President Muhammadu Buhari on Tuesday said he was disappointed at the way Nigeria’s oil industry had been operated since he left office as a former petroleum minister and as a military Head of State in 1985.

Buhari said those who led the country since then had allowed the nation’s refineries to collapse in order to give their cronies the latitude to steal by importing refined petroleum products.

According to a statement by the President’s Senior Special Assistant on Media and Publicity, Garba Shehu, Buhari spoke during a meeting he had with a delegation of the Revenue Mobilisation, Allocation and Fiscal Commission at the Presidential Villa in Abuja.

Buhari blamed the past administrations for the current situation in which Nigeria is forced to spend billions of naira annually on subsidies for petroleum products.

He said the increase in petroleum subsidy payments over the years was due to the deliberate neglect of the nation’s refineries as well as oil pipelines and other infrastructure in the oil sector in order to allow the importation of petroleum products and corruption to thrive.

He said he was convinced that there would not have been any need for the huge subsidies currently being paid to importers if the development of the country’s domestic refining capacity and petroleum products distribution network had kept pace with national demand.

“They (past administrations) allowed the infrastructure to collapse so that their cronies can steal by bringing in refined products from overseas,” Shehu quoted the President as saying.

He therefore urged the chairman and members of the RMAFC, who availed him of their view on petroleum subsidy payments, to come up with more humane proposals to rescue ordinary Nigerians from what he described as the “wicked manipulation” of the country’s oil industry by corrupt operators.

The President also warned that severe sanctions would be visited on any individual or organisation that violated his directive on the payment of all national revenues into the Federation Account.

The President said that the Nigerian National Petroleum Corporation, the Nigerian Ports Authority and other MDAs which previously relied on the laws establishing them to retain all or part of the revenues collected by them, did so illegally and must now comply with the Nigerian Constitution by paying all revenues into the Federation Account.

Buhari was ousted in a 1985 coup led by Gen. Ibrahim Babangida, who ruled the country as a military president from in 1985, till he was forced to step aside 1993 following the uproar that greeted the annulment of that year’s presidential election, won by the late businessman, Chief Moshood Abiola.

Babangida left an Interim National Government, led by Chief Ernest Shonekan. Few months after Babangida left, the late Gen. Sani Abacha pushed aside Shonekan and ruled from that 1993 till he died on June 8, 1998.

Gen. Abdusalami Abubakar, who succeded Abacha handed over to Chief Olusegun Obasanjo in 1999 to usher in a fresh democratic dispensation in the country. Obasanjo served two terms and handed over to the late President Umaru Yar’Adua in 2007. After the death of Yar’Adua on May 5, 2010, his deputy, Goodluck Jonathan took over and led the country till May 29, 2015, when he handed over to Buhari.

Buhari was also said to have chided the RMAFC for approving what he called “excessive remunerations” for some political office holders.

He therefore urged the delegation to seek a proper interpretation of the commission’s powers and address the public outcry against the high payments.

Meanwhile, the Nigeria Labour Congress on Tuesday insisted that the Federal Government must investigate funds that were allegedly stolen during the last days of the Jonathan administration.

The NLC, at its national leadership retreat, which held in Calabar, Cross River State, also warned the new Group Managing Director of the NNPC, Dr. Emmanuel Kachikwu, not to think of removing oil subsidy.

The NLC president, Mr. Ayuba Wabba, warned that the fight against corruption by Buhari should not be trivialised.

The NLC boss lamented that the Federal Government had failed to remit N35bn to Pension Funds Administrators for workers in the last 11 years.

He said, “Another issue that we are again compelled to comment on is the ongoing campaign of President Buhari against corruption. It is of course no longer news that corruption has eaten so deep into our body polity.

“We now learnt that in the twilight of the last administration, the nation’s revenues were indiscriminately transferred to individual accounts. For us in the Congress, these funds must be recovered by all means. If we need to employ the services of forensic auditors to uncover the various amounts stashed away in foreign and domestic banks, so be it.”

He said investigations into the looting of the national treasury should not be unduly made a controversial matter.

President Muhammadu Buhari has said that his administration is building a new Nigeria and that the effort requires the support and participation of its citizens both at home and abroad.

The President said this on Tuesday at the Diaspora Day 2015 celebration with the theme “Diaspora and Nigeria Change Agenda“, held at the Banquet Hall of the Presidential Villa, Abuja.

Buhari, who was represented by the Vice President, Prof. Yemi Osinbajo (SAN), said that Nigerians in the Diaspora had a lot of contributions to make in rebuilding the country.

“Permit me to take this opportunity to interrogate the place and role of Nigerians abroad in the Change Agenda of the Buhari administration.

“This is because we have embarked on the building of a bold new Nigeria and we need all hands on deck.

“The time has come for talents from home and abroad to mix it up in patriotic zeal to fashion the Nigeria of our dreams.

“First let me quickly lay out our medium to long term strategy as a government.

“It is namely to build an economy led by a strong and responsible private sector.“

Buhari said that government would intervene by providing physical and economic infrastructure as well as social policies that would provide opportunities and succour for the 110 million extremely poor Nigerians.

He said that the administration was aiming to consistently generate 5,000 MW of power daily by early 2016.

According to him, this is a modest target from what is already available.

He said efforts were being intensified to complete a variety of outstanding power-related projects to remove existing pitfalls and lay the foundation for the generation of 10,000MW and 15,000MW in the short and long terms.

Buhari said that government was pursuing a long overdue reform in the hydrocarbon industry and was reorganising the NNPC and holding the officials accountable for past revenue losses.

He said government would improve the capacity of the country’s oil refineries to reduce the over 37 per cent of foreign exchange applied to the importation of refined petroleum products.

The President said that in a bid to ensure self-sustenance, government was making concerted efforts to boost the production of rice, wheat, and cotton.

According to him, the production of the rice, wheat, and cotton will help reduce the foreign exchange requirement for the importation of the same items as rice importation alone gulps about $4 billion annually.

He added that seven rice-producing states were working in concert with the Federal Government to map out the pathway to self-sustenance in rice production within 30 months.

Buhari said that the agricultural and agro-allied value chain remained a priority of government in job creation plans as it would support local agriculture.

He said that plans were on to create a friendly and efficient environment for investments by removing bureaucracies and red tapes in approval processes adding that the incentive regime in the country would also be reviewed.

He said government intended to return all garment and textile factories to full production within the shortest time possible.

The President said that to address youth unemployment government would invest in infrastructure, technology, agriculture and mining while the one-meal-a-day programme for primary schools would also create many jobs and business opportunities.

He said government would implement social intervention schemes to make no fewer than 110 million extremely poor Nigerians to participate in the new Nigeria.

He said that the experience and exposure of Nigerians abroad would be tapped to build a thriving economy as obtained in other nations, adding that India, Japan, China and Korea attained global status following the contributions of their nationals abroad.

“Besides, the financial remittances from Nigerians abroad have well reached an estimate of over $20 billion in 2014.

“With the potential of such huge populations abroad and attendant financial muscle, no government can actually totally ignore such persons,“ he said

He added that the place to start was to develop a reliable data of Nigerian citizens abroad using the Embassies and missions.

The President said that if signed into law, the proposed Diaspora Commission would open a new vista for engaging Nigerians abroad and allowing their expertise to permeate the entire country.

He said that government was aware of the importance of the voting rights of Nigerians broad, noting that Nigeria would consider absentee voting in the future.

He, however, said that legislation, funding, and confidence in the electoral system were required to make it work.

According to him, the last general elections have instilled confidence in the electoral process.

“Our electoral process is evolving and as greater confidence is built in the institutions and processes associated with it we may then create voting opportunities for our citizens abroad in the not too distant future,“ he added.

He affirmed that government would ensure that the rights of Nigerian citizens abroad were protected while urging them to be good ambassadors of the country.

Not sure if this is good news but this sounds highly unimpressive to me considering the magnitude of theft taking place at the highest tier of governance. EFCC, high-profile cases are in abundance. That's what will show you mean business against corruption.

AS a measure of its anti-graft crusade, the Economic and Financial Crimes Commission (EFCC) has secured 273 convictions in the last 32 months and recovered $925,000 about N200 million for the government, according to Vanguard investigations. The commission secured 117 convictions in 2013 and 126 last year. Since January this year, the figure so far is 30 and 12 of these were secured after the May 29 hand-over of power to President Muhammadu Buhari. The N200 million is not part of the money recovered for private individuals.

However, most of the convictions were low profile cases or ‘petty thieves’ as those involving a host of former governors, ministers and lawmakers are still pending. The bulk of the recovered funds came from money laundering and false declaration of funds.

About half of the sum ($511,225) was recovered from one Kutumisana Mbuta Blaise, from the Democratic Republic of Congo, who was convicted recently by Justice Ibrahim Buba of the Federal High Court, Lagos, for money laundering.

Blaise was arraigned by the EFCC, on one court charge of money laundering sequel to his arrest at the Murtala Muhammed International Airport, Lagos for being in possession of $511,225 cash that he failed to declare to officers and men of the Nigerian Customs Service as required by the provisions of Section 2(3) of the Money Laundering (Prohibition) Act, 2011 (as amended by Act No. 1 of 2012).

He had pleaded not guilty upon arraignment but after prosecution by the EFCC, Justice Buba found him guilty as charged and ruled that the convict should forfeit the entire sum to the Federal Government of Nigeria in line with provisions of the Money Laundering Act.

Mr. Aminu Sule Lamido, son of immediate past governor of Jigawa State, Malam Sule Lamido, was on July 12, 2013 made by the court to forfeit 25 per cent of the E10,000 he did not declare during a trip out of the country.

Other recoveries include: Soufiyano Issa, June 5, 2014, forfeited 50 per cent of undeclared $132,000 to the Federal Government; Akinnoye Abiola Oluwafunke ($51,205, money laundering); Fatai Apampa Adesina ($140,000, money laundering) and Abdulrasheed Ibrahim (25 per cent of $188,858, undeclared funds among others.
