ABUJA — The Auditor-General of the Federation, Mr Samuel Ukura, has said N183.7 billion could not be accounted for by auditors who conducted a special check on the Niger Delta Development Commission, NDDC, from 2008 to 2012. https://www.vanguardngr.com/wp-content/uploads/2015/08/Auditor-General.jpg Auditor-General of the Federation, Samuel Ukura Ukura said this, yesterday, in Abuja after submitting three special reports to the National Assembly. According to the News Agency of Nigeria, NAN, two of the reports were on the environmental audit on the drying up of Lake Chad while the third was on Special Periodic Checks on the activities and programmes of the Niger Delta Development Commission. Giving a highlight of the report, Ukura said a lot of discrepancies were noticed in the NDDC accounts, adding that about N183.7 billion was expected to be refunded to the federation. Ukura said a breakdown of the refund included the N70.4 billion unaccounted for from the mobilisation of various contractors that never reported to site. It also includes “N5.8 billion paid to contractors for projects not executed or abandoned. N90.5 billion was spent on extra budgetary expenditure without approval by legal authorities, while un-deducted taxes from contractors are N1.2 billion.” About “N10.07 billion should be refunded as tax deductions made without evidence of remittance to FIRS. N3.1 billion was transfered to unauthorised accounts and unaccountable staff advances were N1.7 billion. It is our belief that all the money spent by government, if it was properly spent in the region, Niger Delta would be a better place.” Ukura said N785 million of N1.1 billion contracts for the supply of furniture to various schools in Delta State was also unaccounted for. He said that the additional details of their findings were contained in the report he submitted to the Clerk, National Assembly, Mr Salisu Maikasuwa. On the drying up of the Lake Chad report, Ukura said the reclamation of the lake would revive economic activities of the North East and end insurgency in the region. “The key message is that Lake Chad is drying up very fast from 25,000 sq. km in 1960 to just 1,500 sq. km as at present. We must save Lake Chad from extinction. Right now, the part of the lake with water is in Cameroon and Chad. Hence farmers, cattle breeders in the Nigerian side are suffering and economic activities in the region have dwindled significantly. ABUJA – FINALLY, the Director-General of the National Centre for Women Development, NCWD, Onyeka Onwenu, has honoured the invitation of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, over the allegation of N17million contract bribe levelled against her. She was drilled and granted administrative bail by the commission. An impeccable source at the ICPC confirmed to Vanguard, yesterday, that Onyeka Onwenu appeared before the commission, Monday and after answering some questions, she was allowed to go home on self-recognition, while investigation continued. “She honoured the invitation on Monday 10th of August and she has been granted bail,” the source confirmed. However, the source refused to talk further on the outcome of the investigation, maintaining that she had not been indicted, as the investigation is still ongoing. According to the source, “We are waiting for further directive, the next action depends on whether she is culpable or not.” Onyeka Onwenu had, Friday last week refused to honour the invitation of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, over an alleged N17 million contract bribe, citing health challenges. Other persons earlier interrogated on the matter were Mukhtar Usman, Jauro Jibrin and Sadeeq Umar, who were all released pending the conclusion of the investigation. Onwenu is being interrogated after her personal assistant, Chika Abazu, who was on July 10 arraigned before a Federal Capital Territory High Court on a six-count charge of bribery and gratification, was involved in a N17 million bribery allegation. Abazu, however, pleaded not guilty to the charges. The aide was denied bail and ordered to be remanded in the Federal Prisons, Kuje, until the case is dispensed with. Colonel Rabe Abubakar, Director of Defence Information who said in a statement issued in reaction to spate of suicide attacks in the North East where scores of innocent lives are lost on regular basis however noted that the terrorists will continue to constitute danger to the civil populace because they are in disarray. The statement was issued in reaction to the suicide bombing at Sabon Gari market in Borno State on Tuesday. “Those perpetrating these heinous crimes are callous, barbaric and monsters whose activities will soon become a thing of the past,” Rabe said. “The military therefore called on the general public to be extra vigilant and be wary of strange faces and objects in their localities, affirming that asymmetric warfare calls for collective effort of both the general public and the security agencies in information gathering and sharing. “The military is intensifying efforts to continue to break the bones of the terrorists and wish to re-state and re-assure Nigerians that it is not relenting in its efforts to rid the country of terrorism and any act of criminalities. “ Every step is being taken to neutralize the capability of terrorists whose activities still continue to constitute danger to civil populace as they are in disarray while running away from their former safe haven and no longer capable of confronting the troops. “Defence Headquarters is therefore appealing to the general public to be extra vigilant and be wary of strange faces and objects in their localities. “Asymmetric warfare calls for collective effort of both the general public and the security agencies in information gathering and sharing. This is contained in a document signed by the Chairman of ICPC, Ekpo Nta in Abuja on Tuesday, August 11. "The total amount of N133, 413,845.99 from the N350 million 2015 election monitoring exercise domiciled within FCMB be remitted to the Federal Treasury through the ICPC recovery account at Zenith Bank," it said. The commission also directed all staff who took part in the election monitoring to refund the N11.7 million paid to them as two-way return ticket and airport taxi within the FCT to the Federal treasury through ICPC recovery account. "The Police Service Commission paid DTA to all staff including those based in Abuja that participated in the training programme held within Abuja. "The investigation has not revealed any criminal infraction against Mr Mike Okiro as all issues outlined above are administrative in nature," he said. It said that it was confirmed that Okiro collected five days each for two conferences that ran simultaneously in Dublin and Orlando, Florida. "However, it was discovered that he expended the entire 10 days on the trip using the ticket-fare for Abuja-Dublin-Abuja," it said. According to the document, Okiro has written to the Presidency to expend the ticket-fare for Abuja-Orlando-Abuja on another trip coming up in October. It said that if the presidency approved his request, the matter would be considered by the commission. "However, if approval is refused, the fund thereof should be returned to the Police Service Commission and ICPC so informed," he said. The document said that the commission accepted the explanation by PSC that due process could not be strictly adhered to because of time constraint. However, the commission has cleared the Chairman of PSC, Mr Mike Okiro of any criminal infraction in the utilisation of part of the election monitoring money. The explosion struck at around 1:30 p.m. (1230 GMT) in the town of Sabon Gari in Borno state, which is the heartland of the Islamist militant group. “So far, 52 people are injured, 47 dead persons have been removed from the market,” Umar Kidda, a member of a civilian viligante group, told Reuters by phone. Kidda, who witnessed bodies being taken away, said the market was busy when the explosion occurred. A military source who declined to be named said around 50 people had been killed. Boko Haram has killed thousands of people during a six-year armed campaign to set up an Islamic state in northeastern Nigeria. According to a Reuters tally, more than 600 people have been killed in raids and bombings by the insurgents since President Muhammadu Buhari took office on May 29, promising to crush the group. At the start of the year Boko Haram controlled territory about the size of Belgium. The army said it pushed the group from most of that area in the last few months with the help of troops from Chad, Niger and Cameroon, but there has been a recent resurgence in militant attacks. The Economic and Financial Crimes Commission has evacuated all 13 exotic vehicles seized from the former Head, Ondo State Oil Producing Area Development Commission, Mr. Debo Ajimuda, and kept at the premises of the state Police Command, Alagbaka, Akure. It will be recalled that multi-million naira vehicles were seized by the anti-graft agency in March, 2012 and put in the custody of the State Police Command sequel to the allegation of N540m fraud levelled against the former OSOPADEC boss. Ajimuda, who was arrested immediately after the seizure of his property by the EFCC, was later arraigned on June 2012 at the Akure Federal High Court with four other accused persons on a 13-count charge but they were later released on bail. A source at the police command told our correspondent on Monday that the EFCC officials came to the command last week, with a letter from the EFCC’s headquarters in Abuja to remove all the vehicles from the command. Another source explained that the evacuation of the vehicles might not be unconnected with the pending case of the alleged N540m fraud levelled against the former OSOPADEC boss at the High Court. Some of the exotic cars evacuated include a Toyota Tundra jeep with a registration number ABUJA FY 195 ABC; a Benz 4matic 2011 model, with registration number LAGOS DK 777 FST; Toyota Corolla with registration number ABUJA HJ 805 ABC; a Toyota Solara, ABUJA EU 777 ABJ; and a Toyota Venza; Benz 500, registration number DK 777FST; and G.Wagon Benz. In his reaction to the development, the state Police Public Relations Officer, Mr. Wole Ogodo, confirmed the released of the vehicles in their custody to the EFCC, saying it was released following the request of the anti-graft agency. The PPRO explained, “We are not in charge of the matter, the vehicles were just kept in our custody for safety. The EFCC brought a letter that we should release the vehicles they kept in our custody to them, and we did.” Ogodo however denied having information about the purpose of the evacuation of the vehicles. THE corpse of a soldier, attached to the Joint Military Task Force Base in Ogbolomabiri community of Nembe Local Government Area of Bayelsa State, was on Sunday found floating on the river. The development came a few days after unknown gunmen attacked the base checkpoint and killed four soldiers and a mobile policeman. It was learnt that the discovery of the corpse of the unidentified soldier, brought to five the number of soldiers killed in the Friday invasion. Sources from the Nembe communities said the corpse of the dead soldier was found in the early hours of Sunday morning by some boat drivers. The boat drivers were said to have alerted community leaders, who drew the attention of traditional ruler and his chiefs to the incident. The chiefs were said to have called the JTF commanders. In a related development, the Bayelsa State Government has condemned last Friday’s killing of four soldiers and one mobile policeman in the Nembe area of the state. Four soldiers and one mobile policeman attached to the JTF Operation Pulo Shield were killed by gunmen suspected to be sea pirates on the fateful day. The gunmen, in a coordinated water and land operations, had attacked the JTF base in Nembe, killing the operatives and carting away arms and ammunition belonging to the task force. While condoling with the Chief of Army Staff, Lt.-Gen. Yusuf Buratai, and the families of the five slain military and police officers, the government said it would partner with the security agencies to arrest the perpetrators of the dastardly act. It stressed that no stone would be left unturned to bring the killers to justice, describing the act as mindless and most barbaric.
