 2012 while $13bn (N2.56tn) in NLNG dividends was mostly unaccounted for. The National Publicity Secretary of the APC, Alhaji Lai Mohammed, said this in a statement on Sunday. Mohammed’s statement read in part, “Some instances of the looting are as follows: N3.8tn out of the N8.1tn earned from crude oil (2012-2015) withheld by NNPC; $2.1bn (N413.7bn) from Excess Crude Account unaccounted for; Department of Petroleum Resources’ unremitted N109.7bn royalty from oil firms. “Others are: $6bn (1.2tn) allegedly looted by some ministers of the last administration; 160 million barrels of crude worth $13.9bn (N2.74tn) lost between 2009 and 2012; $15m (N2.96bn) from the botched arms deal yet to be returned to Nigeria; $13bn (N2.56tn) in NLNG dividends mostly unaccounted for; N30bn rice waiver; and N183bn unaccounted for at the NDDC.” The APC consequently lashed out at those telling President Muhammadu Buhari not to waste time probing the Jonathan administration. The statement seems to be in reaction to a statement by the National Peace Committee, which reportedly told Buhari that probing the past administration was not a substitute for governance. The APC, however, said there was no way the Buhari government could effectively take off if it did not recover some of the trillions stolen under Jonathan and that the party’s promise of change was based on the assumption that it would recover some stolen funds. The statement added, “It is absolutely gratifying that Nigerians are vehemently opposed to the few who would rather have the government of the day turn a blind eye to the looted funds and, in their words, carry on with the process of governance. “Truly, what sort of governance can go on if the billions of naira in a few hands are not recovered? In the first instance, the government needs every kobo of the funds it can muster to bring about the change it has promised Nigerians. “Secondly, leaving such hair-raising funds in the hands of the few looters is dangerous, because they can use the funds to destabilise any government. In fact, no one will be surprised if the looters use their dirty funds to sponsor public demonstrations against the government’s determination to recover the funds. ‘’Thirdly, allowing those who privatised the commonwealth to get away is offering a thumbs-up for looting. No responsible government will do that.” The party said that those who stole had embarked on an increasingly-bold campaign to discredit the government of the day and sabotage the funds’ recovery process, using newspaper columnists, ‘talking heads’ and otherwise respectable opinion leaders. The APC submitted that it was necessary to remind Nigerians of the “massive looting of the treasury” that took place in the past few years, so the citizens could better appreciate the seriousness of the issue at stake. The party said the listed “missing” funds constituted just a tip of the iceberg, adding, ‘’The level of looting that went on in other sectors is better imagined, hence the need for all Nigerians to rally around the Buhari administration to recover the loots, bring the looters to justice and to put in place measures to prevent such looting in the future.” But the Peoples Democratic Party, in its reaction on Sunday, said the figures released by the APC were imaginary. The party’s National Publicity Secretary, Chief Olisa Metuh, in a statement, described Mohammed’s statement as “reckless, irresponsible and highly provocative.” Metuh said, “In trying to escalate their stock-in-trade of lies, wild allegations and falsehood, the APC failed to understand that their baseless fabrications are capable of throwing an unsuspecting nation into chaos. “The spate of fabrications by Lai Mohammed has become a sickening source of worry for well-meaning Nigerians, including those in his party.” The PDP spokesperson called on Buhari and the APC, as a party, to call their spokesman to order before he plunges the country into crisis with wild and unsubstantiated claims. President Muhammadu Buhari has concluded plans to recover all government property still in possession of government officials who served under former President Goodluck Jonathan. The government assets including vehicles, buildings, generator sets and others were said to still be in the possession of the former government officials weeks after they left office. Irked by the development, Buhari was said to have set up a committee made up of civil servants and security agencies to identify and recover the unreturned public assets from the former political appointees. The development is in continuation of ongoing efforts of the President to reclaim as much of Nigeria’s stolen resources as possible. The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, confirmed the development to journalists on Sunday. He said, “That is precisely the case. Even here at the Presidential Villa, there are cars and other property belonging to the government which are yet to be returned. “The property belong to the Nigerian people. We are not trying to humiliate anyone by asking them to return their cars or houses.” The presidential spokesman however did not disclose the identities of former government officials said to be still in possession of government property. But he expressed the conviction that the committee set up by the President would recover all the government assets. When asked whether the state and local governments were facing similar challenges with retrieving government property from their predecessors, Shehu said he was not in a position to confirm or deny this. He added, however, that he would not be surprised if that was the case, as this attitude of holding on to government property even after leaving office must be a natural outcome of the culture of impunity that has prevailed in Nigeria over the past years of the Peoples Democratic Party’s rule. “But change has come. That is why we have to do things differently now. The Independent Corrupt Practices and Related Offences Tribunal has commenced a clampdown on very wealthy civil servants. Already, the agency has seized 24 property and several cars from three civil servants with one of them having 18 property. A document obtained from the Office of the Chairman of the ICPC, Mr. Ekpo Nta, with the title ‘Notice of Seizure of Movable and Immovable Properties Pursuant to Section 45 (4) a – (b) of the Corrupt Practices and other Related Offences Ac 2000, revealed that the commission seized the property from three officials of the Ministry of Niger Delta. It stated that the property was seized because they were “excessive of the emoluments of the affected officers.” Although the document, dated August 11, 2015, is silent on the status of the officials, it was gathered that the three officials are all principal account officers of the ministry, which has been one of the focuses of investigations by the ICPC in recent times. The Niger Delta ministry officers listed in the document are Poloma Kabiru Nuhu, Mangset Longyl Dickson and Daniel Obah. The ICPC boss said the decision to seize the property would be served on the appropriate Land Registries and Departments in all the states where the property are situated. He stated, “The commission is investigating a matter involving some staff (members) of the Niger Delta Ministry, with certain movable and immovable property owned by the said staff. “The commission is of the opinion based on the aforementioned investigation that these movable and immovable property owned by these people who are staff of the Ministry of Niger Delta Affairs are excessive, having regards to their present emoluments and all other relevant circumstances. The commission hereby notifies the entire public that all movable and immovable properties owned by these staff (members) and listed hereunder are seized.” According to the ICPC boss, one of the officers, Nuhu, has 10 hectares of land, covered by Right of Occupancy at Kuje valued at N50m. It was stated that the same officer has an uncompleted duplex at Diamond Estate, Apo, Abuja, that is worth N90m. Nta also said Nuhu has 16 plots of land which are all covered by Certificate of Occupancy in different parts of Gwagwalada, Abuja. Another civil servant on the ICPC list, Dickson, is said to have a plot of land at Kubwa District, Cadastral Zone, Abuja. The property is valued at N7m. The third official, Obah, is said to own different plots of land in Abuja and Port Harcourt, Rivers State. Nta said Obah has a four-bedroom duplex at Karsana South District, Abuja, valued at N60m. He is also said to have a plot of land at Ozuoba, Port Harcourt, Rivers State. Other plots of land said to belong to Obah are located in Umuodili Odubo Community in Rivers that is worth N16.5m; Olipobo Rumuekini Layout, Obio Akpor Local Government Area valued at N18m and another plot at Livingstone Estate Umuogodo, Igbo Etche in Obio Akpor Local Government of the Rivers State. The PUNCH had exclusively reported on July 30 that the Federal Government’s anti-corruption operatives had been sent after ‘super rich’ public officers who had multiple property and other assets suspected to have been the rewards of graft. According to the report, the searchlight of the anti-corruption agents was on civil servants that possess questionable property in the Federal Capital Territory. It was also reported that operatives in the Assets Tracing, Recovery and Management Unit of the ICPC had been asked to haul in suspects for interrogation and recovery of ill-gotten assets in their possession. The ICPC was reported to have strengthened the ATRMU by posting more personnel to the unit to ensure the success of its campaign. On Wednesday, the Auditor-General of the Federation, Mr. Samuel Ukura, had recommended the recovery of about N183bn being funds meant for the development of Niger Delta but which was allegedly diverted for other purposes. Ukura, who stated this in three special audit reports to the Clerk of the National Assembly, Mr. Salisu Maikasuwa, explained that the amount was discovered in the periodic checks carried out by his office on the activities and programmes of the Niger Delta Development Commission between 2008 and 2012. According to him, N70.4bn was paid as mobilisation to various contractors who never reported to site, while N90.4bn was the extra-budgetary expenditure for heads and sub-heads without approval by the legal authorities. He also said N10bn was tax deductions without evidence of remittance to the Federal Inland Revenue Service; N5.8bn was payment to contractors for projects not executed, stalled or abandoned, while N1.2bn was undeducted taxes from contractors. Ukura added that N3.1bn was transfer made to unauthorised accounts; N1.7bn was staff outstanding staff advances which were never accounted for and N785m out of N1.1bn meant for the supply of furniture to various schools in Delta State was diverted. The decision of some leading political figures in Bayelsa State to decamp from the Peoples Democratic Party, PDP may come as a shock to many. Even more shocking is the fact that a number of the persons who are expected to this weekend defect to the All Progressives Congress, APC were at one time confidants of the immediate past president, Dr. Goodluck Jonathan. https://www.vanguardngr.com/wp-content/uploads/2015/08/jonathan-dickson.jpg Senator Heineken Lokpobiri who served in the Senate for two successive terms between 2007 and 2015 was unflinching in his assertion for his defection. Part of the change “The reason why I am leaving is because PDP is dead in Bayelsa, PDP is dead in Bayelsa and I want to be part of the change that is coming to Bayelsa and indeed Nigeria,” he told Vanguard in a telephone interview. Besides Lokpobiri others who are expected to be received into the APC this weekend include Senator Clever Ikisipo who represented President Jonathan in the Senate up till last June, former Senator John Brambaifa, two former Acting Governors of the state, Nestor Binabo and Werinipre Seibarugu, a former Deputy Governor of the state, Peremobowei Ebebi and one of the conveners of the PDP in the state, Ambassador Emmanuel Otiotio. Also listed are the former House of Representatives member, Dr. Stella Dorgu, former NDDC board chairman, Prof. Tarila Tebepah, the former Reps members – Christopher Enai, Warman Ogoriba, Bonus Indiamaowei, Nelson Belief, Nadu Karibo, former Secretary to the State Government, Chief Gideon Ekeowe and former Deputy Speaker, Fini Angaye.” Given the high profile of the defectors it is not surprising that the APC is reported to be sending its number two man in the Federal Government to receive them into the new ruling party. Besides Lokpbobiri, a number of the other defectors in separate interviews gave reasons for their action which mostly centered on grievances with the incumbent governor, Serikae Dickson. “PDP is dead because we have a governor who has refused to perform. All those who say that the governor has performed, let them tell you the projects that the governor has commissioned. Is it in Yenogoa alone that he is? Is there any project? The roads going to my area are not even cleared. “The simple truth is that I am leaving because the PDP as led by the present governor is dead and we have no choice but to be part of the change going on in the country.” Asked if he was not abandoning President Jonathan because he had left office, Lokpbobiri said:“We are not slaves to the former president! He is not doing any election. When he contested we supported him though he didn’t support some of us, but we all supported him. Anybody who says we are abandoning him is missing the point because the former president is not contesting election, when he contested against Buhari we supported him. Missing the point Chief Alex Ikiotenne, leader of the Bayelsa Peoples Consultative Assembly BPCA and former PDP chieftain who resigned his appointment as an Honorary Adviser and a member of the Board of Directors of the Bayelsa Oil Company just like Lokpobiri said Dickson has failed. “It is clear that he has failed,” adding “the two policy thrusts expected of the administration, which are proper consultation and listening to proper advise have failed. “A number of well meaning Bayelsans actually had great hopes at the beginning of the administration in terms of a consultative approach to developmental programmes and the transparency objectives of the administration. “Soon after the commencement of full scale activities, government completely jettisoned the consultative approach of running a successful government. “Following this turn of attitude, so many projects were started in one swoop, thereby abandoning prioritization, strategic needs consideration and funding prospects.” “The Bayelsa government has been deceiving itself. They have lost this battle. The complete psycho state of the PDP has broke down.” Chief Dekivie Ikiogha who served as Chief of Staff to Governor Dickson and was a close political associate of President Jonathan pointed at the internal party crisis that has separated many chieftains from the governor. Final decision “I recall in one of the meetings that led to the final decision to quit, how my supporters reminded me that the PDP I helped to form and nurture was no more the same. “They said some hawks have hijacked the party, making it very glaring that it was a house in tatters, a divided house made of men who were only driven by their selfish ambition.” The PDP, he lamented, has drifted from a well organised family to a congregation of betrayers and deceits, a development that led to his leaving the party. The ship of change, he noted has finally berthed in Bayelsa adding “we have been received and are fully at home in the APC.” He urged the PDP led government not to embark on hate campaigns against them. “As I make this move, I am just convinced that we are on the right path. That is why I am urging all my compatriots who are still in the PDP to take that step and join us. I have seen life. I have seen hope. I have seen freedom. I have seen warmth. I have seen friendliness. APC is a family to be and behold. “Unhappy as some people may be, troubled as my former allies in the PDP government in the state may because of the light they have yet to see, I am urging them to play politics with love and not to haunt and chastise those of us who have decided to quit. Campaigns of hate will not help us. “It is time to join hands and rebuild our state. We have been in PDP for 16years and now is the time for change.” Ambassador Emmanuel Otiotio, a former Nigerian envoy to Japan and recently, political adviser to Governor Sylva spoke in the same vein. “Few years ago Nigeria was dwindling and floundering and Nigerians were losing hope until the recent inroad into the presidency of Muhammadu Buhari.
