In two places the constitution talked about Abuja: first place is on Election where it says that a presidential candidate must win 25% of votes in 2/3 of the number of states and Abuja capital territory.
The president governs Abuja, it's thetefore compulsory that a presidential candidate must win at least 25% of votes in a territory the president will govern.

Second place is on Administration where the constitution says that Abuja shall be administered like other states. It does not say that Abuja is a state.

The fct is not a state so it has to be differentiated.the former fct Lagos was a state and Abuja was forcefully created in 1991 without being in the constitution.the 1999 constitution had to include them....
Section 22-28 of the constitution clearly specified that all citizens and places have equal voting rights and status except in immunity and imprisonment.therefore,they cannot now contradict themselves to elevate a people above others.it is not done anywhere
