This is becoming stale. A brave soldier will be saving half of his salaries for perilous time like this. What is wrong with buying good arms with your monthly pay? Must the federal government do everything for you? Our armed forces are not ready yet.

Another reason is because they are usually dead broke.

They can't make the first move because they are penniless so they lack the confidence.

I've noticed well to do ladies don't fool around when they see a dude they like, they go straight to the point which turns me on.

Cheap, ghetto, slay queens on the other hand, use diversionary tactics like you mentioned above despite the dripping wetness between their legs.

She'll most likely be very ugly, deformed anatomy, misshapen, with a potbelly, cheap tattoos, scars, burn marks from different bleaching creams, stretch marks (even on her face), heavy make-up that can induce tears from a toddler, a few missing teeth, bad breath, deep voice, muscular legs amongst other exotic features.
