https://punch.cdn.ng/wp-content/uploads/2015/02/A-traffic-scene-on-Abuja-Keffi-Road-360x290.jpg Abuja-Keffi Road is to the Federal Capital Territory what Lagos-Ibadan Expressway is to Lagos. Many workers who cannot afford the exorbitant rent in the FCT live in many of Abuja’s satellite towns on that axis. Such areas include Kugbo, Karu, Nyanya, Jikwoyi, Kurudu, Kpegi and Orozo. Some others live farther into neighbouring Nassarawa State. They live in Mararaba, Masaka, Nyanya Gwandara, One Man Village, Ado, New Nyanya, Kuchikau, Lafia and even Keffi, the state capital. While it is true that rents in these communities are far cheaper than what are obtainable in the city centre, residents of these communities too are not in any way better off. Many of the settlements lack basic amenities. Some of them are also not properly planned. To compound the woes of residents, the traffic jam on the Abuja-Keffi Road, which is their only access road to the FCT, has lately become a nightmare. Because of the ever rising population of those living in the affected areas, that stretch of road had from time witnessed serious traffic snarl in the morning while going to Abuja and in the evening when returning, due to the mass movement of people. The situation was however compounded by the bus station bomb blasts recorded in Nyanya end of the road in April and May last year. Immediately after the first incident, soldiers attached to the Brigade of Guards were deployed to the Kugbo end of the ever-busy road. Those who thought that the military checkpoint mounted at that spot was just a temporary thing have since been proved wrong. The soldiers use drums painted in military colour to block two out of the three lanes of the road to Abuja to ensure that traffic flows slowly at the checkpoint. This situation results into a traffic jam that stretches many kilometres. The Kugbo military checkpoint is just the main one on the road. There are others in Karu, Nyanya and Mararaba, among others. The effect of these checkpoints is that a journey of 15 minutes to the city centre now takes three or four hours. Initially when it started, some residents resorted to waking up early and leaving for their offices as early as 5am before the gridlock would start. But that idea has now been defeated as more people adopt the style. Now, the confusion on the road starts as early as 4am and remains late into the afternoon. Sometimes, at 2pm, the situation on the road will still be rowdy. The snarl on the expressway usually extends into the inner roads in Karu, Nyanya, Jikwoyi and Mararaba. While inside the traffic jam, it is normal to see school buses conveying pupils of nursery and primary schools trapped in the jam as late as 11am when they ought to have settled down for their academic activities. They will be seen sleeping inside the buses, having been woken up as early as 4am by their parents who equally want to leave their homes early. Parents who drive their children to school have now devised another method. They will drive to a point where the traffic starts and ask their children to join commercial motorcycles for the rest of their journey. In case they do not get motorcyclists on time, the helpless children resort to trekking. So tense is the situation that some residents have decided to abandon their vehicles at home. What they do is to ride on commercial motorcycles from their homes to a point close to the Kugbo military checkpoint. They will walk pass the soldiers and wait for commercial vehicles after the checkpoint. They are sure that from that point, they will not encounter any ‘traffic war’ again. But that system also comes with heavy price. One, commercial motorcyclists now capitalise on that to charge exorbitant prices. Two, most of these residents stand on that highway for about 30 minutes or even an hour before getting vehicles. The reason is that the population of people waiting for vehicles there is always very huge. This harrowing experience has led to many relocating from that axis to either Kubwa or Airport Road where access to the FCT is not as tedious. Some others who cannot afford relocation now manage with friends or in their office premises throughout the week and only return to their homes on Fridays for the weekend. “The best thing that ever happened to me and my family is our relocation from Nyanya to Lugbe on the Airport Road. I can now drop my kids at school within 10 minutes of leaving home. It is indeed a great relief,” a man simply identified as Ben told our correspondent. The greatest fear among residents now is the danger lurking around if terrorists decided to detonate bombs inside such a traffic jam. The effect is better imagined. “Since I can’t fly to my office, I have since started adapting to the traffic. But I must confess that any time I am inside that traffic, my imagination runs wild. I will look at the row of cars in my front and my back and imagine the colossal loss of lives and property if a bomb is detonated there. At that point, I will quickly shout ‘God forbid’ unconsciously,” a resident, Mr. John Okon, said. The only set of people who seems to be happy about the situation are the commercial motorcyclists, who make cool cash by conveying passengers from one point to the other, charging exorbitant fares and hawkers who sell in the traffic. The demands of the residents of the area are clear. One, they want military authorities to remove the checkpoint in Kugbo. Two, they are calling for a timely completion of the Karshi-Apo-Ara Road which will serve as an alternative route to the city centre. Of course, they are also calling for the extension of the Abuja-Keffi Road. There are however indications that there are no plans to remove the checkpoint, at least, for now. In April last year, the then Minister of Information, Mr. Labaran Maku, had appealed for public understanding over the security checkpoint, saying the measure was for public safety. He said the checkpoint was not to inflict pain on Nigerians. “We feel the pain of our citizens and our hearts go out to those who, under the present circumstances, are compelled to endure long traffic queues because of the roadblocks that have been set up following the terror attack at Nyanya. We understand the pain citizens are going through. We want to appeal to them to appreciate the reason behind the challenges we are going through,” he had said. He further urged the people affected by the security measure to see the roadblock as a form of sacrifice, aimed at addressing security challenges in the area. The expansion of the road may also not come easily. In September 2014, the Minister of Works, Mike Onolememen, said the redesigning of the road was in progress in order to ease the incessant gridlocks. He said the road was one issue that had generated a lot of concern because of the vast large number of Abuja workers residing on that corridor. Onolememen noted the traffic the road is handling is far in excess of the maximum it was designed to carry, saying the ministry was in the process of finalising the design for the expansion and dissipation of the traffic. “We believe that the Abacha Barracks end should not and cannot be the only entry point into the city. So, we are going to do a kind of an arc diversion through which we will have a number of entry points into the city. We believe that is the design solution for that particular problem. It is a problem; there is not much we can do in terms of traffic control on that road, because the problem is a very fundamental one and it requires an engineering design solution,” the minister had said. To expand the road, the government is looking forward to obtaining a loan from China. Onolememen said last year that his ministry had already procured the Certificate of No Objection on the project from the Bureau of Public Procurement. There seems to be no word from the government on the alternative Karshi-Apo-Ara Road which some residents claimed had already been abandoned by the contractor. Russia is actively fighting in Ukraine, Iran is the backbone behind Assad in Syria, Venezuela has one of the most subsidized socialist welfare program in the world albeit corruptly administered. Nigeria should not be on that list just like the Arab oil countries or even Angola and other African oil producers. The Public Relations Officer of the command, Othman Abubakar, who confirmed the incident, said three vigilante members that were with Mr. Yakubu lost their lives in the encounter. Mr. Abubakar, who did not give details, however, said the police officers investigating the incident have so far recovered the vice chairman’s shoes. A resident of Hong who simply identified himself as Hussaini said that the incident occurred in Gayafa Village of the area. “You know, insurgents attacked the village last week. The vice chairman who hailed from the village was on an assessment visit with some hunters when the insurgents attacked and over-powered them. “About seven insurgents were killed in the encounter before they over-powered the hunters and took away the vice chairman,” he said. Mr. Hussaini claimed that the abducted vice chairman was later allowed by his captors to call his wife with his cell phone before the device was switched off. The Chairman of Adamawa branch of the Association of Local Governments of Nigeria, Sahabo Gurin, also confirmed the incident. Adamawa is one of the three states most affected by the Boko Haram insurgency. The insurgency has caused the death of about 20,000 people in northern Nigeria with hundreds of thousands of others displaced. Worst case scenario, GMB comes in and does not perform just like GEJ. Voting GEJ out, at least still sends a message that Nigerians are watching and ready to boot out corrupt under performers. The fact that GEJ cannot call his underperforming ministers to order or curb corruption is prove of his lack of leadership abilities. Personally I support GMB because I very much believe he will fight corruption. I also know that APC states have outperformed PDP states in general and are truly progressive even in their antecedents. Put those two anti corruption and a progressive mindset together and you have a significant part of the ingredient for real progress in Nigeria. Throw in the fear of being voted out in 2019 if they fail us (if we set a precedence in 2015). That will definitely ensure performance. GEJ has had at a last 5 years to right the perceived wrongs to the Niger Deltans but he failed. His only achievement is enriching a few militants stupendously. Even the E-W road is undone. He has no progressive outlook at all and neither are most of the people surrounding him. The audit report by PriceWaterHouseCoopers on the Nigerian National Petroleum Corporation, NNPC, accused of diverting the money, has been ready since September 2014, but the government has declined repeated demands to make the document public. Amid pressure from the public and the opposition All Progressives Congress, APC, the government early February issued a “highlight” of the report, with a conclusion that the alleged missing $20 billion, exposed by a former Central Bank Governor, Lamido Sanusi, was a farce. The “highlight” concluded that less than $2billion was missing. Ahead of elections in March, the government has come under increased pressure to publish the full report. On Monday, the presidential candidate of the APC, Muhammadu Buhari, urged President Goodluck Jonathan to release the full report and publish same in national newspapers to allow Nigerians establish how their money was spent. Civil Society groups and the media have also asked PwC to disclose the full report. In an interview with the Financial Times of London, published Monday, Nigeria’s Petroleum Minister, Diezani Alison-Madueke, said the government could not publish the report ahead of elections as only the country’s Auditor General has the powers to do so. Even more important, the minister said the government was not making the report public to avoid a “rabid opposition”- a reference to the APC – from finding “all sorts of minute detail [in the full report] to create concern”. President Jonathan had on February 3 received the report of the forensic audit carried out on the accounts of the NNPC from Uyi Akpata, the country senior partner for PriceWaterHouseCoopers. The presentation came a day after a former Central Bank governor, Charles Soludo, accused the government of mismanaging the economy and refusing to table the audit report for all to see. Finance ministry officials had long told PREMIUM TIMES that the report was submitted months ago by the audit firm, but was kept away by the Minister of Finance, Ngozi Okonjo-Iweala, and the Auditor General of the Federation, Samuel Ukura. In what appeared a hurried response to Mr. Soludo’s allegations, President Jonathan suspended campaign activities to receive the report in the presence of journalists. While the President did not give any insight into the details of the report, he assured that the document would be sent to the Auditor General of the Federation and also promised a comprehensive reform of the oil sector. In her interview with the United Kingdom-based newspaper, Mrs. Alison Madueke insisted that both she and President Goodluck Jonathan were not opposed to the publication of the forensic report. She however said the report has “vindicated” her. The controversy over the alleged missing money started September 2013 after Mr. Sanusi sent a memo to President Jonathan, alleging that the NNPC was diverting oil revenues for at least 18 months, amounting to $49.8 billion, about N8 trillion. Despite data and documentation provided by the CBN governor, the government denied losing any money. At an investigative hearing by the Senate Finance committee in 2014, Mrs. Okonjo-Iweala said the un-reconciled amount stood at “only” $10.8 billion. The government later claimed the $10.8 billion was used for payment of fuel subsidies. The Senate probe established less than $1 billion was “missing”. Mr. Sanusi himself later reviewed his figure to $20 billion, shortly before he was fired by the president. The government pledged that an independent audit by PwC will be ready by May 2014. Mr. Lamido said this after holding a closed-door meeting with the PDP National Chairman, Adamu Muazu, at the party’s secretariat, Abuja. The five governors, called G-5, who decamped consist of Rivers State Governor, Rotimi Ameachi; Kwara State Governor, Abdulfatah Ahmed; Sokoto State Governor, Aliyu Wammako; Kano State Governor, Rabiu Kwankwanso; and the impeached Governor of Adamawa State, Murtala Nyako. Originally G-7, consisting of the aforementioned and then Mr. Lamido and Niger State Governor, Aliyu Babangida, the governors staged a walk-out from an August 2013 Special National Convention of PDP, alongside other party stalwarts, including former Vice President Atiku Abubakar, former party Secretary, Sam Jaja and former Kwara Governor, Bukola Saraki. The group formed the “new PDP” immediately. But the five Governors, Messrs Ameachi, Wammako, Ahmed, Nyako and Kwankwanso defected to opposition APC while Messrs Lamido and Babangida, surprisingly, chose to remain in the PDP. This caused bad blood leading the Kano State Governor, Mr. Kwankwanso, to accuse Messrs Lamido and Babangida of betraying the other five governors. He said all seven governors had an agreement to leave PDP, following a disagreement they had with the party hierarchy. “Everyone knows Governor Lamido was part of us, he was the leader of the group. He took us to a certain height before choosing otherwise and we were all surprised by his final decision. Mr. Lamido corroborated Mr. Kwakwanso’s submission saying, “Yes, I betrayed them. I am a betrayer. Confirmed.” When asked why he betrayed the group, he simply responded, “I align myself with what he (Kwankwanso) said.” The Jigawa State governor said his recent meeting with Mr. Amaechi had nothing to do with party politics. He said the Rivers Governor remains his friend and colleague and above all fellow compatriot with whom he meets occasionally to review issues. Dreal1247:This is GEJ using the other hand to withdraw the FOI bill he took credit for, probably in a reaction to the exposition of his weakness and corruption due to this elections. Once gov't starts to actively spy on its citizenry, freedom is no longer in existence. Judging by the way GEJ and indeed other African leaders misuse power, this law will be used to witchhunt media houses and ordinary citizens on social media (think Nairaland etc). My suspicion is that the paedophile part of the law is to window dress the spying part of the bill to create an appeal. It is a bad law in general. How much hacking goes on in Nigeria? This is not even really an anti yahoo-yahoo bill sef to make it more pertinent. It is a shame GEJ's priorities are misplaced once again. He should have been pushing the legislature to pass more important bills like the PIB. Dubbed the Cybercrime Bill and submitted to the National Assembly last week by President Goodluck Jonathan, the legislation will allow authorities, particularly during criminal investigations, to intercept and record personal emails, text messages, instant messages, voice mails and multimedia messages, if enacted into law. The stiffest penalty for hacking of Critical National Information Infrastructure, is death sentence. However, if the offence does not result in death but leads to "grievous bodily injury," the offender shall be liable to imprisonment for a minimum term of 15 years. If found guilty of cyber terrorism, the penalty that awaits an offender is life imprisonment, while production and distribution of child pornography fetches at least a 10-year jail term or N20 million fine for any person convicted. The bill specifies 10 years in jail, N15million fine or both for paedophiles. The bill, whose operations can be invoked without recourse to issuing of warrants where the need for "verifiable urgency" is established allows security agencies to ask telecommunication companies to conduct surveillance on individuals, and release user data to authorities. If, however, there is no urgency, an ex parte order of a court will suffice before a law enforcement officer conducts a cybercrime investigation. Section 22 of the bill, under the sub-heading: 'Interception of electronic communications,' provides that: "Where there are reasonable grounds to suspect that the content of any electronic communication is reasonably required for the purposes of a criminal investigation or proceedings, a judge may on the basis of information on oath: "(a) order a service provider, through the application of technical means to collect, record, permit or assist competent authorities with the collection or recording of content data associated with specified communications transmitted by means of a computer system; or "(b) authorise a law enforcement officer to collect or record such data through application of technical means."
