Cardinal is neither praising nor condemning the governor on his performance as a governor.

He is talking about the governor's role as a priest of the Roman Catholic church. A priest is expected to get full clearance from his bishop before going into partisan politics. It's not as if the governor didn't know this. He chose not to obey it. He is fully aware of the consequences - suspension.

As it stands, he's suspended from priesthood and, so, should stop parading himself as one. This shouldn't be so difficult to understand
