President Muhammadu Buhari on Sunday ordered all ministries, agencies and departments of government to stop forthwith the operation of multiple bank accounts for the purpose of keeping revenues and incomes.

The Presidential order affects the Nigerian National Petroleum Corporation, the Central Bank of Nigeria, the Federal Airports Authority of Nigeria and the Nigerian Maritime Administration and Safety Agency.

Also on the list are the Security and Exchange Commission, the Corporate Affairs Commission, the Nigerian Ports Authority, the Federal Inland Revenue Service, the Department of Petroleum Resources and the National Civil Aviation Authority, among others.

All the agencies must henceforth maintain a Treasury Single Account, domiciled with the CBN for revenues and other receipts.

The new directive was contained in a statement made available to journalists by the Senior Special Assistant to the Vice President on Media and Publicity, Mr. Laolu Akande, on Sunday.

Akande explained that the directive was meant to promote transparency and facilitate compliance with Sections 80 and 162 of the 1999 Constitution.

“Henceforth, all receipts due to the Federal Government or any of its agencies must be paid into TSA or designated accounts maintained and operated in the Central Bank of Nigeria, except otherwise expressly approved,” the statement said.

It explained that the presidential directive would end the previous public accounting situation of several fragmented accounts for government revenues, incomes and receipts.

He said the existing system had led to loss of legitimate income meant for the Federation Account, and that the directive applied to fully-funded organs of government like ministries, departments, agencies and foreign missions, as well as the partially-funded ones, including teaching hospitals, medical centres and federal tertiary institutions.

“For any agency that is fully or partially self-funding, sub-accounts linked to TSA are to be maintained at CBN and the accounting system will be configured to allow them access to funds based on their approved budgetary provisions,” the statement explained.

A TSA, according to Akande, is a unified structure of government bank accounts, enabling consolidation and optimal utilisation of government cash resources.

He said the system would allow the government to transact all its receipts and payments and get a consolidated view of its cash position at any given time.

Buhari had during the inaugural meeting of the Vice President Yemi Osinbajo-led National Economic Council, on June 29, promised state governors that all revenues prescribed for lodgement into the Federation Account would be treated as such under his watch.

He had also promised to ensure strict compliance with all relevant laws on accounting, allocation and disbursement.

Meanwhile, the Revenue Mobilisation Allocation and Fiscal Commission on Sunday said the mining sector had contributed over N2bn to the federation account.

The Chairman, RMAFC, Elias Mbam, according to a statement, said this during a meeting with the executive officers of the Miners Association of Nigeria, led by the association’s president, Sani Shehu.

Mbam, in the statement issued by the commission, was also said to have unveiled plans to collaborate with the miners association in order to enhance the revenue generation potential of the sector.

The statement read in part, “The chairman commended the executives and members of the association for their sustained interest in the growth and development of the solid minerals sector in spite of the enormous challenges, promising to partner the association in its quest to diversify the economy, especially in the face of dwindling oil revenue.

“In this regard, he disclosed that the commission has supported the development of the sector through the Natural Resources Fund domiciled in the CBN.

“Mbam stressed that the Sector has contributed over N2bn into the Federation Account.”

Osogbo — Governor Rauf Aregbesola has described Justice Folahanmi Oloyede ,who petitioned the state House of Assembly to investigate him and his deputy, Mrs Titilayo Laoye-Tomori for alleged mismanagement of the state resources as a blatant liar and an incompetent judge.

The seven-man investigative panel set up by the House to investigate the petition have since dismissed it for lack of merit and also recommended the judge to the State Judicial Council, SJC, and the National Judicial Commission, NJC, for sanction.

But a human rights activist in the state and Chairman, Civil Societies Coalition for the Emancipation of Osun State CSCEO, Comrade Adeniyi Alimi Sulaiman has urged the women activists in Nigeria to rise up in defence of Justice Oloyede, whom he described as a courageous woman judge.

Aregbesola had at the 50th birthday party organised by the speaker of the state Assembly, Hon. Najeem Salaam, taken a swipe at the Judge, saying she has lost her integrity in the judiciary.

His words: “It is time for me to speak on the petition written by one of the judges in the state. I want to say that there was no basis for the petition. Its all lies. She is a judge that doesn’t know herself as judge. You can only see a judge and they are not to be heard. She (Oloyede) doesn’t have any substance in the petition. She lied against me.

“Newsmen should have checked the financial statement of the allocation before writing their stories. Most of them want me out of office but I will triumph. If I had collected N538 billion as alleged, Osun would have turned to Dubai. I am happy Buhari went to USA and it was said that one million barrels of crude oil are being stolen everyday.

“Is there any country that would lose such every day that won’t suffer economic hardship? God will open economic doors to Osun soon. I was accused of not living in the state. I was perturbed by this report but the weekly executive meeting register proved them wrong.

“I have never gone on leave since November 2010 that I came into government. There is no truth in judge’s petition. I will tell my side of the story bit by bit. I am confident that before the end of the month the hard time will start to ease in the state,” the governor added.


Rep commends Assembly’s decision
In another development, a member of the House of Representatives in the 7th Assembly representing Ife Federal Constituency, Mr Rotimi Makinde, has hailed the verdict of the Osun State House of Assembly to dismiss the petition of Justice Folahanmi Oloyede against Governor Aregbesola.

In a statement issued yesterday in Lagos, Makinde said the ruling of the assembly has shown that falsehood and deceit can never defeat truth, adding that Osun State can now move on after the cacophony of lies by Justice Oloyede.

PDP hails planned parley
Meantime, the Osun State chapter of the Peoples Democratic Party, PDP, has commended Governor Rauf Aregbesola for heeding its call for Stakeholders Summit to solve the myriads of problems confronting the state, but denounced what it called unserious parley being called.

Speaking on behalf of the party, Prince Diran Odeyemi, the Director of Media and Strategy said; “This is not the kind of stakeholders meeting we asked him to call, hiding behind federal and state legislatures to convene the stakeholders meeting is deceitful and evidence of lack of seriousness by Ogbeni Aregbesola.”

Abuja – President Muhammadu Buhari has said Nigerians must stop paying mere lip service to agriculture, as crude oil and gas exports will no longer be sufficient as the country’s major revenue earner.

The president gave the charge at an audience with Dr Kanayo Nwanze, the Nigerian born President of the International Fund for Agricultural Development (IFAD), at the Presidential Villa, Abuja, on Friday.

“It’s time to go back to the land. We must face the reality that the petroleum we had depended on for so long will no longer suffice. We campaigned heavily on agriculture, and we are ready to assist as many want to go into agricultural ventures,’’ he said.

Buhari pledged that his administration would also cut short the long bureaucratic processes that Nigerian farmers had to go through to get any form of assistance from government.

He told the IFAD President that improvement of the productivity of farmers, dry season farming and creative ways to combat the shrinking of the Lake Chad will also receive the attention of his administration.

“There is so much to be done. We will try and articulate a programme and consult organisations like IFAD for advice,’’ he added.
According to the president, foreign exchange will be conserved for machinery and other items needed for production “instead of using it to import things like toothpicks’’.

Nwanze had earlier congratulated Buhari on his victory at the general elections and assured him that IFAD was ready to give all possible assistance to the Federal Government and Nigerian farmers to boost agricultural production in the country.

Nwanze, who later spoke to State House correspondents, said IFAD had since 1985 been providing loans and grants in the nation’s agricultural sector to boost agricultural production.

“Nigeria has the largest portfolio of IFAD’s investment in Western and Central Africa and the second largest in Africa.
“But the case point here is that this country has all the endowments that it takes not only for it to produce enough food for its population but also to be the bread basket of region.

“And this is where my institution on my behalf, I offered our services and our support in the agenda of rural transformation as a key ingrate in this country’s economic and social development,’’ he said.

The IFAD is an international organisation dedicated to addressing issues of agriculture and poverty alleviation.

It was established in 1978, and has been collaborating with Nigeria for over 30 years. (NAN)

ABUJA — A total probe of the administration run by immediate past president, Dr Goodluck Ebele Jonathan is underway as the National Economic Council, NEC, Ad-hoc Committee on the Management of Excess Crude Account Proceeds and Accruals into the Federation Account, headed by the Governor of Edo State, Mr. Adams Oshiomhole, is to hire two international forensic audit firms to probe revenue that accrued into the Federation Account and how it was spent under former Dr Goodluck Jonathan as President.

Mr. Oshiomhole told journalists at the end of the first meeting of the committee in Abuja, yesterday that the auditors would cover the period January 1, 2010 to June 1, 2015.

It put paid to calls by the opposition Peoples’ Democratic Party, PDP, that Buhari should extend his probe to the administrations of Jonathan’s predecessors, Alh. Umaru Yar’ Adua.and Chief Olusegun Obasanjo.

Already, some revenue generating agencies have been invited to brief the committee which will take detailed briefings from all Ministries, Departments and Agencies, MDAs of the Federal Government that deal directly with revenue.

The focus will be on the Nigerian National Petroleum Corporation, NNPC, the Nigeria Customs Service, the Central bank of Nigeria, the Nigeria Extractive Industries Transparency Initiative, NEITI, among others.

Other members of the committee included Gov. Nasir Ahmed El-Rufai of Kaduna State, Ibrahim Dankwambo of Gombe, and Udom Emmanuel of Akwa Ibom.

He said that the committee did not want its actions to be bogged down by political interpretations and that the members were not professionals. Even if they were professionals, he said that their duties as governors would not allow them the time to do a thorough work.

His words, “We held our first primary session today here with some of the revenue generating agencies that are supposed to remit funds to the federation account. We had a successful session with Customs, NPA, NEITI, SEC, FIRS, and quite a number of others and next week we will also hear from CBN, Ministry of Finance, Office of the Accountant-General of the Federation.

For the remaining ones, we agree we are going to meet on Thursday next week, NNPC, NPDC, DPR, NIMASA and other remaining agencies.

We have started the work, with the idea to hear them out, what they have been doing, with particular emphasis on revenue accruing from these organizations and whether or not these have been remitted to the Federation Account for judicious distribution.

His words: “[b]We realised that this is a task and given our mandate, even if we were professional accountants because we are sitting governors, we would not have the time to do a forensic audit which this assignment entails.

“Therefore, we have agreed in line with our mandate to appoint two reputable international audit firms to carry out a thorough forensic audit, not only of NNPC, which is more of excess crude, but other monies that accrued to the Federation Accounts. We have other revenues like bonuses, royalties, taxes, VAT that flow into the Federation Account.

“We are taking a holistic review of the entire process, looking at all the agencies that make contribution of funds to the federation account.

We are convinced that by appointing audit firms, we will allow professionals to carry out this exercise, so that it will be free of any political colouration and also we will ensure the outcome of the investigation will.

“We have learned, we have listened and asked questions. I think we all have a clear picture of what is happening in those organizations before now. Some have information to supply and we have drawn attention to those areas, they are willing to oblige. We believe in the end, we will be able to not just establish what had happened over the period but much more important, going forward with the changes the President has promised the country.

“It is not going to be business as usual. He started on a clean slate and everybody knows the new rules of the game and in particular as the laws apply to the various institutions are implemented in full. So I think we started very well. We are very confident that we are going to come out with something that is going to be of immense benefits to the Nigerian people”.[/b]

On the rationale for embarking on another audit report with regards to the alleged missing funds, he said “Some reports were produced by PWC but in that report the PWC expressed their frustration and pointed to the fact that they were not able to access all the information they needed and that what they were able to produce was to the extent of information that was made available to them.”

He added: “Audit can only be credible as much as information that was made available to auditors. The good news now is that with President Buhari, all the books will be open, no agency has any protection. Any agency that refuses to open the books then is ready to go on confrontation with the authority.

“The forensic audit will act on the whole truth and nothing but the truth so that all stakeholders will have basis to formulate good policies and that Nigeria will never find itself in this circle where huge sums of money are allegedly diverted and unaccounted for. Audit has become a way of life for all public institutions."


On the duration of the audit exercise, Oshiomhole explained that the committee had looked at it professionally. “We are focusing on a five year circle. What we have agreed is that we are going to carry out an audit for five years from 1st January 2010 to 30th June 2015.

“If the audit report reveals that we need to go backward, then we can do that. But for the first instance, this is the period that we consider good.

“We can’t impose a time frame on them but will engage them and by Thursday we will be able to make it public. We need to listen to them and agreed with them on how much time will be okay for them. We are all in a hurry to ensure that the right thing is done. The emphasis is not on time but doing thorough job.

“By next week we will meet with the big ones and we will then be able to tell you the audit firms that we have appointed. They are firms I am sure Nigerians will have confidence in.

“At the end of the audit we will hear them out and reconcile them with what the laws says and arrive at a position. Given the volume of work and complicated nature of issues, we agreed we need professionals to carry out the audit. It is only the professionals that can handle it. It is not good to compromise”.

Boko Haram Islamists shot dead at least nine people and set homes on fire in a raid on two villages in conflict-hit northeastern Nigeria, fleeing residents told AFP on Thursday.

Villagers described how dozens of gunmen on motorbikes stormed Tadagara and Dunbulwa villages, 170 kilometres (100 miles) from Yobe state capital Damaturu, from Wednesday night through to the following morning.

All nine victims were gunned down with assault rifles as the jihadis attacked Tadagara around 10:30 pm (2130 GMT), looting thatch-roofed mud homes and shops before setting them ablaze, according to witnesses.

“Boko Haram gunmen came on motorcycles and opened fire on the village after we had retired for the night and killed nine residents,” Tadagara villager ‎Shuaibu Nuhu told AFP.

“We fled into the bush ‎from where we saw fire erupting from our homes as the gunmen set them alight after looting them.”

Residents said the Islamists stayed until dawn, sheltering from heavy rain before moving to nearby Dunbulwa village.

The inhabitants there had been warned of the danger by escaped Tadagara residents however and had fled by the time the gunmen arrived.

“We luckily left the village as soon as we heard Boko Haram gunmen were on the attack in Tadagara which was why they found the village empty‎,” said Dunbulwa resident Sani Mai-Masara.

“They carted away food and jerry cans of fuel. They then set fire to our homes.”

Hundreds forced to flee

The attacks forced hundreds of villagers to flee to the town of Potiskum, 70 kilometres away, according to residents there.

Boko Haram’s bloody insurgency in Nigeria has left more than 15,000 people dead since 2009 and has increasingly spread across the country’s borders, with Chad and Cameroon suffering deadly suicide bombings in recent months.

The extremist group, whose name roughly translates as “Western education is forbidden”, has carried on its campaign of attacks on security forces, suicide bombings and bloody raids on villages across Nigeria’s north and eastern borders despite a major regional military campaign against them.

The latest violence in the region comes just over two months after President Muhammadu Buhari took office vowing to crush the Islamist jihadists, now affiliated with the Islamic State group.

Boko Haram fighters have been using the islets in Lake Chad as a rear base after being routed from their traditional strongholds in Nigeria by a four-country military offensive against them.

The Chadian army has launched a “major operation” to flush out Boko Haram jihadists from the vast lake, however, sparking violent clashes between soldiers and the group.

The attacks in Yobe came a day after Boko Haram fighters shot dead nine fishermen near the town of Baga by Lake Chad in neighbouring Borno State.

A week earlier the Islamists slit the throats of 10 fishermen in an attack on three other nearby villages.

Baga was the site of the group’s worst-ever massacre in January, when its fighters were accused of slaughtering hundreds of people and forcing thousands of civilians to flee.

President Muhammadu Buhari on Wednesday said that the National Youth Service Corps was still relevant for national integration and unity.
To this end, he had pledged his administration’s commitment to take all necessary actions in maintaining the programme.
President Buhari gave the assurance after receiving a briefing from officials of the Federal Ministry of Youth Development led by the Permanent Secretary, Mrs. Rabi Jimeta.

The President who affirmed his confidence and trust in the programme said that the objective for which the scheme was established in 1973 was still very relevant for national development.
“I firmly believe in NYSC and I think it should remain a national programme to promote integration.
“Whenever I go home to Daura, I look out for Corps members from Lagos, Aba and other parts of the country.
“I am always thrilled to learn that except for the NYSC, some of them have never left their states of origin to visit other cities in the country,” Buhari said.
Jimeta had earlier told the President that the increasing number of NYSC participants posed a challenge to the scheme due to the dwindling revenue, from the national budget, to cater for their needs.
According to her, the annual enrolment of corps participants had increased from 2,364 at inception in 1974 to 229,016 in 2014.
“Given the increasing number of tertiary institutions, our projection is that the number of corps participants may rise to 300,000 by year 2020,’’ she said.
Also, speaking, the Director-General of NYSC, Brigadier-General Johnson Olawumi, told the President that there were plans to make the scheme voluntary and reduce the corps population to make the programme more sustainable.

Pope Francis on Wednesday said divorced people who have remarried “are still part of the Church” and should not be treated as if they have been excommunicated or cast out.
“These people are not excommunicated — they are not excommunicated! And they absolutely must not be treated as such. The are still part of the Church,” the pontiff said during his weekly general audience at the Vatican.
Speaking ahead of a highly anticipated global meeting on family life in October, he said “awareness that a brotherly and attentive welcome… is needed towards those who… have established a new relationship after the failure of a marriage, has greatly increased”.
The Church does not recognise divorce but divorcees can still take communion unless they remarry, which is considered to be adultery.

“No closed doors! Everyone can participate some way or another in the life of the Church,” Francis said, in a clear call for Catholic bishops and priests to treat those in so-called “irregular situations” with greater compassion.
People who are excommunicated are expelled from the Church, unless they repent, and are considered to be condemned to Hell in the afterlife.
The issue of remarried divorcees is likely to be addressed during the upcoming synod — a gathering of bishops — on the family, which Francis hopes will help reconcile Catholic thinking with the realities of believers’ lives in the 21st century.

According to The Guardian, the pontiff said it was not just divorced adults who needed compassion, but their children — potential future believers that the Church risks alienating by treating their parents as outcasts.
“If we look at these new relationships through the eyes of young children… we see even greater the urgency of developing in our communities a real welcome towards those who are living such situations,” he said.
Children, he said, “are the one who suffer the most” from broken families.
It would be difficult to call on parents “to do everything to educate their children according to Christian values… if we keep them at a distance from community life, as if they were excommunicated,” he explained.

Francis’s stance sets him on a fresh collision course with the Church’s most conservative members, who have fiercely resisted his attempts to soften the centuries-old institution and highlight its more human side.
